The Lack Of Coordination In Diplomatic Peacemaking, Birger Heldt

Penn State Journal of Law & International Affairs (2012 - Present)

The increased number of peacemaking actors during the past twenty years is accompanied by an increased amount of peacemaking, but also a low success rate. This article focuses on recent emerging conflicts. It finds that peacemaking is prevalent, but is often not coordinated with regard to choice of tools (mediation, arbitration, etc.), or the agenda or the issues of the talks. This lack of coordination has for many years been recognized as detrimental and may partly explain the low success rate. The article suggests that policymakers need to have a long-term strategy to address the coordination problem, part of which …

There is an ever widening gap between conflict resolution policy makers and scholars—a tragedy given practitioners’ dire need for new ideas to help resolve deadly conflicts and the growing knowledge researchers have to share. Research tends to swing like a pendulum between analytic and rigorous methods and accessible and relevant approaches. We reject this tradeoff. We believe that research can be simultaneously rigorous and relevant, and analytic and accessible. Given the devastating loss of life associated with armed conflict, the need for translating research results into policy prescriptions is especially strong in peacemaking. I have a lot of odd things scattered around my house, weird ephemera and bric-a-brac that I've picked up here and there as I've studied history.

Some of them are treasures, like CDVs of long-dead College professors and original pieces of decking from the USS North Carolina. Some are less treasures and more, well, junk. Most folks toss old newspapers within a few days of reading. The Mass. Memories Road Show is an event-based public history project that digitizes family photographs and stories shared by the people of Massachusetts. We work with local communities to organize free public events where everyone is invited to bring photographs to be scanned and included in the archives at UMass Boston.

To date, the Mass. Memories Road Show has digitized more than 5,000 photographs and stories from across the state, creating an educational resource of primary sources for future generations. Over time, we plan to visit each of the 351 cities and towns in Massachusetts.

There's an old myth that, as he ordered the flag brought down and the post at Yorktown surrendered, General Cornwallis ordered his fife and drum corps to play The World Turned Upside Down a traditional British Christmas song written in protest of the aristocracy outlawing raucous celebration. In its lyrics, the paupers are made kings and the kings made paupers. The song was more than likely not played during the surrender. But myths are often potent and always telling.

The cases discussed here represent very few of the guardianship arrangements that characterized intergenerational and interracial households in territorial Washington, yet the patterns they illustrate correspond with other evidence that allows historians to track the distribution of Indian and mixed- race children in the Puget Sound region. Th e 1880 federal census schedules for counties bordering the Puget Sound reveals the informal guardianship of Native women’s children in ninetytwo households. Among these extralegal arrangements were forty- two households headed by white men, some single like Ed Boggess and others married to white women like Phoebe Judson, who classified the indigenous …

George Daniell, photographer and artist, lived the second half of his life in a coastal community near Bar Harbor, Maine. Originally from Yonkers, he worked as a freelance photographer in New York and Europe for most of his early career. In the 1930’s, he made his first visits to Monhegan Island and Grand Manan Island, capturing images in photographs and paintings. For many years he owned a house on Fire Island, and spent winters in Key West, and these locations also feature prominently in his work. In Ancient Rome, the transition from Republic to Empire was a volatile time. Augustus used his skills as a propagandist to consolidate his military position and craft specific images after the death of Julius Caesar. Augustus needed to appeal to Roman ideals in leadership, and recover the morality and traditional family values which had become lost in the Late Republic. In conjunction with this, he attempted to bolster religion and create a lasting legacy in a dynastic and architecturally structural sense.

This study examines the Soviet Gulag, the main prison camp administration implemented in the Soviet Union. The GULAG represents an institution that is not well known, and this paper will explain why it existed and why it remains in the shadows of history. Terror, propaganda, and belief in progress represent the three ideas that directed the Soviet totalitarian system. This thesis will accordingly explore the ideology behind totalitarian government and Marxist practice in order to understand why the Gulag was allowed to exist. Finally, it investigates the reasons why the Gulag has not taken a priority position in human knowledge …
