The article begins by stating that the time has come for a reexamination of our drug policy. It continues by discussing the two day conference "Is Our Drug Policy Effective?" "Are There Alternatives?" organized by several committee's. Because of space constraints, the article mainly delves into two topics, certain substances both licit and illicit with regard to both their physiological effects and the policies governing them, and also the disproportionate emphasis placed by the war on drugs on combating marijuana. Factors Influencing The Retention Of Adult Volunteer Leaders In The Louisiana Cooperative Extension Service 4 -H Program., Ismet Boz

The main purpose of this study was to determine contributions adult volunteer leaders make for 4-H and to identify factors influencing the retention of adult volunteer 4-H leaders in the Louisiana Cooperative Extension 4-H Program. A random sample of 196 adult volunteer 4-H leaders from 10 Louisiana parishes were the participants of this study. The data collection instrument was pre-tested for reliability and yielded a .96 Cronbach's Alpha internal consistency coefficient for its 84 scale items. Anticipating approximately a 50% response rate, 400 surveys were mailed out in September, 1999. After two attempts were made for follow-up 218 usable surveys …

The focus of this study was three-fold: First, to determine if the growth parameters (intercepts and slopes) in mathematics and language were related within domains and ethnicity. Second, to determine if the pattern of interrelationships among the individual achievement growth parameters were the same for African American and White students. Third, to establish whether there existed discernible patterns variability in academic growth parameters within each ethnicity over time. The study employed a three-wave longitudinal panel design, with data drawn from Louisiana State Department of Education. There has been much concern that the financial status of the 76 million American baby boomers will be inadequate when they reach retirement. The overall purpose of the current study was to examine the baby boom generation's financial preparations for retirement. The family resource management conceptual framework of Deacon and Firebaugh (1988) provided the theoretical base for the study. Data were obtained from 398 baby boomers who responded to the 1999 Retirement Confidence Survey. Environmental education is a component of community-based education programs. Environmental education in the United States and in Louisiana was described (Objectives 1 and 2). Because of rapid changes in environmental science, and the responses of citizens to environmental topics, extension faculty need additional programming techniques and more process and strategic skills training. Programming techniques and skills training were reviewed (Objective 3). Extension has included representatives from key state and federal agencies with expertise in, and responsibility for, environmental topics on its environmental education advisory committees. This paper provides a review of how physical and sport education in Australian schools is organised and administered. The roles and responsibilities of education and sport personnel are outlined. Issues of equity are addressed as is the extent of student participation. Implementation of physical and sport education programs, the links between PE and sport and teacher involvement are also discussed. The context of the new millennium and the place of government schools in Australia provides a backdrop for the interpretation of the review. College writing teachers often consider the reading and writing experiences students have had in elementary and high school classes as their only relevant discursive influences. When they do so they risk ignoring what is perhaps the most powerful and ubiquitous form of public discourse and communication in our society: television. This dissertation explores how the pervasive discourse of popular culture on television influences the ways in which incoming college students perceive and engage in writing and reading when they enter a first-year composition course. Computer technology was investigated to examine technology's role in the education of preschool children. A comprehensive review of published literature was performed to determine the effects technology has on the social, cognitive, and emotional development of preschoolers and the guidelines for using computer technology with young children. Computer technology, implemented into preexisting educational activities and curricula, can assist in developing social and cognitive skills in preschool-age children. Computers assist in a child's ability to scaffold information. Appropriate computer software encourages preschoolers to think and act independently. The various initiatives to eradicate FGC in Mali over the past two decades have had little impact on this traditional practice. This study assessed the use of health personnel to combat FGC, as recommended by the World Health Organization. Conducted in 1998 by the Association de Soutien au Developpement des Activites de Population, a nongovernmental organization, and the Ministry of Health, the study covered 14 urban and rural health centers in Bamako and Segou. The Population Council has supported a series of studies to improve the quality of postabortion care (PAC) in Egypt. A 1994 pilot study in two Egyptian hospitals showed that upgrading PAC and training physicians in manual vacuum aspiration (MVA), infection control, and counseling led to significant improvements in the care of postabortion patients. The 1997 study, conducted by the Egyptian Fertility Care Society with support from the Population Council, sought to institutionalize improved postabortion medical care and counseling procedures in ten hospitals. About 94 percent of Malian women aged 15–49 have experienced female genital cutting (FGC). In Mali, FGC is associated with serious gynecological and obstetric complications. In 1998, the National Center of Scientific and Technological Research of the Mali Ministry of Secondary and Higher Education and Scientific Research conducted an evaluation of programs to eradicate FGC. The study assessed the work of three national nongovernmental organizations working in Bamako and five regions of Mali. These NGOs had attempted to persuade traditional practitioners of FGC (“excisors”) to abandon the practice. All three NGOs employed outreach workers to educate excisors and community members …

A Comparison Of Social Skills In Graded And Nongraded Elementary Schools, Angela D. Caster

Previous studies comparing the effects of graded and nongraded schools have focused on students' achievement, attitude, and mental health variables. However, social skills have not been directly compared in these instructional settings examined. The current study compared graded and nongraded school structures in relation to students' social skills. Students in four elementary schools were evaluated by the Social Skills Rating System (SSRS), as rated by themselves. It was predicted that students in nongraded schools would demonstrate better social skills. In addition, the Cooperation subscale of the SSRS was expected to be more predictive of the nongraded schools.

Spiritual care of patients has been an important part of nursing since Florence Nightingale's days, although the spiritual nature of nursing care is often overlooked in today's nursing community. According to Highfield (1992) and Lilley (1987), issues regarding the physical and psychosocial aspects of nursing care continue to predominate nursing literature despite the long standing documented value of spiritual aspects of nursing care (Burkhardt and Nagai-Jacobson, 1994; Robinson, 1994 and Ross, 1994), resulting in limited available learning opportunities related to spiritual care.
