On 29 May 1997 the Minister for Fisheries established a Committee of Management in respect of the South Coast Purse Seine Managed Fishery under the Fisheries Adjustment Schemes Act 1987 (the Act). The initial function of the Committee of Management (the Committee) is to consider, in respect of the Fishery, the desirablity of the establishment of a Voluntary Fisheries Adjustment Scheme. This document constitutes the report of the desirability of a Scheme.

Much of contemporary management thought and corporate practice rests upon the assumption that change and flexibility are desirable in themselves. However, activity does not always lead to progress. There might well be movement but this could be away from a known position of strength to more insecure ground. Before jumping on to the 'change for the sake of change' band wagon, companies are advised to consider aspects such as the desirability and nature of changes sought, ways of implementing changes effectively and ameliorating their negative effect. A more holistic, people - centred and thinking approach to change is advocated.

International competition among metrology laboratories, as well as their customers, has intensified the incentive to seek either accreditation to ISO Guide 25 or ISO 9000 quality system registration for the laboratory. The debate continues as to which is more beneficial to the laboratory and its customers once the decision is made to pursue one or the other. This study addresses the advantages and limitations of each, and how best to prepare for complying with ISO standards. This research identifies variables and specifies equations that can be used to estimate the unit production cost of a weapon system. It is concerned with both explanation and prediction. Three major variables identified are cumulative quantity, production rate, and change in regime. Cumulative quantity is used in learning curve theory. Production rate is found in the U-shaped short and long-run cost curves of economic theory. This study uses the term regime to refer to any major change in the production environment of a weapon system. This research attempts to integrate the use of these three variables. This thesis studies the contract types and incentives involved in the privatization of Newark AFB and the Naval Air Warfare Center-Indianapolis. Newark AFB was slated to close by the Base Realignment and Closure Commission (BRAC) in 1993. The Air Force decided to utilize an Indefinite Delivery Indefinite Quantity (IDIQ) contract, and utilize an award fee to incentivize the contractor. In 1995, the BRAC commission decided to close the Naval Air Warfare Center-Indianapolis. The Navy also decided to utilize an IDIQ contract and has mostly utilized the Fixed Price Level of Effort contract to obtain its requirements. Through interviews and a …

The protest process is a means of ensuring that the Government conducts procurements in accordance with statutory and regulatory procedures. Additionally, protests serve a vital role in assuring full and open competition in the federal acquisition process. Protests can be costly in many aspects, including the direct costs of taking the action as well as more indirect costs such as program delays and damaged business relationships. This is a conceptual article dealing with the role of motivated reasoning in vendor selection. The authors argue that organizational buyers' motivated reasoning, along with the task characteristics of perceived importance and familiarity, plays an important role in determining whether an open or a closed consideration will be used for vendor selection. Based on the relationship between motivated reasoning and task characteristics, the authors develop several propositions.

Technology transfer has become an increasingly important mission of federal laboratories over the past decade, with results that benefit the government, private companies, and the nation's economy. Cooperative Research and Development Agreements (CRDAs) are the most used mechanism to perform technology transfer from our nation's federal laboratories to the private sector. The main objective of this research is to determine important CRDA elements that are associated with higher benefits to the government. Abstract Contingency Contracting Officers (CCOs) are increasingly finding themselves an integral part of overseas deployments, purchasing in theater whatever the combat forces cannot bring with them. As a result, CCOs must deal directly with businesses and the individuals who operate them in the deployed location. Cultural differences between the CCO and suppliers can become an issue not encountered in stateside operations. This research explored the elements required for the successful implementation of the 'rolling down-select strategy' Inspired by Lightning Bolt 10, this study investigated five acquisitions which have or are in the process of implementing the 'rolling down-select strategy' The results suggest several elements which appear to contribute to the successful use of the 'rolling down- select strategy' These findings can be used by acquisition planners to aid in determining whether or not the 'rolling down-select strategy' is a viable strategy for their particular acquisition.

The Impact Of Director Interlocks On Interorganizational Imitation In Germany, Elke Reuning-Elliot

In the 1980s, Germany saw a significant increase in the number of corporate acquisitions. This study deals with the role that director interlocks play in gathering and disseminating information about corporate acquisitions. Specifically, it explores the possibility that acquisitions may result from interorganizational imitation. Hypotheses that relate a German firm's acquisition activity with its own acquisitions and the acquisition history of interlocking firms are tested on 1982-1989 acquisition data for a sample of 193 German firms. The results from the negative binomial and logistic regression analyses indicate that there is no significant evidence for interorganizational imitation. Instead, the number of …

This thesis has explored the current issues of defense acquisition management in the Republic of China (ROC). The purpose of this research was to examine the managerial functions in defense acquisition systems and provide recommendations for further acquisition reform in the ROC. Most extant studies of organizational ethical decision making have been remiss in doing one or more of the following: (a) building theoretical foundations; (b) encompassing the individual, contextual, and issue-specific determinants impacting ethical judgments; (c) offering testable hypotheses; and/or (d) establishing methodological rigor. This study confronted those challenges aiming to understand the decision intentions of top managers in the metal finishing industry concerning the treatment of hazardous wastewater. The authors examine the meaning of control in international joint ventures (IJVs) and the relationships of potential means of control in such organizations to the performance satisfaction of the foreign partner. They propose a conceptual model that provides both a traditional ownership-focused internalization perspective on those issues and an integrated approach combining a broader transaction cost interpretation of control with a resource input-based bargaining power model. This study assessed discrepancies between residential employees' work values and program directors' perceptions of the residential employees' work values. Additionally, work values of residential employees were analyzed to identify variations when considering gender, age, educational level, length of service, job classification, and current position.
