To close the "equity gap" for small business, Congress enacted the Small Business Investment Act of 1958. Under this Act, the Small Business Administration licenses, regulates and finances investment companies which assist small concerns. The author describes how the Small Business Administration does this under a revised set of regulations, published in late 1973.

An action research model was used to assess the application of Organizational Development theory, strategies, and interventions in the Business and Financial Affairs area of an institution of higher learning. Initial assessment indicated that a group of seven top managers of Business and Financial Affairs had low morale, a low trust level, lack of clarity of goals, and lack of teamwork. Results suggested that significant increases had occurred over the last 34-month period on measures of group development. It was concluded that such strategies merit further application and evaluation.

The objective of this research is to develop a systematic procedure for evaluating alternative capacity expansion decisions in a multinational environment when considering explicitly both tangible and intangible factors. A mathematical programming decision model is developed to select those countries and production levels that maximize expected utility, considering all possible alternatives. Consideration of intangible factors in the form of an environmental value is investigated. A regression model predicts the environmental value of a country from a set of fundamental causal factors derived through factor analysis. This study examines the challenges and complexities of applying operations research (O.R.) techniques to decision-making in social, political, and human service organizations. Unlike military and industrial systems, these organizations are marked by non-hierarchical structures, qualitative constraints, and the absence of straightforward optimization objectives. The research focuses on developing criterion functions to evaluate the impact of proposed decisions, a critical need for successful O.R. applications. Using the Jewish Community Federation of Cleveland as a case study, a measurement model is developed to quantify throughput, quality, and value within the context of human services systems. This paper is concerned with the development of optimal solutions to manpower planning problems. The dynamic flow model of the higher educational system as proposed by Reisman and Taft was modified for more tractable computer simulation. The model considered, treats people as the only flow variable. The model follows the flow of people from one educational level to the next and within one level it follows the flow from one sector to the next, (the three sectors considered are students, professionals and faculty sectors). This report presents findings from surveys conducted by the Obstetrical Anesthesia Manpower Planning study, Case Western Reserve University, and the Cleveland Committee on Anesthesiology. The study focused on obstetric anesthesia practices in Cuyahoga County, Ohio, exploring current practices, administrative perceptions of anesthesiologists' assistants, and attitudes of anesthesiologists, obstetricians, and nurse anesthetists regarding their roles in obstetrics. Questionnaires were sent to hospital administrators and anesthesiology department directors at 20 hospitals, gathering insights into professional employability and involvement.
