Oklahoma Department of Human Services (OKDHS) is a state-operated child welfare system, but hiring has always been done locally. The agency is divided into five field regions serving 27 districts and 77 counties. In 2017, OKDHS employed 1,780 Child Welfare Specialists (caseworkers) and 388 supervisors. That same year, the annual turnover rate was 25%. They applied to be a QIC-WD site with the goal of strengthening their child welfare workforce.

East Tennessee State University’s Dr. Ted Olson, a respected academic and writer who has helped elevate the university’s distinction in the areas of Appalachian Studies, bluegrass and more, has earned new accolades.
Olson had co-authored the liner notes for the 2022 album, “Lovey's Original Trinidad String Band: Encore Lovey!,” and it won the Certificate of Merit for Best Historical Research for its category from the ARSC (Association for Recorded Sound Collections). This research introduces innovative approaches to enhance intrusion detection systems (IDSs) by addressing critical challenges in existing methods. Various machine-learning techniques, including nature-inspired metaheuristics, Bayesian algorithms, and swarm intelligence, have been proposed in the past for attribute selection and IDS performance improvement. However, these methods have often fallen short in terms of detection accuracy, detection rate, precision, and F-score. To tackle these issues, the paper presents a novel hybrid feature selection approach combining the Bat metaheuristic algorithm with the Residue Number System (RNS). Dr. Wallace E. Dixon Jr. will be the speaker for the free virtual presentation on Tuesday, Dec. 5, at noon. Participants may register for the Zoom link.

Research Summary
I explore the relationship of firm global strategy and global value chain (GVC) governance, within a context of expanding responsibility boundaries for unethical practices in the value chain. Specifically, focusing on the tantalum supply chain within the digital electronics GVC, I conduct a case-based process study that contextualizes the different strategic responses of three manufacturers of tantalum capacitors when faced with similar efficiency, ethical, and institutional pressures. Integrating the GVC and global strategy literatures, I find that structural inertia in GVCs limits the efficacy of strategies that preserve, rather than alter, the governance structure, instead requiring a strategic …

East Tennessee State University invites veterans and military service members to enjoy a free lunch on Monday, November 13, the same day the university will hold a Veterans Day Program.
“Your courage, commitment and sacrifice shape the very fabric of our nation and our ETSU community,” ETSU President Dr. Brian Noland wrote in a message to campus earlier this week.
The free lunch is open to ETSU employees and students, as well as community members. Lunch runs from 11 a.m.-2 p.m. at the ETSU Dining Hall, located on the third floor of the D.P. Culp Student Center.

Consumer Engagement With Self-Driving Cars: A Theory Of Planned Behavior-Informed Perspective, Linda D. Hollebeek, Choukri Menidjel, Omar S. Itani, Moira K. Clark, Valdimar Sigurdsson

Purpose
This study investigates the mediating role of consumer engagement (CE) in the relationship between perceived behavioral control (PBC) and purchase intent and the moderating role of perceived safety in the relationship between PBC and CE in the self-driving car (SDC) context.
Design/methodology/approach
To test the model, a sample of 368 consumers was deployed using partial least-squares structural equation modeling (PLS-SEM).
Findings
The findings reveal that consumers' SDC engagement mediates the relationship between PBC and their intent to purchase an SDC. Consumer-perceived SDC safety also moderates the association of PBC/engagement.

Is Anti-Herding Always A Smart Choice? Evidence From Mutual Funds, John Byong-Tek Lee, Jun Ma, Dimitris Margaritis, Wanyi Yang

Recent empirical studies document a negative relation between herding behaviour and the skill of mutual fund managers. We explore this relationship further by focusing on fund managers' contrarian buy and sell behaviour against the market. Our study reveals an asymmetry in the performance of mutual funds with contrarian buy behaviour and contrarian sell behaviour. The contrarian-buy behaviour reflects skill by positively predicting the cross-section of next period's mutual fund returns, while the contrarian-sell behaviour reflects a lack of skill associated with a negative prediction. These findings are robust to various risk-adjusted performance measures. Contrarian-buy funds outperform momentum-buy funds by 3% …

Have you ever been scammed? Most of us have been scammed. Some examples might include believing someone about an investment promise that is too good to be true, trusting a car salesperson, having a grandmother who was taken advantage of a scammer calling to pretend they are a grandson in financial trouble, or believing a social media post that’s untrue.
