Excessive Lethal Force, Melissa Hamilton
Excessive Lethal Force, Melissa Hamilton
Northwestern University Law Review
This Essay considers the use by Dallas police officers of a robot armed with plastic explosives to kill a suspected gunman on a shooting rampage in 2016. In the wake of Dallas, many legal experts in the news maintained that the police action was constitutional. The commentators' consensus was that as long as the police had the right to use lethal force, then the means of that force is irrelevant. This Essay argues the contrary. Under the current state of the constitutional law on the police use of force on a suspected felon, excessive lethal force is a valid consideration. …

Legitimation Strategies In Egyptian Political Discourse: The Case Of Presidential Speeches, Hala Mohammed Said
Legitimation Strategies In Egyptian Political Discourse: The Case Of Presidential Speeches, Hala Mohammed Said
Theses and Dissertations
The aim of this thesis was to explore the use of language in one of the ways in which it manifests symbolic power (Bourdieu, 2001) in discourse and society. This study investigated the semantic-functional (van Leeuwen, 1995, 2007, 2008; van Leeuwen & Wodak, 1999) strategies used by Egyptian political actors to legitimize controversial events within their public discourse. By adopting a critical discourse analysis (CDA) perspective and utilizing van Leeuwen's legitimation framework (van Leeuwen, 2007, 2008), the analysis was performed on two Egyptian political speeches delivered by President Al Sisi. The first speech addressed the Egyptian government's decision to sign …

Practitioners' Views On Service Needs For Justice Involved Youth, Juan C. Llamas, Robin L. Chandler
Practitioners' Views On Service Needs For Justice Involved Youth, Juan C. Llamas, Robin L. Chandler
Electronic Theses, Projects, and Dissertations
The purpose of this study was to assess practitioners’ views of service needs for juveniles involved with the justice system. In the United States, every year there are thousands of youth committed to detention institutions for delinquent acts. As a result, children as young as nine years of age up until adulthood have a difficult time integrating back into the community. In many instances, youth who have been involved with the justice system have a greater likelihood of recidivism due to their inability to adapt to their environment. Further, when youth enter the system, many times they are not receiving …

The study is a qualitative design using interviews that were audio recorded and transcribed for analysis. The study sought to address the relationship between perceptions of mental health and experiences of incarceration and reintegration among formerly incarcerated individuals. The following themes emerged from participant responses: incarceration challenges, mental health stigma, and rehabilitation service accessibility. The findings of this study may contribute to social work practice by providing awareness to the factors impacting ex-offenders’ mental health and interventions needed. The …
Disability Rights And Labor: Is This Conflict Really Necessary?, Samuel R. Bagenstos
Disability Rights And Labor: Is This Conflict Really Necessary?, Samuel R. Bagenstos
Articles
In this Essay, I hope to do two things: First, I try to put the current labor-disability controversy into that broader context. Second, and perhaps more important, I take a position on how disability rights advocates should approach both the current controversy and labor-disability tensions more broadly. As to the narrow dispute over wage-and-hour protections for personal-assistance workers, I argue both that those workers have a compelling normative claim to full FLSA protection—a claim that disability rights advocates should recognize—and that supporting the claim of those workers is pragmatically in the best interests of the disability rights movement. As to …

The Silent Crisis Ii: A Follow-Up Analysis Of Latin@ Participation In City Government Boards, Commissions, And Executive Bodies In Boston And Chelsea, Massachusetts, James Jennings, Jen Douglas, Miren Uriarte
Gastón Institute Publications
This report provides an update on the participation of Latin@s in city government in Chelsea and Boston. Since 2001 several studies have documented a severe underrepresentation of Latin@s in policy-making bodies in government institutions that affect their lives (e.g., Hardy-Fanta, 2002; Uriarte, Jennings, & Douglas, 2014). The Silent Crisis, the 2014 study (Uriarte et al., 2014) commissioned by the Greater Boston Latin@ Network, found significant under-representation of Latin@s in the city governments of Boston, Chelsea, and Somerville. In each of the three cities, the representation of Latin@s in the population far outpaced their role in the municipal governments.

Negotiating Difference: The Roma And European-Ness, Alicja Kubas
Negotiating Difference: The Roma And European-Ness, Alicja Kubas
College of Liberal Arts & Social Sciences Theses and Dissertations
The Roma are considered one of the most marginalized groups in all of Europe. Despite integration policies introduced by the European Union, their status as outsiders has remained consistent throughout the EU's member states. My aim in this thesis is to examine the relationship between the notion of European-ness and the Roma. I argue that the Roma problematize the idea of European-ness because they show that European-ness relies on the presence of a constitutive Other in order to construct itself. In Chapter 2, I analyze European-ness and the ways in which it is constructed. I conclude that European-ness is a …
Testing The Effectiveness Of Mental Health Crisis Intervention Team Training: A Collaborative Partnership Among County Services And Law Enforcement Officers, Peter A. Caro
Electronic Theses, Projects, and Dissertations
The Crisis Intervention Team (CIT) training program is a community partnership that provides education, understanding, interventions, relationships, and protection for responding officers, individuals in crisis and the community. The purpose of this study is to assess the effectiveness of CIT training amongst law enforcement officers in reducing stigmatizing attitudes and opinions on mental illnesses. The study uses a dependent means t-test to test the study participant’s attitudes and opinions on mental illnesses using a pre/post-test survey. A modified version of the Attitudes to Severe Mental Illness Scale was used to measure attitudes, beliefs, and opinions of mental illness. This …
Radio Dispatch Cognitive Abilities And Working Memory, David A. Buitron
Radio Dispatch Cognitive Abilities And Working Memory, David A. Buitron
Electronic Theses, Projects, and Dissertations
Public safety radio dispatchers incontrovertibly have to manage multiple tasks at any given time, from relaying lifesaving information to field units, to simultaneously overseeing several monitors and keeping up with the radio transmissions in a timely manner. Interestingly, however, the underlying cognitive abilities necessitated for performing such tasks have not been thoroughly investigated. To begin understanding the cognitive faculties that underlie dispatching tasks, we gauged cognitive ability measures relevant to dispatcher duties and introduced Working Memory Capacity (WMC) as underlying the differentiation on performance. The four general dispatcher cognitive factors identified by Peace Officer Standards and Training (POST) literature, were …

Investigating The Attitudes Of Graduate Social Work Students Toward Severe And Persistent Mental Illness, Jennifer Nicole Thompson
Electronic Theses, Projects, and Dissertations
Stigma is one of the foremost barriers to effective mental health treatment of consumers. Social workers currently provide the majority of mental health treatment in the United States. Examining levels of stigma present in social work students would be valuable in providing future interventions. A quantitative study was conducted utilizing an online questionnaire. The survey was distributed by the CSUSB Department of Social Work to graduate social work students. Statistical analysis utilizing SPSS software was conducted following data collection. Data analysis indicated that there was no significant difference in the attitudes regardless of exposure to severe mental illness. The findings …

An Evaluation Of U.S. National Wildlife Refuge Planning For Off-Road Vehicle Use, Robert L. Fischman, Vicky J. Meretsky, Katie Freeman, Alexi Lamm, Leah Missik, Scott Salmon
Environment and Society Faculty Publications
Off-road vehicles (hereafter, ORVs) rank high among public-land management challenges because they are popular, often impair environmental conditions, and may cause conflicts with other recreational users. Unit-level planning for federal lands increasingly translates broad, system-wide objectives, such as maintenance of ecological integrity, into place-based limitations on ORV use to minimize and mitigate adverse impacts on wildlife. We reviewed 176 planning documents covering 313 National Wildlife Refuges (hereafter, Refuges) to understand how planning supports or undermines ORV recreation management. These plans offer an important perspective on ORV management because the Refuges are a large, diverse system of conservation lands where recreation …

Characterizing The Impacts Of Contaminants On Fish Embryogenesis And Revealing An Alternate Molecular Mechanism Of Ahr Mediated Cardiac Defects, Corinna Singleman
Dissertations, Theses, and Capstone Projects
There is a long history of damage to natural ecosystems from environmental pollution. Many environmental contaminants are man-made and have been released with abandon over the last 100 years including dioxins, 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD), and polychlorinated biphenyls (PCBs). These chemicals act on similar cellular processes and cause skin lesions, cancer, learning disabilities and reproductive problems in many vertebrates. There are many studies exploring various aspects of TCDD and PCB exposure on model and wild organisms. Few studies however, have compared effects of PCB mixtures on ecosystems to effects of individual PCBs in the lab. The first aim of this thesis is …

Accuracy And Racial Biases Of Recidivism Prediction Instruments, Julia J. Dressel
Accuracy And Racial Biases Of Recidivism Prediction Instruments, Julia J. Dressel
Dartmouth College Undergraduate Theses
Algorithms have recently become prevalent in the criminal justice system. Tools known as recidivism prediction instruments (RPIs) are being used all over the country to assess the likelihood that a criminal defendant will reoffend at some point in the future. In June of 2016, researchers at ProPublica published an analysis claiming an RPI called COMPAS was biased against black defendants. This claim sparked a nation-wide debate as to how fairness of an algorithm should be measured, and exposed the many ways that algorithms are not necessarily fair. Algorithms are used in the criminal justice system because they are regarded as …
Inmate Death In Private And Public Prisons, Alexis Acevedo
Inmate Death In Private And Public Prisons, Alexis Acevedo
Student Theses
Despite the vast body of research on privatization of prisons in the United States, little is known about the relationship between these types of facilities and death in custody. The literature on privatization compares private prisons to public prisons on many factors such as recidivism and cost-benefit analyses. However, there is a gap in the literature regarding death in custody in public and private facilities. This study focuses on both individual and facility level differences in Florida and Texas to explore potential difference in death in custody between public and private prisons. The research focuses on differences in the number …
A Spiny Water Flea Invasion And Effects On The Zooplankton Community In Southern Green Bay, Lake Michigan, Casey Ann Merkle
A Spiny Water Flea Invasion And Effects On The Zooplankton Community In Southern Green Bay, Lake Michigan, Casey Ann Merkle
Lawrence University Honors Projects
The spiny water flea (Bythotrephes longimanus) is an invertebrate aquatic invasive species (AIS) in the Great Lakes that competes with native fish species for zooplankton, perhaps contributing to a decline of fish populations or changes in zooplankton communities in Lake Michigan. Bythotrephes produce two types of eggs, immediately hatching versus resting eggs which are tolerant to harsh conditions and allow for rapid dispersal. We determined Bythotrephes population density and population dynamics in Green Bay during the summer months of 2015 and 2016. Population dynamics were similar at both sites in Green Bay in each year, with peak population …
Understanding The Role Of Driver, Vehicle, Environment, And Policy Factors In Crash Injury Severity Among Older Adults In The United States, Chae Man Lee

What The Proposed Federal Budget Really Means., Aldemaro Romero Jr.
Publications and Research
The proposed 2018 budget by the Trump administration has been presented and now we have a clear picture of the list of programs related to higher education that will be either severely cut or totally eliminated.
Among the programs to be eliminated are the Public-Service Loan-Forgiveness program (which currently helps more than 550,000 students), Stafford Loans (offered to eligible students enrolled in accredited American institutions of higher education to help with their education) and the Supplemental Educational Opportunity Grants (a federal assistance grant for college students with the greatest need for financial aid). It also includes plans to allow the …

Masters Theses
We are in a new era, one that will require the most radical transformation that coastal communities have seen yet. Starting mid 21st century, subsequent generations will be witness to a time in which sea level rise manifests within the urban fabric, not only in the form of storm surges, but also in an increasingly permanent manner within the projected floodplain. Rising tides will create a shift from solid ground plane to a fluctuating one. Encroaching sea levels will bring marine life and hydrologic conditions that the built environment hasn’t been designed or prepared for. Urban circulation, infrastructure and ultimately …

Inhabit The Storm : Emergency Evacuation Route, Anastasiia Isakova
Masters Theses
Today a lot of design research is concentrated on problems of resiliency and performance in conditions of hazardous events, such as sea level rise, hurricanes, tsunamis, cyclones, earthquakes and drought. And while designers, architects and engineers try to convince people to care about these issues, offer building higher seawalls, recreating marshlands, reinforcing shorelines and various ecosystems, they never really address evacuation, which remains a big problem for vulnerable areas prone to cyclical occurrence of natural disasters.
More people die during evacuation - escaping the disaster site, rather than from the disaster itself; more people die because of the consequences of …
