Medical cargo (Class VIIIA) is critical to the success of the United States military stationed across the globe; therefore, the military must successfully ship its Class VIIIA materiel to the Warfighter. The shipping and handling of the time and temperature sensitive Class VIIIA materiel is a complex process. Since the initial stages of Operation IRAQI FREEDOM (OIF) the medical field has complained about Class VIIIA materiel arriving unserviceable to the final destination. The military is dependent on commercial vendors to augment their supply system, to include hazardous materials. Hazardous materials must be packaged and labeled differently than general cargo for shipment in the defense transportation system. Previous research has shown there is an increase in frustration levels at Aerial Ports of Embarkation. The reasons for frustration range from minor discrepancies to improperly completed shipping documents. This research investigates if commercial companies are a cause of the frustration problems. Last year, Congress approved $17.1 billion dollars, an increase of $4 billion dollars more than originally was requested by the Bush Administration, for US Army vehicles to be repaired or replaced (commonly referred to as reset) as a result of military operations in Iraq and Afghanistan. A large portion of the repair workload falls upon the Army depots in Anniston and Red River in Texarkana, Texas and must rely on the DOD transportation system for air and surface movement of retrograde cargo deemed serviceable and unserviceable to fill requisitions and backorders for entry into the national supply inventory. This research develops a career field's educational profile through use of the decision analysis approach of value-focused thinking (VFT). VFT is used to solicit the capabilities that the career field manager (CFM) desires its officers obtain from an advanced academic program. This process generates a value hierarchy and a focused set of alternatives (degree programs). The academic programs' content are evaluated against the hierarchy to determine how well it meets the values of the functional area. Determining accurate cost and schedule is a crucial step to planning acquisition expenditures but history has shown that estimates are routinely low. Several researchers have attempted to forecast cost and schedule growth; we pick up this stream of research with a new approach. Our data collection and analysis focused on bringing in new data sources and added longitudinal variables to account for changes that took place over time. Due to ongoing operations in Iraq and Afghanistan, the focus of Basic Military Training is shifting to basic combat skills, or the skills needed to survive and operate in a hostile environment. Previous studies have established a link between Human Capital and performance both at the firm and the individual level. These studies have shown that performance can be improved with additional personnel and/or higher education levels. This study attempts to build on this relationship by using the Cobb-Douglas Production function to relate inputs to outputs. The inputs to the function are the number of cost analysts positions, military and civilian, and an education variable for the number of master’s degrees in the field. The purpose of this research was to determine what personal attributes project managers (PMs) possess which leads them to project management success. Numerous attributes are identified in the literature through a variety of methods, but very few studies relate specific qualities to success. The traits identified in the literature were compiled and condensed into seven distinct skills and attributes: leadership ability, communication skill, decision making skill, administrative skill, coping ability, analytical thinking, and technical competence. This study reviewed 78 articles from previous research to investigate the effects of factors in the organizational environment on training transfer. A meta-analysis was performed with training transfer as a dependent variable and post-training independent variables of supervisor support, subordinate support, peer support, workplace support/transfer climate, relapse prevention, goal setting, continuous learning culture, task constraints, and frequency of use. In addition, analysis of differences in the relationship of these variables with training transfer based on training type (management versus non-management training) was conducted. The time constrained pickup and delivery problem (PDPTW) is a problem of finding a set of routes for a fleet of vehicles in order to satisfy a set of transportation requests. This thesis sought to discover relationships between cost overruns and factors that originate from the political nature of the defense acquisition process. The Air Force supply chain includes parts required to build, fix, or maintain aircraft delivered to the warfighter to carry out missions. Industry has shown that following Collaborative Planning, Forecasting, and Replenishment (CPFR) concepts, particularly reducing inventory through accurate demand forecasts, has increased profits in part by lowering the holding costs of inventory and increasing sales. This is analogous to the Air Force increasing aircraft availability. Software spending is increasing within the DoD, NASA, and other technologically advanced organizations, with significant effects on program budgets. Cost estimators must have the best tools available. However, many current models are problematic due to inaccuracy and unavailability of the input parameters, the technical expertise and expense required to operate them, and the difficulty in explaining their outputs. Two databases were analyzed: 60 NASA/JPL software projects and 116 projects from the International Software Benchmarking and Standards Group database. Leaders initiate policies not only to improve the success of their organizations, but to influence employee performance, whereby employee attitudes toward a policy objective can influence their resulting behaviors. One group of employees, Air Force officers, experienced a policy change in 2005 that discontinued the use of academic degrees as criteria for officer promotions. The U.S. Air Force uses a variety of human resource practices to manage nearly 350,000 personnel worldwide. Programs already in place, such as enlistment bonuses, base of preference selection, and voluntary retraining, are some of the methods currently utilized to retain Air Force personnel. One program, the Noncommissioned Officer Retraining Program (NCORP), allows for the movement of mid- to senior-level enlisted members to critically manned career fields. In coordination with USCENTCOM, USTRANSCOM, and the DLA, AMC implements the pure pallet program to improve warfighter support. The cornerstone of the pure pallet program rests upon the consolidation of materiel early in the supply-chain by constructing end-user specific pallets. This research utilized a web-based survey to measure the perceptions of the air transportation specialists and logistics readiness officers who are implementing the program on behalf of the Air Force. The primary purpose of the research was to evaluate whether there was a significant difference in housing values of those affected by the noise of USAF aircraft. The secondary purpose was to evaluate whether there was a significant difference in housing values located near USAF bases with and without aircraft noise and to evaluate whether type of aircraft changed the results created by the aircraft noise.
