A Sustainable Future For Fishing On Christmas Island. A Draft Five-Year Strategy For Managing Commercial, Recreational And Charter Fishing., Department Of Fisheries Western Australia.

Fisheries Management Papers

This draft strategy was developed by the Department of Fisheries, Western Australia, hereafter known as the “Department of Fisheries” which has responsibility for managing fish resources (within Territorial waters out to 12 nautical miles) on behalf of the Commonwealth Department of Transport and Regional Services (DoTARS), through the applied Fish Resources Management Act (FRMA) (WA)(CI) (the “Applied Act”). The Applied Act provides a legislative framework that allows for management arrangements to be developed specifically for Christmas Island. The management of fisheries in Western Australia uses an adaptive approach which balances the need for the effective management of fish stocks with …

Crime And Punishment: Does Punishment Work?, David J. Cherrington Apr 2007

Crime And Punishment: Does Punishment Work?, David J. Cherrington

Faculty Publications

Most analyses of punishment seem to assume that it plays a major role in shaping the behavior of people, whether they are children, students, employees, or ordinary citizens in the community. Some people argue that there is no justification for the use of punishment in any setting, even childrearing. A bill debated in the 2007 California state legislature that would make spanking illegal appears to be a move in this direction. Others believe that there are times when punishment is the most effective and timely way to change behavior and without it homes, schools, organizations, and societies would disintegrate. Does …

Managing The Transition From Staff Nurse To Nurse Manager--Change In Clinical Nurse Identity, Pamela C. Hudson Apr 2007

Managing The Transition From Staff Nurse To Nurse Manager--Change In Clinical Nurse Identity, Pamela C. Hudson

Student Scholarship

The career progression from staff nurse to nurse manager is a common promotional pathway. Yet, seldom are staff nurses who are promoted to managers prepared, either practically or psychologically, for the new role. This quantitative study tests data from 100 Nurse Managers using the Theory of Planned Behavior in combination with Maternal Role Attainment Theory as the theoretical framework for the study. The purpose of this descriptive study is to better understand the staff nurse to nurse manager transition process from the perspective of nurse managers themselves and to discover key barriers to, and enablers of, professional success. The findings …

Leveraging Knowledge Across Geographic Boundaries, Stephen Tallman, Anupama Phene Apr 2007

Leveraging Knowledge Across Geographic Boundaries, Stephen Tallman, Anupama Phene

Management Faculty Publications

This paper examines knowledge flows within and across geographic boundaries of clusters and nations in the biotechnology industry. We hypothesize that these flows are characterized by various factors relating to the knowledge itself and by firm innovativeness and the presence of prior knowledge flows at the firm level. Surprisingly, our findings suggest that geographic proximity does not matter in some instances, while in others it has a decidedly nonlinear effect opposite to that hypothesized. The pattern of findings points to the greatest contrast in the comparison of between-cluster and between-country flows and presents an opportunity to reevaluate the role of …

“Go Live In ’05”—From Hierarchy To Shared Governance In Higher Education, Peter A. Maresco Apr 2007

“Go Live In ’05”—From Hierarchy To Shared Governance In Higher Education, Peter A. Maresco

WCBT Faculty Publications

Higher education is in the midst of a major transformation evidenced by several factors: greater demands from stakeholders; pressure to increase student enrollment, financial uncertainty, limited resources, and a responsibility to contribute to the community’s civic and economic development. Faculty and staff in higher education are challenged to deliver education in innovative ways. This innovation requires an expedient method of governance and necessitates careful examination of the organization’s structural, cultural, and decision-making processes. To meet these demands, leaders in higher education must examine decision-making processes and design governance models that respond quickly and efficiently to their myriad of constituents.

Evaluation Of An Expanded Satellite Based Mobile Communications Tracking System, Maciek Nowak, Alan L. Erera

Information Systems and Operations Management: Faculty Publications & Other Works

Since the terrorist events in the United States on September 11, 2001, the Federal Motor Carrier Safety Administration has been testing and evaluation cargo tracking technologies to improve the safety, security and efficiency of commercial motor vehicle operations. While satellite-based systems used for tracking vehicles and cargo provide sufficient geographic coverage in the majority of the United States, there remain several vital regions that are uncovered and difficult to monitor. One such region is Alaska, where officials are particularly concerned with the hazardous materials shipments that are transported parallel to the Trans-Alaska Pipeline. This article analyzes the risks and benefits …

Disconnected: A Study Of Mobile Telephone Rejection, Nina Aversano Apr 2007

Disconnected: A Study Of Mobile Telephone Rejection, Nina Aversano

Student Scholarship

If rejection was the simple inverse of adoption, we would expect people to reject mobile telephony based on negative evaluations of usefulness and ease of use, dominant constructs in technology acceptance models. This research suggests, however, that the reasons for mobile phone rejection transcend those traditionally explained in the vast literature focused on adoption. Using an information systems-communications technology innovation diffusion framework, this study proposes a causal model of mobile telephony rejection that is tested against data collected from a survey of 1585 respondents. Logistic regression modeling was used to test the significance and independence of associations of relevant factors …

In order to achieve this aim, and encourage the appreciation and conservation of fish, a number of management strategies have been identified which restrict recreational and commercial fishing. The FHPA is approximately 420 metres long and approximately 130 metres wide at the southern end and 140 metres wide at the northern end.

How Cios Can Effectively Use Influence Behaviors, Harvey Enns, Dean B. Mcfarlin, Sid L. Huff Mar 2007

How Cios Can Effectively Use Influence Behaviors, Harvey Enns, Dean B. Mcfarlin, Sid L. Huff

MIS/OM/DS Faculty Publications

To accomplish their objectives, Chief Information Officers (CIOs) must rely on their abilities to influence members of top management. Effective use of influence behaviors can make the difference between successful and less successful CIOs. But aspiring senior managers are rarely formally taught how to influence others. They learn informally on the job.

This article explores influence behaviors and their appropriate use by CIOs. It first describes 11 common influence behaviors—rational persuasion (logical arguments), apprising (emphasizing expected benefits), inspirational appeal, consultation, collaboration, personal appeal, ingratiation, exchange, legitimating (connected to precedent), coalition (asking others to persuade), and pressure. Then this article discusses …

Entrepreneurial Social Sector Organizations: Factors That Facilitate Growth And Performance, David A. Sherman Mar 2007

Entrepreneurial Social Sector Organizations: Factors That Facilitate Growth And Performance, David A. Sherman

Student Scholarship

Survey data from 228 entrepreneurial social sector organizations was used to examine the factors that facilitate growth and organizational performance in the social sector. The study was designed to address the following core question: How are some entrepreneurial social sector organizations better able to grow and perform than others despite environmental challenges such as resource scarcity? Hypotheses were developed using resource-based theory, resource dependence theory, network theories, and goal theory. Structural equation modeling was used to test these hypotheses. The study adds to our understanding of the organization-level drivers of growth and organizational performance in the social sector. It introduces …

Mapping Change Management: A Co-Citation Analysis, Brian R. Low Mar 2007

Mapping Change Management: A Co-Citation Analysis, Brian R. Low

Theses and Dissertations

Today's organizations are continually undergoing changes to make improvements in their efficiency and effectiveness. The ability of organizations to effectively implement and sustain successful change, however, has been limited, with most change initiatives failing to attain the desired success. To counter this trend, researchers across several disciplines have worked to provide practitioners better insight into how to facilitate change within their organizations. This research has resulted in many theories as to what constitutes change and how best to implement it, but it lacks a unifying theory that encompasses all aspects of change research. This effort takes a step toward a …

Real Options As A Stragetic Management Framework: A Case Study Of The Operationally Responsive Space Initiative, Robert H. Mitchell Jr. Mar 2007

Real Options As A Stragetic Management Framework: A Case Study Of The Operationally Responsive Space Initiative, Robert H. Mitchell Jr.

Theses and Dissertations

The purpose of this research was to examine the potential for applying the concept of real options to the DoD acquisition system. The key premise of real options is the application of strategic decision making and flexibility in the face of future uncertainties. This thesis sought to answer three research questions, how could real options be applied to the acquisition system, how could the acquisition system benefit, and what are the potential challenges to implementation within the acquisition system. These research questions were addressed through a comprehensive literature and a case study of the Operationally Responsive Space (ORS) initiative. The …

How Do Leaders' Values Influence Employees' Commitment To Their Organizations? A Qualitative Study, Barbara Clemenson Mar 2007

How Do Leaders' Values Influence Employees' Commitment To Their Organizations? A Qualitative Study, Barbara Clemenson

Student Scholarship

In the worlds of both practice and scholarship, people are focusing on the importance of leaders' values and authentic actions to the ethical operations of their organizations. At the same time, enterprises are struggling to attract and retain talented employees. Our qualitative research analyzed the values of leaders in seven different organizations--for profit, nonprofit, and public institutions--and compared their self-proclaimed values with their employees' perceptions of them and of their values. We focused specifically on leaders' values concerning their followers, and examined the impact that leaders' value content and integrity had on employees' commitment to their establishment, and to their …

Use Of Interpretive Schemes And Successful Adaptation: The Case Of Chinese Protestant Immigrant Churches In North America, Siu-Hang P. Chan Mar 2007

Use Of Interpretive Schemes And Successful Adaptation: The Case Of Chinese Protestant Immigrant Churches In North America, Siu-Hang P. Chan

Student Scholarship

How religious congregations adapt to change determines whether they will continue to thrive (Ammerman, 1997). Chinese immigrant religious organizations in America face a built-in clash between overseas-born and American-born generations that is usually visible in their religious congregations (Ling & Cheuk, 1999). This study identifies interpretive schemes (Bartunek, 1984) used by Chinese congregations that help ease the generational transition and lead to or hinder successful adaptation.

Fairness From The Top: Perceived Procedural Justice And Collaborative Problem Solving In New Product Development, John B. Bingham, Haiyang Li, Elizabeth E. Umphress Mar 2007

Fairness From The Top: Perceived Procedural Justice And Collaborative Problem Solving In New Product Development, John B. Bingham, Haiyang Li, Elizabeth E. Umphress

Faculty Publications

The literature on new product development has examined several important determinants of collaboration among project members. However, we are not aware of any study that links top management decisions with project members’ collaborative behavior. To address this significant gap, this study examines how perceived procedural justice in top management decisions regarding new products is related to collaborative problem solving among new product development project members. Our results from 109 technology firms—as well as from 91 student-based project groups—suggest that perceived procedural justice in top management decisions is positively related to collaborative problem solving among project members, and that collaborative problem …

Releasing Individually Identifiable Microdata With Privacy Protection Against Stochastic Threat: An Application To Health Information, Robert Garfinkel, Ram Gopal, Steven M. Thompson

Management Faculty Publications

The ability to collect and disseminate individually identifiable microdata is becoming increasingly important in a number of arenas. This is especially true in health care and national security, where this data is considered vital for a number of public health and safety initiatives. In some cases legislation has been used to establish some standards for limiting the collection of and access to such data. However, all such legislative efforts contain many provisions that allow for access to individually identifiable microdata without the consent of the data subject. Furthermore, although legislation is useful in that penalties are levied for violating the …

Adult Retraining Programs And Reemployment For Dislocated Workers, Tony J. Perry Feb 2007

Adult Retraining Programs And Reemployment For Dislocated Workers, Tony J. Perry

Faculty Dissertations

A variety of government sponsored programs provide retraining and income assistance to dislocated workers, yet it is unclear whether these initiatives are effective in providing workers the essential skills needed for new careers. Using Mezirow’s transformational learning theory, this study was designed to evaluate programs in selected counties in the states of Virginia and North Carolina. Using self-administered surveys, data were gathered from college instructors, dislocated workers, and local business owners. Data were analyzed with descriptive statistics and related to each research question. Results showed that instructors were effectively using adult training methods, the majority of students perceived their retraining …
