A Return To State-Led Integrated Regional Planning? Emerging Approaches From Three U.S. States, Timothy Green, Donovan Finn

After decades of neglect, several U.S. states have increased support for regional development planning, creating new programs, organizations, and funding streams to support it. Analysis of programs in three states (New York, Michigan, and Indiana) shows similarities among them as well as contrasts with prior episodes of state-led regional planning. The new programs deliberately sidestep older regional planning organizations like COGs and RPCs in favor of new organizations with larger roles for the private sector and greater access to public funds. The resulting plans focus on individual projects within a pro-development agenda, but still have potential to coordinate action at …

Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. Transportation network companies (TNCs) like Uber and Lyft position themselves as a complement—rather than a detriment—to existing public transportation. Since the launch of TNCs, however, public transit ridership in major cities has steadily declined. This severely impacts economically disconnected residents, who often do not own automobiles and therefore rely on public transportation. The decline of public transit, coupled with the growth of TNCs, thus begs the question: Do TNC services complement or substitute public transportation in serving economically disconnected urban residents? Many articles point out that there is a disparity between rural and urban areas in healthcare service. The disparity is derived from the locational choices of physicians which are influenced by diverse factors such as backgrounds where they grew up or type of facility at which they worked. This study examines physician movements which vary depending on the types of physician and facility in Nebraska. The research dataset are annual practicing records of all primary care physicians and business information of the facilities in Nebraska from 1998 to 2019. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. The right to housing is guaranteed by Spain's constitution, the principles of the European Union, and U.N. human rights treaties to which Spain is signatory, yet Spain scarcely provides affordable housing and leaves its citizens struggling with poverty and unable to find a place to live. Unlike much of the rest of Europe, Spain’s social rented sector represents less than 1% of its total housing stock. Through policies that favor homeownership, promote the real estate market, and privatize social housing, Spain has left its citizens reliant on the private market for their fundamental need for housing. The literature review explores the effects and responses to racialized housing policies, including the development of the community development field and its use of neighborhood organizing. The evaluation is grounded in the frameworks and theories of Arnstein’s (1969) Ladder of Citizen Participation, Putnam’s (1994) social capital, and Freire’s (2018) use of popular education to develop Critical Consciousness. With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.

In an effort to increase sustainability, reduce vehicular congestion, revitalize neighborhoods, and lower pollution from automobiles, Phoenix, Arizona launched the Valley Metro Light Rail system in December of 2008. The purpose of this investigation was to assess the environmental, social, and economic impacts as related to sustainability of the Valley Metro Light Rail system. Since the mid-1990s, numerous Moroccan riads, or traditional homes built around a central courtyard, have been converted into tourist accommodations in Morocco’s old medinas. This paper seeks to analyze the impact of riad-style hostels specifically on the medinas, as hostels are relatively new to Morocco and have various benefits and consequences for the community. Though hostels are often portrayed as a sustainable form of tourist accommodation compared to multinational hotel corporations, they have an acute impact by bringing tourists into previously residential spaces and exacerbating the effects of global gentrification. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents.
