The office of the Chief Information Officer is still new within public sector organizations. Further, the office of the CIO was hastily created by Federal laws that provide only broad direction for its implementation and practice while at the same time limiting each office's power and reach within Federal agencies. Presently, because of broadly defined scope and the newness of the office in the public sector, Federal CIOs now face many challenges and critical technologies in managing their agency's information resources. Private sector organizations have a valuable knowledge base from their CIO office implementation efforts and subsequent operations. This private …

Six Years After Its Passage, What Has Been The Impact Of The Clinger-Cohen Act On The U.S. Air Force, Edward H. Drollette

Theses and Dissertations

Information systems are often inundated with thousands of attack alerts to distinguish novice hacker probes from genuine threats. Pattern classification can help filter relatively benign attacks from alerts generated by anomaly detectors, limited the numbers of alerts to requiring attention. This research investigates the feasibility of using pattern classification algorithms on network packed header information to classify network attacks. Both liner discrimination and radial basis function algorithms are trained using flood and scan attacks. The classifiers are then tested with unknown floods and scans to determine how well they categorize previously unseen attacks.

A Dynamic It Adoption Model For The Soho Market: Pc Generational Decisions With Technological Expectations, Namwoon Kim, Jin K. Han, Rajendra K. Srivastava Feb 2002

A Dynamic It Adoption Model For The Soho Market: Pc Generational Decisions With Technological Expectations, Namwoon Kim, Jin K. Han, Rajendra K. Srivastava

Research Collection Lee Kong Chian School Of Business

The small-office/home-office (SOHO) professionals comprise the fastest growing segment in the labor force today. Typically being a one-person business based at home, SOHO owners mostly rely on office information technology to single handedly run their entire operation. Despite the segment's ostensibly growing dependence and influence on the information technology industry, still very little is known about the dynamics between SOHO and IT products. With the purpose of addressing this void, the SOHO professionals' adoption patterns of multigenerational IT products are ivestigated. Accordingly, an individual SOHO-level initial- and repeat-purchase logit model that captures the procurement patterns for successive generations of technological …

Moving Beyond Product Innovation In Tourism: Benefits And Challenges, Mary O'Rawe Jan 2002

Moving Beyond Product Innovation In Tourism: Benefits And Challenges, Mary O'Rawe

Books / Book chapters

Many difficulties still exist in translating innovation theories into action in the tourism industry. A substantial literature base is now in place addressing innovation typologies and methodologies and assessing organisational structures, cultures and sizes. Despite this, transferring leading-edge research on organisational innovation and creativity into pragmatic strategies for tourism enterprises has not been fully successful. The most cited and obvious form of innovation is product innovation. It is on this basis that the success of organisations is often judged. In tourism, this criterion for measuring innovativeness is flawed. It encourages companies to spend heavily on visible product changes, often at …

Sampling Concepts, Paul Boyd, Ph.D. Jan 2002

Sampling Concepts, Paul Boyd, Ph.D.

MBA Faculty Conference Papers & Journal Articles

The usefulness of any research is dependent upon how well the group studied represents the group about which decisions are to be made or conclusions drawn. That is, it depends upon how well the sample reflects relevant characteristics of the population. When it is possible to study every member of that group there is no problem, for on these occasions we can easily calculate the exact attribute (parameter) of interest for our population.

For example, if we were interested in determining the average number of gallons of gasoline sold to customers at our service station yesterday, we …

Information Ecology And Knowledge Management: Toward Knowledge Ecology For Hypertubulent Organizational Environments, Yogesh Malhotra Jan 2002

Information Ecology And Knowledge Management: Toward Knowledge Ecology For Hypertubulent Organizational Environments, Yogesh Malhotra

Management - All Scholarship

The traditional view of organizational systems and supporting information and knowledge systems is based on the model of a well-oiled machine expected to deliver optimum performance derived from pre-defined parameters and specifications. Such systems consider performance as a derivative of external controls defined by the designers of the systems and have given marginal importance to the self-adaptive and emergent nature of human and organizational systems. These characteristics of human and organizational systems are particularly relevant to their adaptation and survival within dynamically changing business environments. Recently, some management thinkers have attempted to address the human bases of information systems within …

Quality Management, Supply Chain Management, And Just In Time: A Model Of Their Impact On Business Performance, Vijay R. Kannan, K. C. Tan

Management Faculty Publications

Just in time, quality management, and supply chain management have in recent years been proposed as means of improving product quality and responsiveness, while simultaneously reducing cost. The three can also be used as complementary elements of an integrated strategy aimed at improving an organization's competitiveness. This study proposes and tests a structural equation model that examines linkages between just in time, quality management, supply chain management and supplier management, and their impact on business performance. Results show that while just in time, quality and supply chain management efforts are indeed mutually supportive, it is a firm's efforts in the …

Labor Scheduling With Employee Turnover And Absenteeism, Fred F. Easton, John C. Goodale Jan 2002

Labor Scheduling With Employee Turnover And Absenteeism, Fred F. Easton, John C. Goodale

Management - All Scholarship

Most labor staffing and scheduling models presume that all employees scheduled for duty reliably report for work at the beginning of their shift. For industries with even moderate turnover or absenteeism, this assumption may be quite costly. We present a profit-oriented labor scheduling model that accounts for the day-to-day flux of employees and capacity induced by voluntary resignations, new hires, experience curves, and absenteeism. The proposed model also anticipates revenue losses due to reneging by customers whose patience decays exponentially with queue time. Our computational studies suggest that firms with comparatively high transaction volumes, long transaction times, and/or relatively tight …

Supplier Selection And Assessment: Their Impact On Business Performance, Vijay R. Kannan, K. C. Tan Jan 2002

Supplier Selection And Assessment: Their Impact On Business Performance, Vijay R. Kannan, K. C. Tan

Management Faculty Publications

Increasingly, firms are allocating more resources to their core competencies and encouraging the outsourcing of non-core activities, which increases their reliance and dependence on suppliers. This increases the importance of effective supplier selection and assessment. Sparse evidence exists regarding the impact of supplier selection and assessment on a buying firm's business performance. This research describes an empirical study of the importance of supplier selection and assessment criteria of American manufacturing companies for items to be used in products already in production. Moreover, it identifies relationships between criteria and a buying firm's business performance. Results indicate that soft, non-quantifiable selection criteria, …

Adequacy Of The 1995 Antitrust Guidelines For The Licensing Of Intellectual Property In Complex High Tech Markets, Clovia Hamilton Jan 2002

Adequacy Of The 1995 Antitrust Guidelines For The Licensing Of Intellectual Property In Complex High Tech Markets, Clovia Hamilton

Winthrop Faculty and Staff Publications

In 1995, the Department of Justice and the Federal Trade Commission adopted new guidelines for those wishing to license intellectual property rights without violating antitrust laws. Designed to provide clarity, these guidelines instead breed confusion because they misunderstand the nature of intellectual property markets and provide insufficient guidance in the most difficult areas. Section I of this article will discuss the basic provisions of the guidelines, especially their treatment of "innovation markets." It argues that government enforcers should focus primarily on activity that creates entry barriers. Understanding the use and misuse of licensing is the key to analyzing barriers in …

A Comparison Of Auctions And Multilateral Negotiations, Charles J. Thomas, Bart J. Wilson Jan 2002

A Comparison Of Auctions And Multilateral Negotiations, Charles J. Thomas, Bart J. Wilson

Economics Faculty Articles and Research

We compare first-price auctions to an exchange process that we term 'multilateral negotiations.' In multilateral negotiations, a buyer solicits price offers for a homogeneous product from sellers with privately known costs, and then plays the sellers off one another to obtain additional price concessions. Using the experimental method, we find that with four sellers, transaction prices are statistically indistinguishable in the two institutions, but with two sellers, prices are higher in multilateral negotiations than in first-price auctions. The institutions are equally efficient with two sellers, but multilateral negotiations are slightly more efficient with four sellers.
