According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The scores are divided by a quartile key. In every category except “innovation,” the NPS landed in the lower quartile, causing the need …

Public policy decision-making is challenging for several reasons. First, the outcomes of pulling a public policy lever are often deeply uncertain because of the complexity of the social and physical systems involved. Second, even if outcomes can be predicted, there are multiple points of view to consider, and the same outcome can be viewed anywhere from very positively to very negatively by different stakeholders. Because of this, public policy decisions should be both robust and just. Robustness helps with the uncertainty in outcomes and justice helps with differences in worldview. This study examines the estimated increase in economic impact on a geography’s local economy by creating cross-marketing efforts between expanding an established outdoor recreation trail to a closely located city downtown commerce district. This research will analyze the resulting potential rise in sales/lodging tax revenues for that city by mapping the trail and downtown district, and cross-marketing the other to users of both or either venue. Potential increase in economic impact will be estimated utilizing IMPLAN methodology by assessing the economic impact on the local economy that a percentage range of increased spending resulting from this cross-marketing effort could generate.

This paper explores the role of efficiency, and effectiveness, measured in relation to the differentiation of public transportation agencies operating in the United States with a bus mode. Data is gathered from the National Transit Database (NTD) from 2015-2019, at the agency level. A k-means clustering approach is used to determine how these ratios segment agencies in the market. After agencies are classified into three groups, a discriminant analysis is done to affirm the distinctiveness of the solution. Faced with declining defense budgets following the end of the Cold War in the early 1990s, US defense contractors needed to explore other sources of revenue outside of typical domestic defense sales to survive. Expansion into the international defense sales market was one of the avenues pursued by defense contractors attempting to capture profits (Deutch, 2001). However, not many studies have been found assessing the relationship between international defense sales and profitability since then. This thesis is a comparative study that examines the Bracero Program and the work of the Coalition of Immokalee Workers (CIW). The Bracero Program brought Mexican workers into the United States on temporary work visas from 1942-1964. The CIW is an organization of Mexican workers that was founded in 1992 as a response to the horrible working conditions that Mexican tomato pickers faced in Immokalee, Florida. This pilot study examines the impact of combined immersion and embodiment on learning and emotional outcomes. The results are intended to better enable U.S. Army senior leaders to decide if dismounted infantry Soldiers would benefit from a more immersive simulation-based training capability. The experiment's between-subject design included a sample of 15 participants randomly assigned to one of three system configurations representing different levels of combined immersion and embodiment. Seventy percent of organizational change initiatives fail. Among organizations where change and adaptation are necessary for survival, the U.S. military stands at the top. The disparity between desired health and fitness behaviors and actual behaviors is a glaring reminder that change is difficult to implement and that current change systems struggle. Merit-based systems offer a solution by rewarding and reinforcing good behavior to generate lasting change. This research addresses how student participation in Science, Technology, Engineering, and Mathematics (STEM) project-based learning (PBL) education activities encourages underrepresented minority student achievement in STEM career field trajectories. Seven New Mexico high school counselors and 12 STEM organization personnel were interviewed during this study. Their responses represent the nuanced professional voices where New Mexico public education intersects with STEM student interest and cultural influence.

For students, STEM PBL can foster deep integration across educational disciplines and enhance STEM career trajectory interest and readiness. STEM education converged with PBL methodologies has the ability to leverage community support while broadening student networks. …
