Abstract: The earthquake that hit Haiti on January 12, 2010, caused massive destruction of its capital city Port-au-Prince and its suburbs and killed over a quarter of million people. The recovery period that followed required effectiveness to plan and mobilize resources. The magnitude of the destruction, lack of local recovery plans or previous disaster experience, and scarcity of local resources inspired the creation of the Interim Haiti Recovery Commission (IHRC), a compilation of local and international stakeholders who agreed to collaboratively address the recovery challenges. Two of the largest challenges public organizations face in motivating their workforces are the aging workforce and the strong union influence (Lavigna, 2014). On June 27, 2018, the United States Supreme Court ruled in Janus vs. AFSCME to abolish agency fees, and gave public service employees in bargaining units the right to choose whether they want to pay union dues or pay no fees at all.

Though it is a complex and dynamic system, collaboration can be rendered more manageable through an organized framework. In this paper, a literature review was conducted to survey the research landscape, searching particularly for productive models that may be practically used in forming and maintaining successful cross-­sector collaborations. Lack of trust between nonprofit organizations and the communities in which they are located is a well-documented problem in the academic literature. The nature of this mistrust is far less understood, and little is known how community-nonprofit collaborations can overcome these gaps in trust. Guided by Simmel's theory of trust, this study examined the role of collaborative trust between public and non-profit organizations with a focus on better understanding how trust evolves.
