This paper is an attempt to describe in brief compass the evolution of the Virginia Supreme Court of Appeals since its beginning in the year 1779. This period, which historically began with the Virginia Constitution in 1776 and extends to the present day, is truly modern history. The problems which it solved and the problems which it left unsolved are of vital concern to the present generation.

While there has been a steady movement toward disarmament, and for limitation in this and other lands, with peace pacts to prevent war, naval agreements, treaties and similar moves, there is still a definite need for consideration of our naval defenses. In this discussion, a compilation of public opinions and tendencies, as found in publications, I will tend to show there is considerable interest in our Navy.

As a figure in the American period of California history, Mr. James D. Phelan's achievements were an outstanding example of what an honest man can do in politics. First of all, I have endeavored to show his contributions to the city of San Francisco. There is hardly any field of San Francisco life in which James D. Phelan did not leave a tremendous influence. The politics of his term as mayor were a shining model of clean and progressive measures.
