Selection of combat aircraft during crisis action planning can be of critical importance. In determining the value of force mixes, it is proposed that one can evaluate extrinsic and intrinsic value separately. Intrinsic value is the designed capability of a weapons platform to accomplish a specified aerospace mission. Extrinsic value is the expected appropriateness of such platforms, given the environmental characteristics in which they must operate. This research develops a decision support tool for planners in determining the extrinsic value of force mixes, which then expedites the selection of best overall force mixes. The Air Force must comply with Executive Order (E.O.) 13149, which includes cutting its vehicle fleet's petroleum fuel usage 20 percent by 2005. This thesis examines the Air Force's current alternative fuel vehicle (AFV) program, which is centered around the acquisition and use of compressed natural gas (CNG) vehicles, to determine whether it has been effective, and how the AFV program should be tailored to contribute to the Air Force's efforts to comply with E.O. 13149. A numerous amount of Mission Capable Parts (MICAPs) are shipped throughout the world by the Air Force. These parts are required in order to meet mission requirements. MICAPs are often shipped via an express, small parcel air carrier, like Federal Express (FedEx). However, there is a lower cost alternative: Less-Than-Truckload express carriers. In using actual Air Force MICAP shipping data, an 11 percent savings was shown if the lowest cost carrier, either FedEx or Roadway Express, an LTL express carrier, was used in shipping these MICAPs. According to many, the readiness of America's forces deteriorated in the 1990s. In the Air Force, the combat readiness of its fighter aircraft has declined. One of its indicators of combat readiness, the mission capable rate, is used to identify the percentage of aircraft unable to perform their missions. From FY94-FY98, the aggregate total not mission capable rate for maintenance steadily increased from 14% to 18.2% while total not mission capable rate for supply increased from 5.5% to 17.5% between FY86 and FY00. The USAF uses the funding/Availability Multi-Method Allocator for Spares model to forecast these rates for its aircraft. …

It is through practice and experience Air Force loadmasters are able to pack the Air Force standard HCU-6/E (463L) pallets efficiently. Although the loadmasters perform their jobs exceptionally well, the Air Force is in search of a model that will more efficiently pack the pallets. We have developed a mathematical formulation of the three-dimensional pallet-packing problem which minimizes the amount of unused space on a pallet. The formulation ensures each box is packed with the correct volume and dimensions, and ensures the volume of all the boxes packed is less than the available pallet volume. This thesis studied some of the factors that can be used to help predict perceptions of ethical climate within organizations. specifically, five organizations within Aeronautical Systems Center (ASC) were analyzed by evaluating four years of cultural survey data. Allen and Katz (1986) identified three career orientations of engineers based on their job preference-project, professional, and management engineers. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. Air Mobility Command (AMC) uses the Airlift Flow Model as their primary tool to estimate the amount of cargo delivered in a Time Phase Force Deployment Document (TPFDD). The primary objective of this research was an exploratory investigation in the development of a metamodel to predict the amount of cargo delivered from a TPFDD by AMC into a theater. A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions. The data set is comprised of complete duty histories from all active duty lieutenant colonels in the civil engineer career field. A study of 91 Coast Guard junior officers and their mentors established the construct validity for mentoring functions and barriers to mentoring. The Air Force relies on supervisors to provide mentoring to their subordinates. The key predictors of whether junior officers report their supervisors as mentors were similarity between mentor and mentee and the quality of the supervisory relationship in terms of LMX and psychosocial and career development mentoring functions. The results demonstrated evidence for a compensatory theory of mentoring. Multiple mentors do not have a synergistic effect on mentoring relationships. This study examined the variability experienced in the administrative and production lead times of consumable items managed by the Defense Logistics Agency (DLA). Assets were categorized based on an item manager's determination that an asset was a problem part, and whether the asset was purchased for stock replenishment or direct vendor delivery. The methodology was a two-sample t-test of aggregated data to determine if significant differences existed between the mean deviations from the system lead times of various combinations of categories. The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. The purpose of this study is to estimate the costs borne by the government for providing space-available travel to eligible uniformed services personnel and their dependents. As the primary provider of the space-available privilege, it is important that the Air Force have an estimate of the burden that the administration of that privilege places on the budget. In January 1993, the Air Force discontinued its 15-year-old practice of charging a fee for space-available travel aboard AMC-owned or controlled aircraft. The repeated occurrences of workplace violence throughout society today require the Air Force to evaluate its own workplaces and determine if a threat exists. This research explored violence in the workplace and established the possibility that workplace violence can affect the Air Force. Additionally, Air Force Climate Assessment Surveys were evaluated to find information that could be useful in detecting early warning signs of potential workplace violence. The costs of DMSMS manifest themselves both in terms of monetary expense and diminished mission readiness. This thesis explores how the new Department of Defense fraternization policy compares with fraternization policies in use in the private sector. To examine this issue, a detailed discussion of the military and non-military position on fraternization is provided, specifically the non-military position towards workplace romances or dating between co-workers. This thesis then looks at the findings of several studies, surveys, and inquiries to determine how fraternization is currently regulated in the private sector. The purpose of this research is to assess the perceived adequacy of the 14 general systems characteristics (GSCs) in deriving a value adjustment factor (VAF) for calculating final function point counts. Two self-administered surveys were used to collect data. Based on the survey results, it is clear that the 14 GSCs currently do not adequately represent the applications complexity required to adjust function point counts.
