This research proposes an analytical approach for assessing efficiency and effectiveness of the Army’s Enlistment Incentive Review and Allocation Process. In this research, the author applies multiple regression- techniques to observations of monthly enlistment contracts for the time period covering October 1987 through July 1993. Bonus contracts, ACF contracts and total contracts were regressed against level of enlistment bonus, availability of the Army College Fund, unemployment rate, and state of U.S. involvement in overseas conflict. The author then used the estimated regression relationships to estimate bonus amounts required to stimulate enlistment and compared performance of true incentive levels against predicted …

This research investigated a heuristic approach to schedule aircraft for the channel cargo system of the Unit States Air Forces Air Mobility Command AMC. Given cargo frequency of visit requirements, a fleet of aircraft, and possible routes, the objective of this research was to develop, implement, and test an iterative procedure to efficiently schedule and load aircraft in order to maximize the flow of cargo through the channel cargo system. Simply stated, the problem addresses how to schedule a finite number of customers in a finite number of equal length time slots, where each customers service time comes from a specified probability distribution. The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. In March 1993, the JLSC selected the Navys Statistical Demand Forecasting System as the standard DOD forecasting system. The purpose of this study was to evaluate and compare the performance and accuracy of the Navy Statistical Demand Forecasting system, relative to the Air Force Requirements Data Bank forecasting system in an Air Force environment. To compare the performance of each forecasting system, the research used three different approaches. The first approach looked at time series components and evaluated how each forecasting system reacted to different data patterns. The problem studied was whether supervisors evaluated telecommuters differently than their on-site co-workers and, if they did, was this difference explainable by the models on performance ratings by Landy and Farr (1980, 1983, 1989)? For this study, telecommuting referred to employees who are full-time employees, but work off-site using electronic communication devices and telecommuted at least one day per week. Twenty organizations nation-wide were surveyed. Business Process Improvement BPI methodology using IDEF ICAM Integrated Computer Aided Manufacturing Definition and Activity Based Costing methods were used for this study. The objectives of the written TDY order activity were determined as identifying the travelers and verifying authenticity of the travel requirement and subsequent entitlements. This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. This study provides a preliminary view of the level of familiarity enlisted information managers have of changing roles, responsibilities, and initiatives within the Information Management career field. Using a three-phase investigative methodology that combined e-mail, interviews, and mail surveys, the authors addressed the changing roles and responsibilities of enlisted information managers and their familiarity with these changes. This study found that although individuals agree that the role is changing and expanding, many are performing the traditional administrative taskings. The goal of this research was to develop an instrument capable of measuring empowerment, and provide recommended general strategies on how to create an empowered organization. This goal was accomplished by developing a pilot questionnaire based on seven dimensions of empowerment discussed in Major Wayne G. Stone's unpublished article Empowerment: Keeping the Promise of the Total Quality Revolution. Each dimension of empowerment was subdivided into measurement parameters, with behavioral statements developed to describe these parameters. This study explores the widely held assertion that DOD contract Cost at Completion is bounded below by the Cost Performance Index-based Estimate at Completion (EAC) and above by the Schedule Cost Index-based EAC. Descriptive statistics determined the floor and ceiling for 321 DOD contracts. The results confirmed that the Cost Performance Index-based EAC is a reasonable floor and the Schedule Cost Index-based EAC is a reasonable ceiling for EAC formulas. For the contracts considered overall, on average, the Cost at Completion was not bounded by the floor and ceiling. The range of EAC formulas evaluated tended to slightly underestimate, the …

This research examined the training needs for contingency contracting officers for a Power Projection Strategy. Contingency contracting officers (CCOs) that deployed to Operation Desert Shield/Storm (ODS) where asked to provide their perceptions of the training they received before ODS, training and equipment needs identified as a result of lessons learned from ODS, and whether current training meets those needs. The results of the study show that CCOs believe there are many areas of training that can be improved to ensure future contingency participants do not have to relearn the same lessons of ODS.

A survey was used to collect information from Vehicle Maintenance customers from various organizations throughout ACC. The research had four objectives: (1) identify the customer service elements important to Vehicle maintenance customers; (2) identify customer perceptions about how Vehicle Maintenance meets those elements; (3) compare the perceptions of different customer groups; and (4) recommend customer oriented Vehicle Maintenance performance measures.
