Over half the world's supply of fish for human consumption is produced by small scale fisheries. In recent years, increasing attention has been focused on improvement of small scale fisheries in developing countries. In spite of substantial investments, and the arduous labor of many competent, well-intentioned people, the success rates of small scale fisheries development projects have not been encouraging. A Technological Lifecycle Approach To The Organizational-Factors Determining Gatekeeper Activities, Arnoud De Meyer

The paper deals with the question whether gatekeepers arise spontaneously (non-hierarchical) or are created by administrative action (hierarchical). The author's approach to the problem relies on the use of a lifecycle model of an organisation devised by Utterback and Abernathy. They distinguish a product-innovation, a transitional and process- innovation (consolidation) phase in the development of an enterprise. The author's hypothesis is that gatekeepers can arise via either route depending on the phase in which enterprise is operating. Problem. While large organizations such as federal and state governments and large commercial corporations have expended their resources to take advantage of communication satellites, private organizations with more modest means have not been provided with a plan for utilization of this new technology. The purpose of this study was to design a model for development of a telecommunications network which private organizations could use to create their own telecommunications satellite networks. In 1981, the Supreme Court rendered a decision prohibiting state courts from dividing, as marital property, military retirement pay upon divorce. in response to the overwhelming public outcry, Congress has enacted a law which effectively overturns the Supreme Court's ruling. This comment discusses the law prior to this opinion, the opinion itself, the controversy it provoked and finally, the law it initiated.
