The Department of Defense (DoD) has budgeted over $134.5 billion for Fiscal Year 2004 for Acquisition, yet little is written about the personnel responsible for managing and evaluating Major Defense Acquisition Programs (MDAPs) -- those who perform Acquisition Oversight (AO). The AO process has not been studied in a disciplined manner during its 40-year history. Congress, past Administrations, and the DoD Inspector General have commissioned several studies on the AO Process. Recommendations were considered and implemented such that the process evolved to where it stands today. Over 40 years separate the first iteration with the latest version. There seems to be a widely held belief that different generations have different attitudes toward work, organizations, and co-workers. Clearly, these observed differences have implications for managers and leaders. Actions taken by leaders might be misunderstood by junior organizational members, leading to undesirable outcomes. Considering that many generational groups are represented within the Air Force, there is a need to analyze and understand potential generational differences. As increasing numbers of organizations adopt the balanced scorecard (BSC) to align strategy with operations and measure progress toward meeting strategic goals, the importance of successful communication of the scorecard throughout the organization has become apparent. Successful implementation and effective use of the BSC occurs when organizational stakeholders recognize its role, use, and benefits. In the March/April 2003 issue of Cost Management, we detailed how Bridgeport Hospital, a member of Yale New Haven Health System (YNHHS), adopted the BSC and used the scorecard to align capital investment decisions with strategy.1 In this article, we will profile how the hospital designed …

The objective of this paper is to propose a process that will allow the decision makers to objectively assess the appropriateness, benefits and costs of any stock enhancement proposal under Ecologically Sustainable Development (ESD) principles. To this end, this paper sets out a conceptual framework for assessment of stock enhancement projects, putting stock enhancement within the wider framework of fisheries and ecosystem management strategies, and their assessment, in Western Australia.

In the stochastic multiperiod inventory problem, a vast majority of the literature deals with demand volume uncertainty. Other dimensions of uncertainty have generally been overlooked. In this paper, we develop a newsboy formulation for the aggregate multiperiod inventory problem intended for products of short sales season and without replenishments. A distinguishing characteristic of our formulation is that it takes a time dimension of demand uncertainty into account. The proposed model is particularly suitable for applications in haute couture, i.e., high fashion industry. The justice literature has unequivocally noted how important it is employees feel they are treated fairly. Accordingly, managers often find themselves in predicaments of injustice which they must resolve. Research on social accounts describes strategies managers can use to make themselves “seem fair,” thus, alleviating their predicament. But in taking an impression management perspective of justice, this literature fails to acknowledge that many managers actually want to “be fair.” Based on the latter assumption, we propose an alternative framework for understanding how managers will address justice-related predicaments.

The establishment of a mentoring relationship can be important to an individual‘s career for multiple reasons. However, in order to study this construct, we must be able to accurately measure it. In this paper, three separate studies were conducted to examine and refine Scandura and Ragins‘ (1993) multidimensional mentoring measure. In Study 1, an empirical assessment of the content validity of the measure was conducted. The convergent and discriminant validity, reliability, and item-total correlations were then examined in Study 2, and the measure was reduced to nine items. Our goal is to introduce the constraint programming (CP) approach within the context of scheduling. We start with an introduction to CP and its distinct technical vocabulary. We then present and illustrate a general algorithm for solving a CP problem with a simple scheduling example.

Next, we review several published studies where CP has been used in scheduling problems so as to provide a feel for its applicability. It has typically been characterized as being the result of either external or organization spanning, or internal efforts to improve supply chain performance. In 1995, the Department of Justice (DOJ) and the Federal Trade Commission (FTC) adopted new guidelines for the licensing of intellectual property rights without violating antitrust laws. The 1995 Antitrust Guidelines for the Licensing of Intellectual Property (IP Guidelines) state the antitrust enforcement policy of the DOJ and the FTC.1 The IP Guidelines drafted by the DOJ and FTC (the agencies) does not provide practitioners with a sufficient level of comfort as they attempt to predict the enforcement initiatives relative to intellectual property licensing.2 The IP Guidelines are inadequate because they misunderstand the nature of intellectual property markets and provide …

A study of 76 more and less virtual investment clubs examines the relationships between communication technologies used for club business (from face-to-face to more highly technologically enabled), group leadership role behaviors, and club portfolio value. The results are interesting, with more and less virtual clubs benefiting from different forms of leadership behaviors. Clubs using fewer technologies seem to benefit from a greater focus on socioemotional role (communication) behaviors, while the opposite is found in clubs using more technologies. The effect for procedural role behaviors (agenda setting and the like) appears to run in the opposite direction: clubs using more technologies …

Rapid Calculation Of The Price Of Guaranteed Minimum Death Benefit Ratchet Options Embedded In Annuities, Eric R. Ulm

This paper presents a new method of obtaining quick and accurate values and deltas for discrete look back options using Taylor series expansions. This method is applied to the case of ratchet guaranteed minimum death benefits attached to annuity contracts, and the method is extended to include annuities where a fixed fund is attached to the variable account. Finally, both the speed and the accuracy of the method are compared to Monte Carlo simulation and the exact analytic solution. The Taylor expansion method is shown to be faster and, in most cases, more accurate than the alternative methods.

We consider the problem of estimating the outstanding claims produced by a homogeneous general insurance portfolio. The specific model considered in this paper is one where the number of claims in any loss period follows a Poisson distribution, settlement delays follow the same multinomial distribution, and settlements are single lump sums that are independent identically distributed random variables. Simulations using this model reveal that the development ratios and the outstanding claims estimates produced using the chain ladder method are positively biased. We obtain approximate formulas for the biases using Taylor series expansions of the random variables about their means. The …

Statistical methods such as regression and survival analysis have traditionally been used to investigate the factors affecting the duration of terminated life insurance policies. This study explores a different approach: it uses a more recently developed data mining technique called decision trees. By sequentially partitioning the data to maximize differences in the dependent variable (duration in this study), the decision trees technique is good at identifying data segments with significant differences in the dependent variable. This identification can be useful when a company is trying to understand the factors driving or associated with the termination of life insurance policies. Decision …
