Higher education is in the midst of a major transformation evidenced by several factors: greater demands from stakeholders; pressure to increase student enrollment, financial uncertainty, limited resources, and a responsibility to contribute to the community’s civic and economic development. Faculty and staff in higher education are challenged to deliver education in innovative ways. This innovation requires an expedient method of governance and necessitates careful examination of the organization’s structural, cultural, and decision-making processes. To meet these demands, leaders in higher education must examine decision-making processes and design governance models that respond quickly and efficiently to their myriad of constituents.

Since the terrorist events in the United States on September 11, 2001, the Federal Motor Carrier Safety Administration has been testing and evaluation cargo tracking technologies to improve the safety, security and efficiency of commercial motor vehicle operations. While satellite-based systems used for tracking vehicles and cargo provide sufficient geographic coverage in the majority of the United States, there remain several vital regions that are uncovered and difficult to monitor. The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. With the growing popularity of the Internet and digital communication, the efficiency of the online auction has attracted increasing attention. In an article titled, “The Value of Reputation: Evidence from Online Auctions,” four scholars at Beijing University - Zhou Lian, Zhang Weiying, Gu Quanlin and Shen Yi – use data provided by Eachnet, a Chinese online auction company with the biggest market share in China before being acquired by eBay in 2003, to analyze the various factors that contribute to a successful online auction.

When Mike McCue founded Tellme in 1999, its initial product was a voice-driven information service, what might be termed a "voice portal." Today, the company's voice-recognition systems power directory assistance services from AT&T, Verizon and Cingular along with automated 800-number customer help lines at companies like Merrill Lynch and Federal Express. But McCue still harbors dreams of a broader voice-driven web, one which will provide consumers with new ways of using the phone to interact with the universe of information. He discussed this vision, and others, during a recent interview with Knowledge@Wharton in Tellme's Mountain View, Calif., offices.

It sounds like something from a futuristic TV thriller: American spies thwarting a terrorist plot through a shared online community modeled after Wikipedia, the free user-created, web-based encyclopedia. But Anthony D. Williams, co-author of the new book, Wikinomics: How Mass Collaboration Changes Everything, recently told a conference at Wharton's Mack Center for Technological Innovation that this online community of spies already exists -- along with a host of other activist-oriented web sites that are changing the rules of the global economy.

Nanofibrous articles can be manufactured by a process that includes preparation of a surface of a substrate to provide an adhesion mechanism for securing the nanofibers to the surface. The nanofibers can be dispersed in an area near the substrate for the purpose of being adhered to the surface. If an ordered arrangement of nanofibers is required, an electric field can be provided in the area where the nanofibers are dispersed to selectively control an ordering of the nanofibers as they are adhered to the surface by the adhesion mechanism.

This position paper argues that the Web 2.0 phenomenon is an important object of study for information systems research, and that a social informatics approach to understanding Web 2.0 is particularly relevant and useful. We discuss Wikipedia as an example of empirical research on Web 2.0 that can help bridge the divide between academic and popular discourse on new technology movements.

Online retail sales have increased substantially over the past few years. Researchers prefer on-demand routing protocols in mobile ad hoc networks where resources such as energy and bandwidth are constrained. In these protocols, a source discovers a route to a destination typically by flooding the entire or a part of the network with a route request (RREQ) message. The destination responds by sending a route reply (RREP) message to the source. The RREP travels hop by hop on the discovered route in the reverse direction or on another route to the source. Federal Rule of Evidence 407 prohibits the introduction of subsequent remedial measures for the purposes of demonstrating negligence, culpable conduct, or product defect. But the rule breaks down, in application and purpose, when a defendant undertakes the new safety measure after the plaintiff's injury, but before the defendant had knowledge of the loss. Such a situation is not uncommon. Would-be defendants frequently improve their products and product safety for a variety of reasons. Toxic exposure cases, where exposure often predates diagnosis of the injury by a decade or more, represent a prime example of cases where defendants are likely to …

In January 2007, the Sixth Circuit Court of Appeals decided Brilliance Audio, Inc. v. Haights Cross Communications, Inc. and answered a lingering question concerning the Copyright Act that had persisted for over twenty years. The court decided whether the protections offered to the music industry under the poorly drafted Record Rental Amendment of 1984 also extended to audiobooks and other non-musical works. Spreadsheets are used to develop application software that is distributed to users. Unfortunately, the users often have the ability to change the programming statements (“source code”) of the spreadsheet application. This causes a host of problems. By critically examining the suitability of spreadsheet computer programming languages for application development, six “application development features” are identified, with source code protection being the most important. We investigate the status of these features and discuss how they might be implemented in the dominant Microsoft Excel spreadsheet and in the new Google Spreadsheet. The focus of the paper is on the analysis of performance effects of different security solutions modeled as aspects in UML. Aspect oriented modeling (AOM) allows software designers to isolate and separately address solutions for crosscutting concerns, which are defined as distinct UML aspect models, then are composed with the primary UML model of the system under development. This paper asked professionals in the legal system to evaluate the current state and effectiveness of laws to identify and deter computer crime. Responses were evaluated with a formal structural equation model. The results generally show that legal professionals believe potential jurors have minimal knowledge of computer crime issues. More importantly, they also believe that judges have little knowledge or experience. A similar lack of knowledge by defense attorneys indicates that it could be difficult for a person accused of computer related infractions to find adequate representation. This paper develops a framework and model for building trust by combining research on the creation of trust with the dimensions of trust: ability, benevolence and integrity. By combining these dimensions in a matrix with the types of trust production based on characteristics, process and institutions, the paper develops a robust 3 x 3 matrix with which to categorize and understand trust production. The framework is developed and analyzed in the light of literature on consumer trust. This framework can help researchers, practitioners and consumers understand trust creation and assist businesses in developing a comprehensive strategy for managing trust.

Edwards Deming have been implemented in organizations world- wide for over the past 50 years, only three studies have empirically tested a theoretical model grounded in the Deming Management Method. These studies focused on the manufacturing and services area. Today, quality management continues to be an area of interest both in project management and software engineering. Meteorological enthalpy analysis of temperate and maritime climates above latitude 45°N suggests that the water-side evaporative cooling technique has considerable unrealised potential with contemporary “high temperature” building cooling systems—such as chilled ceilings and displacement ventilation. As low approach conditions are the key to exploiting the cooling potential of the ambient air, thermal performance at such conditions needs to be investigated.
