Contest And Concordance: Hewillnotdivide.Us And Challenges To Resistant Discourses In Performance Art, Alex Lockwood
Kaleidoscope: A Graduate Journal of Qualitative Communication Research
In my response to this year’s special call (of overcoming divisive discourses), I examine the case of LaBeouf, Rönkkö, and Turner’s HEWILLNOTDIVIDE.US art installation, and the discourses that have emerged in response to this piece in the months since its opening. After identifying five discourses that seem to compete over the meanings and intent of the installation, I examine the ways in which these discourses might become more openly engaged in dialogic and transgressive encounters through an application of applied Bataillean abjection.

All Maxine Goodman Levin School of Urban Affairs Publications
Criminal Activity Nuisance Ordinances (CANOs) are local laws found in thousands of cities throughout the country which penalize property owners if repeated incidents of criminal activity related to their property occur over a set period of time (typically, 12 months). Nearly 50 cities in Ohio have CANOs, including more than 20 in Northeast Ohio.
Drawing on extensive public records from a sample of Northeast Ohio cities, this report offers a snapshot of CANOs and how they are being used.
• CANOs disproportionately impact renters, people using housing vouchers, and people of color.
• Race and class stereotypes surface in public …

Conclusion
By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community favorably on its social dimensions: as friendly, trusting and supportive. Most rural Nebraskans say it would be difficult to leave their community and have a positive attachment to their community. And, most rural Nebraskans disagree that their community is powerless to control its future.
Across all years of this study, rural Nebraskans’ views about the change in their community have generally been positive. The proportion believing their community has changed for the better during the past year has usually been greater than …

Maine Law Review
The George W. Bush administration responded to the terrorist attacks of September 11th with far-reaching assertions of a vast commander-in-chief power that it has often insisted is substantially free of effective judicial or legislative checks. As Scott Shane wrote in the December 17, 2005 edition of the New York Times, "[f]rom the Government's detention of [American citizens with no or severely limited access to courts, and none to attorneys, families, or friends] as [alleged] 'enemy combatants' to the just disclosed eavesdropping in the United States without court warrants, the administration has relied on an unusually expansive interpretation of the president's …

Constructing Recidivism Risk, Jessica Eaglin
Constructing Recidivism Risk, Jessica Eaglin
AI-DR Collection
Courts increasingly use actuarial—meaning statistically derived—information about a defendant’s likelihood of engaging in criminal behavior in the future at sentencing. This Article examines how developers construct the tools that predict recidivism risk. It exposes the numerous choices that developers make during tool construction with serious consequences to sentencing law and policy. These design decisions require normative judgments concerning accuracy, equality, and the purpose of punishment. Whether and how to address these concerns reflects societal values about the administration of criminal justice more broadly. Currently, developers make these choices in the absence of law, even as they face distinct interests that …

Evaluation Of The 2015 Dod Cyber Strategy: Mild Progress In A Complex And Dynamic Military Domain, Jeffrey L. Caton
Books, Monographs & Collaborative Studies
In 2011, the Department of Defense (DoD) released its Strategy for Operating in Cyberspace, which officially recognized cyberspace as an operational domain akin to the traditional military domains of land, sea, air, and space. This monograph examines the 2015 DoD Cyber Strategy to evaluate how well its five strategic goals and associated implementation objectives define an actionable strategy to achieve three primary missions in cyberspace: defend the DoD network, defend the United States and its interests, and develop cyber capabilities to support military operations. This monograph focuses on events and documents from the period of about 1 year before and …
Weather Communication On Twitter: Identifying Popular Content And Optimal Warning Format Via Case Studies And A Survey Analysis, Joshua D. Eachus
Weather Communication On Twitter: Identifying Popular Content And Optimal Warning Format Via Case Studies And A Survey Analysis, Joshua D. Eachus
LSU Doctoral Dissertations
The use of Twitter as a channel for weather information inspires a deeper analysis of key information nodes during episodes of high impact weather, especially local meteorologists. To optimize communication on the channel, it is important to understand what kinds of messages produce exposure and attention among users—which translates to knowledge that could improve the reach of a warning. Literature identifies two key models that well describe the cognitive processing of tweets and warnings. The Protective Action Decision Model (PADM) describes risk perception and the factors that enable or disable one from acting on a warning. Particularly through environmental and …
