Higher education in Tajikistan has undergone substantial changes over the past 25 years as a result of both its internal crises and those social and economic transition challenges seen throughout the Newly Independent States (NIS). HEIs in the country have also shown eagerness to change and grow as they move toward world education space. In this chapter, we examine the evolution of the Tajik system of higher education from the Soviet time through independence (1991–2015) in terms of growth, emerging landscape and diversification, and key policy developments and issues. The Islamic State of Iraq and Syria (ISIS) garnered global news media attention in Summer 2014 when it seized a significant section of land in Iraq and Syria. The group then mishandled and executed its captives. There is a lack of consensus among the international community, led by Russia and the United States, on how best to address the threat posed by ISIS. An understanding of the function of Russian and U.S. news media coverage of the ISIS threat is an appropriate research topic. The thesis of this paper is that cross-cultural writing can be done with the right methods of communication, such as engaging narrator and education—or simply sensitive, imaginative writing. Herman Melville and Joseph Conrad’s five books set in the Polynesian and Malay Archipelagos—Typee and Omoo and the Malay Trilogy (Almayer’s Folly, An Outcast of the Islands, and The Rescue)— are used as master models of how to write indigenous characters with rich characterization in pivotal roles, even circa 1846 and 1896. This book, which includes new translations of the old Babylonian laws of Hammurabi, is the second book by the author examining, from a historical Arabic linguistic perspective, a major Akkadian document. The first book offered new translations of three tablets from a literary work, the Epic of Gilgamesh, written in a late Babylonian language. The pioneering methodology used by the author to decipher the ancient Mesopotamian texts in both documents involves the primary utilization of old etymological Arabic manuscripts written by hundreds of accomplished scholars more than a thousand years ago. This essay looks at the emergence of a generation of leftist militant songwriters against the backdrop of a revolutionary moment that influenced political and cultural landscapes in Beirut during the 1970s. After the Arab military defeat against Israel in 1967, the conjuncture of the Lebanese and Palestinian revolutionary movements in Lebanon fostered a revolutionary moment that manifested itself on different levels, including art and cultural expression. I look at the development of leftist militant songs, a genre, attitude, and approach to song production and performance that came to be at the intersection of radical theatre, poetry, and music. This ISP examines the link between international travel and selected political beliefs. While the literature on the political effects of international travel are almost non-existent, many works exist that link increased education to higher political skepticism. In this study, we test the theory that international travel can be interpreted as education, and thus can have the same effect of engendering political skepticism.

The earliest descriptions of Latin finger alphabets were recorded in southern Europe between 1579 and 1589. New literary and visual evidence for sixteenth-century Ottoman Arabic and Ottoman Turkish sign systems are presented and analyzed in this article.
