The Department of Defense has historically struggled to control both cost and schedule growth within acquisitions programs. Many studies have investigated these issues, but very few have explored the impact of human capital in improving performance outcomes. This study provides a description of current acquisition team manning and performs contingency table analysis to evaluate the impact of personnel, base, and ACAT on cost and schedule performance. The results of the study suggest that personnel has little to no impact on performance metrics of any kind, indicating that teams are allocated effectively. The goal of this paper is to determine an optimal cycle length, in months, that minimizes costs and maximizes availability for deploying units in the United States (US) Army. The US Army must be cost efficient while maintaining the flexibility required to adapt to dynamic mission demand. The current practice is to deploy units for a length between the range of 6 to 12 months; however, this varies from unit to unit and the best policy is not clear. Meeting the relentless demand for more efficient air cargo transportation is paramount. This paper explores an innovative approach, harnessing cutting-edge stereoscopic vision technology to create 3D point clouds of rolling stock cargo, adaptable to varying solar angles and cloud shadow conditions. A virtual cargo image is generated by systematically organizing depth and location points. Accuracy is rigorously tested across six camera positions offering detailed, real-time insights for optimized cargo loading in unpredictable outdoor conditions. Trends in costs for batteries incorporated in satellite electrical power systems (EPS) have been identified by Space Systems Command (SSC) within the Unmanned Space Vehicle Cost Model (USCM) database. A subset of pre-1980s data consisting of Nickel-Cadmium battery costs was excluded from battery cost estimating relationship (CER) development as a result of this determination. Generative Adversarial Networks (GANs) have received immense attention in recent years due to their ability to capture complex, high-dimensional data distributions without the need for extensive labeling. Since their conception in 2014, a wide array of GAN variants have been proposed featuring alternative architectures, optimizers, and loss functions with the goal of improving performance and training stability. Purpose: This research aims to understand how organizational workplace meetings surrounding the COVID-19 pandemic impacted logistics Airmen across the United States Air Force and how these meetings impacted their risk seeking behavior on social media.
Design/methodology/approach: This survey research tested an extended Planned Risk Information Risk Seeking Model (PRISM) with organizational meetings as an antecedent to determine if current meetings influenced an Airman's perceived behavioral control, attitude toward seeking, subjective norms, knowledge sufficiency and intention to seek information regarding COVID-19.

This dissertation refines defense contracting by addressing aspects of managing contractual relationships. While the setting and data relate to defense contracts, the lessons can be expanded to nonprofit contracting beyond defense and even to contract management in general. First it presents a game theoretic model of a relational contract between a for-profit supplier and a non-profit buyer and explores how the model could be used to promote stability, manage costs, enhance cooperation, and encourage long-term capacity. The authors use both descriptive and inferential techniques to investigate average and standard deviation trends in cost estimates for major defense acquisition programs (MDAPs) grouped into decades from the 1970s to 2010s. For total program-cost-growth factors (CGFs), the 2010s exhibited lower CGFs compared to the 1990s. For the program-acquisition-unit cost (PAUC) CGFs, the 2010s appear lower than the 1990s and borderline lower than the 1970s. A statistically significant decreasing trend in the standard deviations of total program CGFs throughout the decades was identified. This lowering variability trend also appeared for PAUC CGFs from the 1980s onward. This finding appears to …

This thesis explores the application of Value Focused Thinking (VFT) and multi-objective portfolio optimization to create a well-aligned portfolio for an organization faced with over 50 alternatives and limited funding. A novel technique is proposed to develop an optimized portfolio based on VFT scores, utilizing heuristic approaches like evolutionary algorithms. The research outcomes include an optimized portfolio, the total value evaluation of alternatives, and a sensitivity analysis. The new approach outperforms the organization’s previous method, resulting in a portfolio that better addresses the organization’s core values and objectives, scoring 21.21% higher.

The composition of the U.S. Defense Industrial Base (DIB) is changing. Within the last decade we have witnessed a decline in the percentage of new entrants, especially among Small Businesses. The Department of Defense’s base of small business participants experienced a drop of 23% from 2015-2021. New entrants provide novel capabilities and increase competition, spurring innovation essential for continued economic and military advantage. Small Businesses represent well over 40% of the Nation’s Gross Domestic Product and have vastly outpaced large firms at a magnitude of 16.5 times as many patents per small firm.

Time-phasing describes the process of estimating expenditure profiles for multi-year RDT&E acquisition programs. The AFCAH states that one approach to producing a time-phased estimate is with the use of S-curve distributions. These S-curves are most typically modeled as Weibull, Rayleigh, or Beta distributions. Many prior studies have been completed to better understand which of the three distributions is best suited to time-phasing RDT&E programs, and what program characteristics significantly explain variance in the distributional parameters. This research involves the analysis of standard parametric cost factors across decades within the Production phase of Department of Defense (DoD) acquisitions. DoD cost estimators utilize factors to develop budgets, build cost estimates, measure program progress, and crosscheck for other estimating methodologies. This research analyzed contract data from 732 cost data summary reports (DD Form 1921) across seven decades and eight common work breakdown structure (WBS) elements. Every two to three years, U.S. Army officers must change duty stations, which entails a selection process based on preferences. Currently, officers are assigned to units using a stable-marriage algorithm. Two impracticalities occur within this process. First, officers are required to submit strictly ranked preferences, not allowing indifference among units. Second, the stable-marriage algorithm does not give flexibility to alternative priorities. This research investigates a dataset of over 80 Air Force and Navy aircraft and applies regression techniques to create two cost estimating relationships (CERs) for predicting recurring T100 flyaway costs, depending on where in the acquisition lifecycle the estimate takes place. The first CER explains 89 percent of the variation in the dataset and can be applied prior to Milestone B (MS B). The second CER explains 88 percent of the variation in the dataset and can be applied between MS B and MS C. Due to delayed delivery of parts or inefficient delivery process, time may be lost waiting for aircraft supply parts, causing mission delay or failure.
