Essays In Health And Public Economics, Sara Oloomi

In this dissertation, I present three distinct essays in health and public economics. In chapter 2, using Vital Statistics data from National Center for Health Statistics (NCHS) and a Difference in Difference methodology, I investigate the impact of the Paid Family Leave (PFL) of California on birth delay, infant health, and labor market outcomes of mothers after first childbirth. I find that PFL of California reduces birth delay by encouraging women to have their first child earlier. Results are more pronounced for older women who are over the age of 35. This policy also improves infant health by reducing incidence …

City parks provide intrinsic environmental, aesthetic, and recreation benefits to our cities and their inhabitants. Some researchers indicate that City parks serve as places of reduced crime and actually increase the safety of the surrounding area. Other researchers claim that city parks have been seen as contested space. The purpose of this thesis research is to study the relationship between parks and crime or comparing crime types between parks and their cities. Although many want to believe that campuses are safe and free of crime acts, there is a reason for the campus public safety department. Reed College, Lewis and Clark College, and University of Portland all rank as safer schools than Portland State University (PSU) (Niche, 2017). The parking garages and lots in particular have a large number of crimes (Enger, 2016). Using predictive analytics to forecast crime is becoming very popular with large police departments within the last few years. Most people would agree they want to live in a world where every child has what he or she needs to thrive and grow into a healthy and productive adult. It is estimated that 5,000 mentoring programs serve 3,000,000 youth in the United States alone (DuBois, Portillo, Rhodes, Silverthorn, & Valentine, 2011). In many of these programs, a majority of the mentors are matched with a mentee who comes from a culture and community they know very little about. Misuse Of Novel Synthetic Opioids: A Deadly New Trend, Matthew P. Prekupec, Peter A. Mansky, Michael H. Baumann

Novel synthetic opioids (NSOs) include various analogs of fentanyl and newly emerging non-fentanyl compounds. Together with illicitly manufactured fentanyl (IMF), these drugs have caused a recent spike in overdose deaths, whereas deaths from prescription opioids have stabilized. NSOs are used as stand-alone products, as adulterants in heroin, or as constituents of counterfeit prescription medications. During 2015 alone, there were 9580 deaths from synthetic opioids other than methadone. Most of these fatalities were associated with IMF rather than diverted pharmaceutical fentanyl. In opioid overdose cases, where the presence of fentanyl analogs was examined, analogs were implicated in 17% of fatalities. Recent …

For youth from marginalized communities, the pathway into the juvenile justice system occurs against a backdrop of disproportionately high levels of stress, complex trauma, and adverse childhood experiences. Despite overall reductions in the percentage of youth in confinement from recent state-level reforms, the lengths of stay for many youth often exceed evidence-based timelines, as well as a state’s own guidelines and criteria. This occurs despite a large and growing body of empirical research that documents the health status of system-involved youth and the association between incarceration during adolescence and the range of subsequent health and mental health outcomes in adulthood. …

Out Of Ferguson: Misdemeanors, Municipal Courts, Tax Distribution And Constitutional Limitations, Henry Ordower, J. Onésimo Sandoval, Kenneth Warren

The matter of police and municipal courts as revenue producers became increasingly prominent following Michael Brown’s death from a police shooting. This article considers the use of misdemeanors, especially traffic violations, for the purpose of collecting substantial portions of the annual operating budgets in municipalities in St. Louis County, Missouri. The article argues that the revenue raising function of traffic offenses has displaced their public safety and traffic regulation functions. The change in function from public safety to revenue suggests that the governing laws are no longer valid as exercise of policing power but must be reenacted under the taxing …

A Comparison Of Defendants With Mental Illness Represented By Public Defenders And Private Attorneys: An Analysis Of Court-Ordered Pretrial Psychiatric Evaluations, Donald M. Linhorst, P. Ann Dirks-Lindhorst, Susan Mcgraugh, Lauren Choate, Sarah Riley

This study compared the characteristics and court-ordered evaluation questions and responses among 4,430 defendants to determine if differences existed between those represented by public defenders and private attorneys when receiving trial competency or responsibility psychiatric evaluations from a state department of mental health. Defendants represented by public defenders were more likely to be younger, to have less education, to have psychotic disorders, to have a history of inpatient psychiatric treatment, to live in urban or rural counties, and to be jailed at the time of the evaluation.
