School Leadership Review
PK-12 school leaders spend a sizeable amount of time discussing, facilitating, and contemplating school safety and security. University administrators do as well, although their discussion and contemplation in some states has been scattered with controversies of allowing weapons on university campuses. School administrators seek to keep weapons out; many university administrators do also, although the legislatures of multiple states have allowed their presence on university campuses.

Resilient infrastructure is imperative especially following natural or man-made disasters. The ability to move food, water, and relief supplies using multiple modes of transportation to areas recently affected by major disasters is oftentimes very difficult. Following Hurricane Maria’s landfall on Puerto Rico in 2018, 10,000 shipping containers were stranded in just one port of Puerto Rico unable to traverse the island to reach those in need. Throughout the last decade or so, Opioid related fatalities are at all-time high in the United States. New Mexico’s problem with Opioids abuse in not a new phenomenon and a large number of New Mexicans are losing their lives almost on a daily basis. The paper highlights the alarming situation of overdose deaths caused specifically by the abuse of Prescription Opioids and Heroin which, in 2016 alone have taken 347 lives in New Mexico. Many important decisions can be difficult; require focused, cognitive attention; produce delayed, noisy feedback; benefit from careful and clear thinking; and quite often trigger anxiety, stress, and other strong, negative emotions. Much empirical, experimental, and field research finds that we often make decisions leading to outcomes we judge as suboptimal. These studies have contributed to the popularity of the idea of nudging people to achieve better outcomes by changing how choices and information are framed and presented (also known as choice architecture and information architecture). Sanctuaries As Equitable Delegation In An Era Of Mass Immigration Enforcement, Jason A. Cade

Opponents of—and sometimes advocates for—sanctuary policies describe them as obstructions to the operation of federal immigration law. This premise is flawed. On the better view, the sanctuary movement comports with, rather than fights against, dominant new themes in federal immigration law. A key theme—emerging both in judicial doctrine and on-the-ground practice—focuses on maintaining legitimacy by fostering adherence to equitable norms in enforcement decision-making processes. Against this backdrop, the sanctuary efforts of cities, churches, and campuses are best seen as measures necessary to inject normative (and sometimes legal) accuracy into real-world immigration enforcement decision-making. Justice John Paul Stevens retired from the Supreme Court almost a decade ago and turned ninety-eight years old in April 2018. How should we remember his legacy on the Supreme Court? This Article places his legacy within his election law jurisprudence. Specifically, Justice Stevens provided a consistent theory, which we term “impartial governance,” that has had a lasting impact on the field. This theory undergirds Justice Stevens’s creation of the important Anderson-Burdick-Crawford balancing test that federal courts use to construe the constitutionality of laws that impact the right to vote, such as voter ID laws. Every era has its unique challenges, but history may still offer lessons on how law empowers and restrains presidents. This Essay examines how President Lincoln negotiated the tension between crisis authority and the rule of law. This analysis requires an appreciation of the wartime imperatives, institutions, and political forces confronting Lincoln, as well as the legal framework in which he acted. Similar issues unexpectedly arose in our times in the aftermath of the 9/11 attacks, providing a new point of comparison with Lincoln’s era. Prediction Of Metal Sample Failure From Scanning Electron Microscope Images Using Deep Learning Neural Network, Lawrence Madriaga, Ivan Novikov, Morteza Nurcheshmeh

We present the preliminary results on using a deep learning neural network to predict a metal sample failure based on a set of images obtained with a Scanning Electron Microscope.
Various metal alloy samples were prepared according to ASTM E8/E8M-11 standards for a tensile test. Each sample was prepared for circle grid analysis and then stressed on a tensile machine. Stress and strain values were obtained for each position along the sample by measuring dimensions of each elongated circle. Increasing stress and strain values were found closer to the breakage of the sample with low values found at the holding …

Building Automation System (BAS) is a complex distributed control system that is widely deployed in commercial, residential, industrial buildings for monitoring and controlling mechanical/electrical equipment. Through increasing industrial and technological advances, the control components of BAS are becoming increasingly interconnected. Along with potential benefits, integration also introduces new attack vectors, which tremendous increases safety and security risks in the control system. Historically, BAS lacks security design and relies on physical isolation and "security through obscurity". These methods are unacceptable with the "smart building" technologies.
