Federal procurement specialists have a unique and powerful role in how the United States government spends money. The purpose of this study was to gain an understanding of the impact internal and external influences have on the decision-making process of federal procurement specialists. A mixed-methods research study was conducted using an electronic survey questionnaire to collect quantitative data and video interviews to collect qualitative data. The sample included individuals who held a Federal Acquisitions Certification in Contracting and worked for non-Department of Defense federal agencies. Humanitarian nongovernmental organizations (HNGOs) face a moment of reckoning brought on by decades of operational complexity and conceptual tensions between self-espoused values and external pressures as social change movements like #MeToo and Black Lives Matter demand organizational accountability. This study investigated the trends of HHI market concentration index values and labor productivity values of rail and truck sectors and tried to find any relationships between the two values in the separate periods before and after the abolishment of the ICC. The Senior Executive Service (SES) is the highest tier of executive management and leadership in the federal government. The Latino/a population has significantly increased in the past three decades with no corresponding increase in the federal workforce and the number of Latinos/as serving in the SES remains low. As Latinos/as in the SES are largely underrepresented, their ability to influence federal policies is significantly undermined. This study aspires to find a new screening approach to trace DNA recovery techniques to yield a higher quantity of trace DNA from larger items of evidence. It takes the path of visualizing trace DNA on items of evidence with potential DNA so analysts can swab a more localized area rather than attempting to recover trace DNA through the general swabbing technique currently used for trace DNA recovery. According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The scores are divided by a quartile key. In every category except “innovation,” the NPS landed in the lower quartile, causing the need …

This study examines the estimated increase in economic impact on a geography’s local economy by creating cross-marketing efforts between expanding an established outdoor recreation trail to a closely located city downtown commerce district. This research will analyze the resulting potential rise in sales/lodging tax revenues for that city by mapping the trail and downtown district, and cross-marketing the other to users of both or either venue. Potential increase in economic impact will be estimated utilizing IMPLAN methodology by assessing the economic impact on the local economy that a percentage range of increased spending resulting from this cross-marketing effort could generate.

This paper explores the role of efficiency, and effectiveness, measured in relation to the differentiation of public transportation agencies operating in the United States with a bus mode. Data is gathered from the National Transit Database (NTD) from 2015-2019, at the agency level. A k-means clustering approach is used to determine how these ratios segment agencies in the market. After agencies are classified into three groups, a discriminant analysis is done to affirm the distinctiveness of the solution. This thesis is a comparative study that examines the Bracero Program and the work of the Coalition of Immokalee Workers (CIW). The Bracero Program brought Mexican workers into the United States on temporary work visas from 1942-1964. The CIW is an organization of Mexican workers that was founded in 1992 as a response to the horrible working conditions that Mexican tomato pickers faced in Immokalee, Florida. This pilot study examines the impact of combined immersion and embodiment on learning and emotional outcomes. The results are intended to better enable U.S. Army senior leaders to decide if dismounted infantry Soldiers would benefit from a more immersive simulation-based training capability. The experiment's between-subject design included a sample of 15 participants randomly assigned to one of three system configurations representing different levels of combined immersion and embodiment.
