Heat Transfer Correlations For Low Approach Evaporative Cooling Systems In Buildings, Ben Costelloe, Donal Finn

The experimental performance of an open industrial scale cooling tower, utilising small approach temperature differences (1–3 K), for rejection of heat at the low water temperatures (11–20 °C) typical of chilled ceilings and other sensible air–water heat dissipation systems in buildings, is examined. The study was carried out under temperate maritime climatic conditions (3–18 °C wet-bulb temperature range). Initially a theoretical analysis of the process at typical conditions for this climate was conducted, which indicated that a water to air (L/G) mass flow rate ratio of less than 1.0 was required for effective operation. Grounded in current theories of affect this study examines the role positive and negative moods play on the acceptance of a specialized telemedicine system for microbiology consultation and diagnostics, referred to as telepathology. From a laboratory experiment using microbiology laboratory assistants, the notion that healthcare users’ attitude is an important factor in the acceptance behavior of a healthcare information system is supported. A regression analysis of the data revealed the need to tailor the IS Technology Acceptance Model for the healthcare field. Spreadsheet programmers often implement contingent logic using a nested-IF formula even though this technique is difficult to test and audit and is believed to be risky. We interpret the programming of contingent logic in spreadsheets in the context of traditional computer programming. We investigate the “lookup technique” as an alternative to nested-IF formulas, describe its benefits for testing and auditing, and define its limitations. This article begins with a discussion of innovation’s importance to the future well-being of American society. The authors then discuss limitations of the current federal framework for making innovation policy. Specifically, the relative absence of innovation from the agenda of Congress and many relevant federal agencies manifests the confluence of two regulatory challenges: first, the tendency of political actors to focus on short-term goals and consequences; and second, political actors’ reluctance to threaten powerful incumbent actors. U.S. federal government web sites have increased significantly the level of services and information offered to various internal and external stakeholders. The Workforce Investment Act of 1998 amended Section 508 of the Rehabilitation Act of 1973, which complemented the intent and aims of the 1990 Americans with Disabilities Act (ADA). As a result, federal agencies and departments were mandated to provide disabled stakeholders with access to key information from federal web sites. Two mechanical lysis devices have been developed as compact, robust components to provide rapid sample preparation for nucleic acid diagnostic systems. One such component, known as the Micro Bead-Beater™ (μBB™, BBTM, Claremont BioSolutions, Upland, CA), is a compact device that is capable of ultrarapid lysis (>90% lysis in 30 s) of micro volumes (< 80 μL) of Bacillus spores in a continuous-flow format or in a disposable single-tube format. The μBB is also capable of processing much larger volumes of solutions containing spores or vegetative cells using a continuous-flow mode. A second mechanical lysis device designed as a disposable component is the microfluidic bead blender, which uses a small electric motor to spin vanes within the bead-laden solution. DNA quantification results using dsDNA-binding fluorescence dyes and real-time PCR are presented, comparing the lysis of Bacillus subtilis spores using the μBB™ with other well-known lysis techniques. Nanoscale imaging results obtained using scanning electron microscopy and transmission electron microscopy on B. subtilis spores lyzed using the μBB™ are also presented. © 2009, Society for Laboratory Automation and Screening. Usability on Web sites is critical because almost no training is provided for users on commercial sites. Instead, Web design relies on standards and consistency across sites. Traditional usability results indicated that computer forms should follow paper-based forms. Yet, Web paradigms have evolved that are quite different from paper-based forms. Specifically, this study reveals that users commit fewer errors and prefer simple forms limited to a single concept per screen. This conclusion significantly alters the recommendations for designing business forms.

Modeling complex urban traffic system requires extensive use of workflow methodologies which can simulate almost real time traffic situations. Number of studies were done in the field of Urban Traffic Simulation like PLOTS, NETSIM and PALAMICS but none of them could provide a real formal solution. Our paper proposes a methodology using Fuzzy Petri nets for modeling real time traffic system. Fuzzy Petrinets are also visualised and tested by using Flow- Charter and HPSIM software packages. These packages help in providing successive iterations of process model for further refinement.

Knowledge libraries hold the promise of widespread access to information available anywhere, anytime, freeing patrons from the geographical and temporal boundaries that currently exist. The classification of materials and subsequent searching of knowledge library content is an overall problem with many complex parts. Relevant classification is important for optimal information retrieval. This is especially important for the virtual communities that exist with extended organizations. Rooted in the virtual community and digital library literature, this paper develops a theory for improving the information classification and retrieval process of knowledge libraries that support virtual communities by applying social bookmarking techniques.

The primary objective of the model was to build a flexible learning environment that combined the learning effectiveness of in-class learning with the flexibility and accessibility of online learning. While many outsourcing contracts are expiring, and vendor transition is becoming an increasing concern, little research helps organizations manage vendor transition. This paper explores vendor transition across two case sites. In one case, the outgoing vendor cooperated with the client which resulted in the client distancing itself from interactions between vendors. In the second case, the outgoing vendor was openly hostile, with the result that the client allied with the incoming vendor to manage vendor transition. These findings mirror expectations from balance of threat theory, a political science theory about interactions between nations. Balance of threat theory predicts that outgoing …

We study how innovators can optimally design licensing contracts when there is incomplete information on the licensee's valuation of the innovation, and limited control over the licensee's development efforts. A licensing contract typically contains an up-front payment, milestone payments at successful completion of a project phase, and royalties on sales. We use principal-agent models to formulate the licensor's contracting problem, and we find that under adverse selection, the optimal contract structure changes with the licensee's valuation of the innovation. As the licensee's valuation increases, the licensor's optimal level of involvement in the development-directly or through royalties-should decrease. Only a risk-averse …

This paper illuminates the spectrum of international economic regimes through discussion of an under-theorized regulatory structure in which traditional distinctions between state and market, public and private power, hard and soft law, and international and domestic policy realms, essentially collapse - the public-private gatekeeper.

Specifically, I examine striking similarities between global bond markets and e-commerce markets through comparison of entities regulating admission to them - the dominant credit rating agencies (Standard & Poor's and Moody's), and the Internet Corporation for Assigned Names and Numbers (ICANN).
