Changing Tides In Water Management: Policy Options To Encourage Greater Recycling Of Fracking Wastewater, Romany M. Webb Nov 2017

Changing Tides In Water Management: Policy Options To Encourage Greater Recycling Of Fracking Wastewater, Romany M. Webb

William & Mary Environmental Law and Policy Review

The U.S. has recently experienced a domestic energy renaissance, made possible by technological advances, enabling the development of unconventional oil and gas resources. Vital to this development is hydraulic fracturing (“fracking”), whereby fluid is injected underground at high pressure to fracture the rock, thereby enabling the flow of oil and gas. Fracking has recently faced growing opposition with many concerned about its environmental impacts, particularly its potential to adversely affect water resources, because fracking uses vast amounts of fresh water that ends up as contaminated wastewater. Most of this wastewater is disposed of through underground injection, resulting in its permanent …

How Much Is “Substantial Evidence” And How Big Is A “Significant Gap”?: The Telecommunications Attorney Full Employment Act, Susan Lorde Martin

William & Mary Business Law Review

The late U.S. Supreme Court Justice Antonin Scalia described the Telecommunications Act of 1996 as “a model of ambiguity or indeed even self-contradiction.” Legal wags have also described the Act as the Telecommunications Attorney Full Employment Act. Twenty years after the Act became law, it is still being interpreted by courts all over the country and costing taxpayers millions of dollars as local governments defend their telecom decisions in lawsuits. The Act’s basic notion was to allow local zoning authorities to maintain their control over their territories with a few new limitations that would encourage cell phone service companies to …

Paradise Lost For Higher Education, Aldemaro Romero Jr.

Publications and Research

One of the most famous poems in English literature is “Paradise Lost” by the British writer John Milton. Originally published in 1667, it deals with the biblical story of the temptation of Adam and Eve by Satan and their expulsion from the garden of Eden.

On November 5, the German newspaper Südeutsche Zeitung revealed a trove of leaked documents from the Bermuda- based law firm Appelby. Those documents show that a large number of individuals – from Queen Elizabeth II to U.S. Commerce Secretary Wilbur Ross, and companies from Apple to Nike – were using what is commonly called “fiscal …

Development Mems Acoustic Emission Sensors, Adrian Enrique Avila Gomez Nov 2017

Development Mems Acoustic Emission Sensors, Adrian Enrique Avila Gomez

USF Tampa Graduate Theses and Dissertations

The purpose of this research is to develop MEMS based acoustic emission sensors for structural health monitoring. Acoustic emission (AE) is a well-established nondestructive testing technique that is typically used to monitor for fatigue cracks in structures, leaks in pressurized systems, damages in composite materials or impacts. This technology can offer a precise evaluation of structural conditions and allow identification of imminent failures or minor failures that can be addressed by planned maintenances routines. AE causes a burst of ultrasonic energy that is measured as high frequency surface vibrations (30 kHz to 1 MHz) generated by transient elastic waves that …

Issues Related To Carbon Dioxide Pipeline Transportation Infrastructure In Louisiana, Michael Allen Layne Iii Nov 2017

Issues Related To Carbon Dioxide Pipeline Transportation Infrastructure In Louisiana, Michael Allen Layne Iii

LSU Master's Theses

There is no single solution to mitigate anthropogenic climate change; a multifaceted approach with economic incentives is needed. Carbon dioxide (CO2) enhanced oil recovery (EOR) is one such solution which provides an economic incentive, in the capture and sale of oil, for sequestering CO2 underground. While carbon capture and subsequent geological injection are both mature technologies, there has been little discussion or appreciation for the role of pipelines. The current CO2 pipeline infrastructure will need to significantly expand in order to accommodate increasing EOR production. However, pipeline construction costs, and institutional factors impacting development, may be …

Making College Presidents More Visible, Aldemaro Romero Jr. Nov 2017

Making College Presidents More Visible, Aldemaro Romero Jr.

Publications and Research

Last week I wrote in this column about the issue of the increasing gap between administrators (mainly presidents) and the faculty. This is an issue that has been going on for decades and does not seem to be resolving by itself. How many institutions of higher education can succeed when their leaders are seen as “missing in action” because they seem to be out of touch with reality?

Presidents of institutions of higher education have been the focus of numerous books, yet their roles are not well understood. That is the result of the sheer number of colleges and universities …
