Public higher education in the United States (US) is funded through two primary forms: one is through state higher education appropriation funds, and the other is student financial aid that is directly given to students. Increasing postsecondary full-time equivalent (FTE) enrollment and graduation rate are becoming a crucial economic priority in the US. However, only a limited study is available about whether state investment in higher education and increasing tuition charges can impact FTE student enrollment (FTEE) and graduation rate (GR) at 4-year public universities in the US. The aim of this thesis is to investigate the role that shame plays as a subversive tool in the works of Québécoise author Nelly Arcan. Dealing with themes such as sexuality, gender, suicide, and resentment, Arcan’s works deal with that which can be deemed “shameful,” and she deliberately speaks the unspeakable. First in constructing an understanding in how a shame-based vocabulary is employed throughout her works, we then study how this shame subverts expectations and adds weight to political questions relevant to the widespread use of electronic media. The rise of the electric vehicle industry will be accompanied with increased mining of two former French colonies, New Caledonia and Québec, both of which have historically been a great source of nickel despite Indigenous objection to nickel extraction. This thesis juxtaposes the novels of An Antane Kapesh, of Québec, and Claudine Jacques, of New Caledonia, to understand the Indigenous perspective of historical and future events of natural resource extraction and to see how these communities are impacted. In his article, “The Extinction Race: Techniques of the Human in Proust, via Houellebecq” James Dutton “reads” identity and race from the point of view of technics. Namely, he does so through the work of two nominally “Eurocentric” authors, Marcel Proust and Michel Houellebecq, observing how familial and racial resemblance is a living inscription of “lost time.” This inscription comes about through the technical means available to and constitutive of the categories which bind them. This essay investigates the themes of life and death in Balzac’s novel, Le Colonel Chabert (1832), and Tynianov’s novella, Podporuchik Kizhe (1927). In these works, life and death are as much socio-political and legal constructs as they are organic or ontological states—that is, the chronological, biological beginning and ending of a “life.” In other words, life and death become conceptual spaces into which one may enter, or from which one may be excluded. The article is part of the work on media changes induced by digital technologies. He postulates that the offbeat editorial approaches of African pure players are part of an objective of legitimization and that the methods of digital writing integrate economic logics. The analysis of generic journalistic genres (flash, surveys, interviews), offbeat genres (satire, rapped newspaper) and digital genres (fact-checking , data journalism) shows that the fact of alternating formats results from an objective of legitimation, of a competitive game but also of capturing the audience. This article examines the theoretical and practical interconnectedness that crosses fear, media and governing practices. It uses examples from African countries, especially Cameroon, to investigate the ways in which the media are instrumentalized to draw on fear of the Other in general and of opposition leaders in particular in order to support authoritarian regimes. Not only does it focus on the structural changes that lead to a more subtle media control in spite of an apparent liberalization, but it also further describes the discursive devices used to generate and perpetuate fear.

This article uses semi-directive interviews of a dozen media actors in Burkina Faso to examine the transformations of print journalism in the digital age. It reveals that digital technology does not fundamentally change the structure of the field. It rather keeps it in a sort of “in-between” journalism where traditional media routines combine with an appropriation of innovative practices both in the production of information and in its dissemination. That takes place in spite of relative contained economic crisis that makes this hybrid model possible.

Several radio stations on the African continent have been using or experimenting in recent years with the WhatsApp mobile application to gather and disseminate information. Knowing that voice exchange functionalities without the costs associated with conventional telephony are among those preferred by WhatsApp users in Africa, this study analyzes these uses of WhatsApp in relation to changes in the production and dissemination of radio content. The study is an illustration of the hybridization of the media system and shows that “traditional” mobile telephony is still popular with listeners in their on-air interventions.

Fact-checking has become an increasingly important practice, especially with the birth of the internet and social media. In Tunisia, the context of the 2019 presidential and legislative elections saw the birth of the Tunisia Check News platform managed by the Independent High Authority for Audiovisual Communication, with the collaboration of the public media. In this article, we present the context of the emergence of this platform within the community of Tunisian journalists. Marine Le Pen remains popular within national French politics. However, following the June 2021 French regional elections, her far-right party, Rassemblement National (RN), failed to win a single region. This thesis seeks to explore the factors behind the RN’s surprising lack of success through a comparative historical approach. This thesis also evaluates the applicability of the second-order model on these elections. Two regions, Auvergne-Rhône-Alpes (ARA) and Provence-Alpes-Côte-d'Azur (PACA) serve as case studies for this research based upon their diverse electoral results. Since its inception, the Cannes International Film Festival was envisioned as a means of using film as a method of diplomacy. In fact, the first two decades of the two-week long festival on the banks of the French Riviera sought to unify politically divided nations in the years following World War II and into the Cold War. They are part of a larger literary trend obsessed with liminal characters who are neither masculine nor feminine, or maybe both? Optional Practical Training (OPT) is a highly valued and highly underutilized program designed to offer international students an opportunity to work in the U.S. and train in their field of study. This qualitative study collected and analyzed the narratives of three alumni of a Midwest university who completed OPT in the manufacturing engineering field. Four themes were identified in the narratives. These themes were inextricable to the premise that OPT is a deeply appreciated opportunity for F-1 students.
