Facing northwest in the twenty-four hundred block of East Broad and Grace Streets in Richmond, Virginia is St. John's Church which occupies, with its cemetery and dependent appurtenances, an entire city block or one sixteenth of a square mile. The originality of Frederick Jackson Turner can be recognized against a background consisting of evidence of his contributions to the two fields, history and teaching. The stage will be set by a short biographical treatment of Turner. This avenue of approach will lead to an elaboration of Turner's major historical interpretation. This concept will be described and two subordinate facets of his thesis will be examined briefly. Despite the great number of published works that deal with English prosody or the more restricted subject of versification, there is a noticeable scarcity of studies that describe the practices of individual poets. One of the more apparent reasons for the meager number of versification studies is the instability of the basic criteria by which a poem is examined. The Negro emerging from slavery after the Civil War was faced with the problem of making a living as a freeman. The only salable asset he had was his labor. In certain areas of the South, the Negro had turned by 1870, to mining bituminous coal. In the last decade of the nineteenth century, conditions in the coal mines of greater Birmingham, Alabama, reached such a state that a number of Negroes felt it imperative to remove themselves.

What is true here of von Rad seems to be true generally of biblical scholarship; to the writer's knowledge, there has been no significant attempt to isolate the various prophetic protests and to study them as a literary or theological unity. Most of the concern has centered in Jeremiah's protests. The paper deals with the two areas in which disagreements have been noted. It seeks to determine whether conscience:
1. judges the ethical quality of an action prior to the action or decision to act, or whether it judges only after an act has at least been decided upon.
2. has a positive motivational function.

It is to be recognized that the concept of conscience has both a popular usage, and also a rather precise scientific, psychological usage. This paper is an attempt to clarify at least one aspect of the precise meaning and usage of the concept.
