It is frequently voiced that most of the problems that occur in organizations are "people problems." There are the result of misunderstandings, differences of interpretation, and inadequate coordination of effort. This study is concerned with this problem area, but it should be made clear that no attempt will be made to investigate "problem people" in organizations. They may legitimately be considered as part of the problem area, however, investigation of them is beyond the realm and scope intended for this study.

Most inventory depletion analysis has been concerned with the case of a deterministic field life function. Since it is rarely the case that the exact field life function of a stock of items would be known, it is more reasonable to treat the case where the field life of an item is a random variable X(S) which depends only on the age, S, of the item upon issuance. We are concerned with further generalizations of the inventory depletion model where the inventory deteriorates in time as it remains on the shelf. Once put in use, an item from the inventory of n items has a nonnegative field life, L(s), which is a function of the age, s, of the item upon issuance to the field. The objective is to determine the order of issue that maximizes the total field life of the stockpile. Optimal policies of the form LIFO, last in first out, or FIFO, first in first out, are sought. The effect of assuming priorities in multiple finite-source queuing models is studied in which k ≥ 2 types of units emanate from independent sources, at least one of which is finite. Results are derived for k = 2, assuming preemptive resume, repeat and head-of-the-line priority disciplines. Extensions for k > 2 are pointed out.

Systems analyses frequently require estimates of the average time that it takes to perform repetitive tasks. These time estimates may be easy to obtain; for example, if one man is performing a single operation, then a simple division of his total working time by the frequency of the task repetition, gives an estimate of the average performance time. Since the end of World War II, there has been a measurable tendency for new manufacturing plants to be built in rural areas in the South. The predominantly rural and agricultural counties of Virginia have a considerably higher proportion of the new plants than they had of the total number of manufacturing plants in 1950.1 In Virginia, this trend has been aided by the Division of Industrial Development and Planning, and industrial departments of railroads and electric utilities, which have used their influence to encourage the building of new manufacturing plants in low-income rural areas when economically feasible.
