The Eitc’S Fall And The Opium Wars, Charles Barrett
The Eitc’S Fall And The Opium Wars, Charles Barrett
Student Works
The East India Trading Company (EITC) was one of the first companies to establish a monopoly over goods traded around the world. The EITC spread goods that were typically only found where they originated, such as tea, spices, and opium.
The Chinese had access to poppy before the EITC began importing it, and when China levied a ban on opium being imported China, the EITC ignored it and continued to profit off China’s opium addiction. The EITC, and Britain, saw the ban, and the actions taken by China to enforce the ban, as an act of war and reacted as …

These eye-catching headlines are just a sample of the headlines that have dominated the news recently. So the secret is out. The Internet can no longer be seen as a utopian place where everyone is equal and freedom is the status quo. Not everything that has to do with technology is simply a “technical” issue. “The technical is political.” There are always values and politics involved in the structure, design and architecture of technology; put differently, these issues are socio-technical and have a deep effect on what sorts of citizens we become.

Stories of Andrews: Gabriela Melgar
About six years ago a student found her way into my office at Campus Ministries. As she walked in, I was immediately impressed by her sincerity and unassuming confidence. She and her friends, leading a group called “Makarios,” hoped to infuse Hispanic churches with their music ministry. Wow! I was inspired by their sense of mission and desire to shift from passive participants in a resource-rich environment to proactive leaders bringing the treasure of their time and talent. Gabi struck me as an able leader who had a heart for helping people. There was more …
Goat Boy Legend, Elise Teichert
Goat Boy Legend, Elise Teichert
USU Student Folklore Fieldwork
Back in Orangeville, a long time ago, there was a little baby who was abandoned by his parents on a goat farm. No one really knows why they left him, other than they didn’t want him. Must have been an ugly kid. The goat farmer found the boy but couldn’t take care of him, so he left him to live with the goats. The boy grew up with the goats but started changing as he got older. I don’t think he ever learned to speak, just make “baaaaaing” noises like the goats. He started to get really hairy, grow hooves …

Demand And Risk Management Analysis Of Rainfall Index Insurance, Ashlee Carlson
Demand And Risk Management Analysis Of Rainfall Index Insurance, Ashlee Carlson
Department of Agricultural Economics: Dissertations, Theses, and Student Research
This thesis has two research chapters regarding the government provided Rainfall Index Insurance for Pasture, Rangeland, and Forage (RI-PRF). In the first chapter, we empirically examined whether charity hazard exists between Rainfall Index Insurance (RI-PRF) and government mandated Livestock Forage Program by estimating the demand for RI-PRF. Evidence was found that lagged LFP payments significantly increase the marginal effects of participating in RI-PRF in three of the five states and in the combined model. These results support the opposite of charity hazard where LFP payments improve the probability of purchasing RI-PRF. In our other models, the results provide evidence in …
Medication Reconciliation Completed By Pharmacy On Admission From The Ed, Lauren Humiston, Rachael Duncan, Nancy J. Fry
Medication Reconciliation Completed By Pharmacy On Admission From The Ed, Lauren Humiston, Rachael Duncan, Nancy J. Fry
General Submissions: Presentations (Oral and Poster)
Purpose: Medication reconciliation should be performed at all transitions of care according to the Institute for Healthcare Improvement and AHRQ Patient Safety Network. A recent systematic review on errors in medication history at admission estimated that 54-67% of all admitted patients have at least one discrepancy between the medication history obtained by the admitting clinicians and the actual preadmission regimen and that, in 27-59% of those cases, such discrepancies have the potential to cause harm. This project aimed to assess the accuracy of a newly implemented pharmacy-driven admission medication reconciliation service based in the ED.

Using The Ebp Sepsis Bundle To Decrease Ed Mortality, Mary Kate Dilts Skaggs, Angela J. Hodge
General Submissions: Presentations (Oral and Poster)
Purpose: Sepsis is the leading cause of death in non-coronary intensive care units and the tenth leading cause of death in the United States overall. One in one-hundred eighty five Americans were expected to be hospitalized in 2015 with sepsis. Sepsis is the most costly inpatient hospital condition with annual cost in 2011 estimated at 23.3 billion dollars. The ED has the opportunity to impact sepsis care as 57% of the patients are admitted in our ED. Timely treatment is critical. The purpose of this project, as challenged by The Ohio Hospital Association, was to decrease the incidence and mortality …
Sexual Assault Kit Collection In The Emergency Department, Cher Durham, Jennifer Farmer
Sexual Assault Kit Collection In The Emergency Department, Cher Durham, Jennifer Farmer
General Submissions: Presentations (Oral and Poster)
Purpose: Traditionally emergency department nurses have received little to no training on collection of forensic evidence and care of the victim of sexual assault. While it is best practice for SANE (sexual assault nurse examiners) to facilitate care for this patient populaion in the emergency department setting, many communities lack these expert nurses. In these communities the responsibility of evidence collection and care of a sexual assault victim falls on the emergency department nurse. Historically care given by nurses without specialty training has left victims of sexual assault feeling re-victimized.

Implementation Of An Opioid Reduction Protocol Utilizing Alternatives For The Treatment Of Pain In The Emergency Department Of A Level 1 Trauma Center, Rachael Duncan, Nancy J. Fry, Michelle Maguire
General Submissions: Presentations (Oral and Poster)
Purpose: Pain is the number one reason for emergency department visits in the United States. Many ED physicians find it quick and effective to prescribe opioids for patients that present complaining of pain. In many cases, opioids may be ineffective and do greater harm by contributing to abuse. By using an opioid-free, multimodal treatment approach to pain management, participants hoped to better control pain in patients entering the ED, as well as decrease the use of opioids in a population at high risk for abuse and misuse.
Design: This is a pre- and post- implementation analysis of an opioid reduction …

Sustainability Of Change: Evaluating Febrile Neutropenia Process In Pediatric Setting, Jennifer Childress, Kelly Asher, Angela Jones, Amber King, Lisa Maloney, Kathy Monroe, Stephanie Thompson
General Submissions: Presentations (Oral and Poster)
Purpose: Febrile neutropenia is considered an oncologic emergency. It has been shown that decreasing the door-to-antibiotic time for this population positively effects patient outcomes. A pathway was created to improve time to antibiotics (TTA) in a pediatric ED and this project evaluated efforts to sustain this quality improvement initiative.
Design: A quality improvement project including a multi-disciplinary team evaluating data, staff perceptions, and brainstorming innovative ways to sustain change.
Setting: 53-bed level 1 urban pediatric trauma center with approximately 72,000 visits annually.
Participants/Subjects: Immunosuppressed patients of any age, with oncologic/hematologic suppression were included. Transplant patients were excluded. In 2016, we …

A Split-Flow Model For Ed Level 3 Patients, Brooke Cabello, Berta Ruscio, Ami Patel, Tony Woodard, Phyllis Tipton
General Submissions: Presentations (Oral and Poster)
Purpose: Prolonged wait times and length of stays have inundated Emergency Departments(ED) across the nation. Our ED has struggled with these same hurdles over the past few years. Specifically, patients that are assigned emergency severity index (ESI) level 3 have overwhelmed our department by increasing wait times and length of stays (LOS). Therefore, the purpose of this project was to implement a method to decrease the level 3 emergency department discharged patients' LOS. A secondary purpose was to reduce our left without being seen (LWBS) level 3 patients.
Design: This is a quality improvement project that was conducted over a …

Bridge To Practice: Connecting Online Courses With Institutional Practice, Megan Mikula
Bridge To Practice: Connecting Online Courses With Institutional Practice, Megan Mikula
General Submissions: Presentations (Oral and Poster)
Online instruction is an established teaching method in academia and an emerging format utilized by Nursing Professional Development practitioners in the hospital setting. Commercially available online courses have wide appeal, but they cannot address specific institutional policies, procedures, practices and their relation to the general content of the course nor can the online course provide hands-on training. Thus a gap between theory and practice is formed. "Bridge to Practice" (BTP) classes were developed to close the gap between online content and the application of the course principles within an institution. In-person classes provided an opportunity to dialogue and reinforce best …

Cytochrome B5 Protects Photoreceptors From Light Stress-Induced Lipid Peroxidation And Retinal Degeneration, Xinping Chen, Hana Hall, Jeffrey P. Simpson, Walter D. Leon-Salas, Donald F. Ready, Vikki M. Weake
Department of Biochemistry Faculty Publications
Lipid peroxides are generated by oxidative stress in cells, and contribute to ageing and neurodegenerative disease. The eye is at special risk for lipid peroxidation because photoreceptors possess amplified sensory membranes rich in peroxidation-susceptible polyunsaturated fatty acids. Light-induced lipid peroxidation in the retina contributes to retinal degeneration, and lipid peroxidation has been implicated in the progression of age-associated ocular diseases such as age-related macular degeneration (AMD). Here, we show that exposing Drosophila melanogaster to strong blue light induces oxidative stress including lipid peroxidation that results in retinal degeneration. Surprisingly, very young flies are resilient to this acute light stress, suggesting …

Slave To The Algorithm? Why A 'Right To An Explanation' Is Probably Not The Remedy You Are Looking For, Lilian Edwards, Michael Veale
Duke Law & Technology Review
Algorithms, particularly machine learning (ML) algorithms, are increasingly important to individuals’ lives, but have caused a range of concerns revolving mainly around unfairness, discrimination and opacity. Transparency in the form of a “right to an explanation” has emerged as a compellingly attractive remedy since it intuitively promises to open the algorithmic “black box” to promote challenge, redress, and hopefully heightened accountability. Amidst the general furore over algorithmic bias we describe, any remedy in a storm has looked attractive. However, we argue that a right to an explanation in the EU General Data Protection Regulation (GDPR) is unlikely to present a …
