This thesis studies the experience of the local community during the privatization in place of Newark Air Force Base (NAFB), Ohio. Licking County faced the loss of its largest employer after the 1993 Defense Base Closure and Realignment Commission (BRAC), a five-year commission established by President George Bush as a measure to cut national defense spending after the Cold War's end, recommended closing the Air Force repair facility. In its base closure recommendation, the BRAC gave the Air Force flexibility to craft a privatization in place plan. But the Air Force did not know how much the plan would cost …

This study was undertaken to determine the current trends in third party logistics. The Air Force Material Command Lean Logistics office sought information for improving USAF logistics support. The purposes of this study were to report results of third party logistics use, determine characteristics of successful third party relationships, and to discuss the implications for USAF logistics managers. A qualitative research methodology was chosen using multiple case studies. Logistics managers from eight third party users and ten third party providers were administered an extensive research protocol. The results revealed an industry which is growing rapidly. This is a report on the basis, data, findings, and models developed for US Transportation Command and Headquarters Air Mobility Command. Focusing on the dynamic scheduling problem that arises during management of airlift assets into space-constrained airfields during a crisis, this research explains the conditions surrounding this event, discusses several areas of potential cross-functional applications, presents analysis of current performance, and provides several modeling possibilities for schedule efficiency. The purpose of this study is to document the change in organizational structure when military jobs and production are transferred to civilian corporations under privatization in place (PIP). Privatization-in-place is a new concept that is being implemented, at Newark AFB, as a result of base closure and the desire to maintain as many jobs as possible in the local community. Previous research concerning base closure and reutilization focused on the roles of government agencies and the assistance they provided. This study looks at the community and the impact of installation closure. The process of planning for reuse of an installation is difficult and confusing. The guidance provided by the government has changed drastically since the first closures announced in the 1988 Base Realignment and Closure Committee recommendations. It is generally accepted that everyone puts off or delays doing tasks to some extent; however, little is known about how different styles affect job performance. Individual differences in goal orientation (tendency to set goals and objectives), conscientiousness (thoroughness and carefulness in performing a task), autonomy (freedom, independence, and discretion in scheduling work), and temperament (manner of thinking, behaving, and reacting) may have an influence on how efficiently and effectively people prioritize their tasks (or avoid tasks), and thus have an effect on job performance. The adoption of the 'Objective Wing' organization in the U.S. Air Force has realigned many base-level maintenance functions. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base. The purpose of this study is to investigate the effects of certain national economic conditions and certain Air Force related conditions on officer retention rates and to build, verify, and validate a multivariate linear regression model to be used by Air Force personnel management officials that will predict officer retention rates for rated and non-rated line officers aggregated by Yeargroups and AFSC groups. Previous retention models were reviewed to study possible predictors and methodologies.

The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Three separate modeling techniques are investigated with the goal of reformulating the AAM as a mathematical programming model that provides a comparable solution and a capable tool for the conduct of sensitivity analysis. In an effort to provide a timely and reasonably accurate methodology for determining C-130 intratheater airlift requirements, this research concentrated on a rough-cut capacity approach using a straight forward linear programming spreadsheet model. To provide more detailed analysis, a more sophisticated linear program was investigated. Specifically, the spreadsheet model calculated the minimum number of C-130s required to carry required cargo, passenger, and aeromedical loads based on user-defined daily requirements. For a given scenario, inputs include the daily requirements and the expected capacity for C-130 aircraft, trucks, and 22-car trains. Included in the capacity inputs are the number of daily cycles …

A questionnaire was distributed to nearly 2,000 randomly selected active duty Air Force members assigned to locations throughout the continental United States. The survey was designed to determine the extent to which Air Force members expressed support for environmental issues. In addition, the survey measured how frequently Air Force members engaged in specific behaviors that were deemed environmentally protective. Although the Air Force members expressed relatively strong support for environmental issues, they only occasionally engaged in activities that contribute to the preservation or protection of the environment. This thesis attempts to develop an instrument to measure how effective the organization's metrics are in relation to their organization effectiveness model, specifically, to the Competing Values Model of organization effectiveness developed by Quinn and Rohrbaugh. This should aid managers in determining whether or not they are measuring what they think they are measuring and how effective they are at measuring organizational effectiveness. The instrument developed can help determine the specific aspects of organizational effectiveness which metrics are measuring according to the Competing Values Model.

This study was an attempt to determine the effectiveness of ASC’s cost metrics. The effectiveness of the metrics were determined by the desirability of the behaviors which are exhibited when individuals utilize the specific metrics. The three main objectives of this research were to identify the actual reasons for schedule problems across large Air Force system development efforts, to quantity the importance of each category of reasons in terms of frequency and severity, and to demonstrate that the reasons for schedule problems are not program unique, but are common across system development efforts. To this end, this thesis contains a categorization and analysis of 549 reasons for schedule difficulties on 22 large Air Force Engineering and Manufacturing Development (EMD) programs from 1981 to 1994. However, even with the application of Lean Logistics, the failure-demand rate and the depot repair time are not fixed and the mean value is still used in the model. A consistent scheduling rule is one which will ensure a job's priority (relative to all other job's) will remain constant as it moves from queue to queue in a production system. Previous research concerning flow shop priority scheduling rules focused on comparison of either consistent or inconsistent rules. Previous research into morale, cohesion, and motivation as determinants of performance during combat concentrates primarily on front-line ground troops. This research focuses on determinants of high performance involving United States Air Force (USAF) aircraft maintenance personnel in rear-echelon contingency bases during Desert Shield and Desert Storm. The significant amount of combat force projected from USAF contingency bases and the likely continued use of such force justifies analysis of determinants of performance for this environment. With ongoing public scrutiny of defense system acquisitions, due to numerous program failures resulting from cost and schedule overruns, now, more than ever, cost and schedule-management competencies are critical to program success. This research examined the schedule-management competencies required of defense program managers. A schedule-management competency model was developed from a foundation of past research. The model was evaluated through a mail survey of 484 intermediate and senior level military program managers assigned to Air Force Materiel Command. The purpose of this research was to compare two lean logistics infrastructures to See which one would provide better support for the C-5 aircraft. The level of support was defined as the average number of mission capable parts (MICAPs) created by system operation. One infrastructure had the central storage facility (CSF) located at the depot and the other had a geographically separate CSF.
