Financing Natural Infrastructure For Coastal Flood Damage Reduction, Charles Colgan, Michael W. Beck, Siddharth Narayan

Publications

This paper explores financial tools for investing in natural infrastructure to reduce current and future risks from flooding. The key conclusions are:

1) There is a large and growing pool of funding for natural infrastructure, but the availability is geographically uneven and providing sufficient resources will require significant actions by industry, government, scientists, and communities.

  • There are both public and private sources that can fund natural infrastructure for flood risk reduction. Approaches vary among the U.S., Europe, and international development organizations. For example, funding for natural flood control infrastructure is a byproduct of other purposes in the U.S., but recognized …

Recommendation Of A New Transit Performance Measure In The National Transit Database, Fatemeh Baratian-Ghorghi, Hossein Ahmadianyazdi

Journal of Public Transportation

The frequency of incidents negatively changes public perception with regard to the public safety in transit systems. The level of safety expressed as performance measures, ensures contractors and users that a quality safety level is maintained. Both the private and public sectors in the U.S. annually report accurate data to the National Transit Database (NTD) to be used in assessing the progress of the nation's public transportation systems. Although they must provide both the annual report and monthly reports including Safety and Security data, measures are only grouped into the indicators of efficiency and effectiveness of a system and there …

A Principled Strategy For Addressing The Incarceration Crisis: Redefining Excessive Imprisonment As A Human Rights Abuse, Mirko Bagaric, Sandeep Gopalan, Marissa R. Florio

Cardozo Law Review

In July 2015, Barack Obama became the first sitting U.S. President to visit a U.S. prison. The visit was largely symbolic. What is not symbolic is the reason for the visit. Sentencing policy and practice in the United States is fundamentally broken, to the point that it is an intellectual and normative wasteland. This has resulted in the United States becoming the world's most (gratuitously) punitive country. The imprisonment of over two million Americans is perhaps the most pressing domestic moral issue of our time. Further, the prison system is in a state of crisis due to the unsustainable cost …

Complex Coordinated Terrorist Attack: Considerations For Practical Emergency Preparedness And Resiliency Exercises, Trent Elliott Jun 2017

Complex Coordinated Terrorist Attack: Considerations For Practical Emergency Preparedness And Resiliency Exercises, Trent Elliott

Master of Public Health Program Student Publications

In today’s geopolitical environment, the emergence of religious extremism is becoming more prevalent. Justified as a holy war, jihadists are becoming more brash and calculated in attacking targets to inflict maximum damage and instill the greatest amount of fear. Coordinated, lethal, terrorist attacks against innocent targets; killing indiscriminately is a preferred tactic of extremists. Multiple attacks, coordinated either in proximity or timing, using firearms, explosive devices, or fire to inflict damage and disrupt life is the basis of a Complex Coordinated Terrorist Attack (CCTA).

City and regional emergency response plans should address mitigating efforts to a CCTA. Community strength and …

Hybrid Water Pump, Dylan W. Grant, Wei Chen Yeh Jun 2017

Hybrid Water Pump, Dylan W. Grant, Wei Chen Yeh

Electrical Engineering

This project seeks to use multiple sources to power a water pump. We will design a system which will combine inputs from solar and wind energy production to ensure the pump will have enough power to run. This will create a system powered by clean energy and will be self-sustained once completed. This will theoretically create a more sustainable source of power for the pump than only one of the sources. Because the power sources don’t require outside inputs (aside from sun and wind), the pump can be placed in a remote area. This could be very helpful in developing …

Laboratory Analysis Of Risky Driving At 0.05% And 0.08% Blood Alcohol Concentration, Nicholas A. Van Dyke, Mark T. Fillmore Jun 2017

Laboratory Analysis Of Risky Driving At 0.05% And 0.08% Blood Alcohol Concentration, Nicholas A. Van Dyke, Mark T. Fillmore

Psychology Faculty Publications

Background—The public health costs associated with alcohol-related traffic crashes are a continuing problem for society. One harm reduction strategy has been to employ per se limits for blood alcohol concentrations (BACs) at which drivers can legally operate motor vehicles. This limit is currently 0.08% in all 50 US states. Recently, the National Transportation Safety Board proposed lowering the legal limit to 0.05 % (NTSB, 2013). While research has well-validated the ability of alcohol to impair driving performance and heighten crash-risk at these BACs, relatively little is known about the degree to which alcohol might increase drivers’ risk-taking.

Methods—Risk-taking …

Banning The Box In Missouri: A Statewide Step In The Right Direction, Jessica Chinnadurai Jun 2017

Banning The Box In Missouri: A Statewide Step In The Right Direction, Jessica Chinnadurai

Missouri Law Review

Missouri, like many other states, has evaluated and decided to address employment discrimination that occurs as a result of requiring people with a criminal history to disclose that information during the initial phases of the hiring process. Efforts to eliminate bias have been seen through the “Ban the Box” movement. The movement generally advocates removing the box applicants check if they have a criminal history, opting instead to delay this question for later in the employment process. This Note analyzes the advantages and disadvantages of adopting this legislation and evaluates whether doing so leads to a lower risk of employment …

Pre- And Post- Conviction Dna Collection Laws In The United States: An Analysis Of Proposed Model Statutes, Xiaochen Hu, Mai E. Naito, Rolando V. Del Carmen

Journal of Criminal Justice and Law

DNA is one of the most powerful molecular tools being widely used in criminal investigations today. Pre- and post-conviction DNA collection laws govern when DNA must be collected, where it is stored, and who has access to the information. Currently, all fifty states have post-conviction DNA collection laws, but only thirty states have enacted pre-conviction DNA collection laws. Details of the procedures and requirements in state statutes vary by state. This study analyzes the current statutes to identify strengths and weaknesses and propose a model statute to standardize DNA collection laws nationwide. By using Herbert Packer’s two models for criminal …

Illegal Marijuana Cultivation On Public Lands: Our Federalism On A Very Bad Trip, Hope M. Babcock Jun 2017

Illegal Marijuana Cultivation On Public Lands: Our Federalism On A Very Bad Trip, Hope M. Babcock

Georgetown Law Faculty Publications and Other Works

Fueled by increasing demand for marijuana, illegal cultivation of the drug on public lands is causing massive environmental harm. The federal government lacks the resources to wage what would be a difficult and costly campaign to eradicate these illegal grow sites and instead focuses its limited resources on enforcing the federal marijuana ban. Marijuana decriminalization might allow legally grown marijuana to squeeze out its illegal counterpart, but the political likelihood of decriminalization is low. The key is reducing demand for the illegal drug by changing public buying preferences. However, doing this depends on an available legal alternative. This Article discusses …

Education Policy And Newspapers: A Critical Discourse Analysis, Jumana Khalifeh Jun 2017

Education Policy And Newspapers: A Critical Discourse Analysis, Jumana Khalifeh

College of Education Theses and Dissertations

This study examined the discursive framing of school closings as promoted by both the Educational Facilities Master Plan published by Chicago Public Schools in 2013 and the discourse of newspaper articles in the Chicago Tribune, Chicago Sun Times, and Catalyst Chicago. A critical discourse analysis approach as both theory and method allowed for better understanding of the political nature of social goods and uncovered relations of authority and power in the use of language in these texts. This study revealed the complicated nature of the interplay of neoliberalism, education policy, and the media in the form of newspapers; therefore, it …

The New Unconstitutionality Of Juvenile Sex Offender Registration: Suspending The Presumption Of Constitutionality For Laws That Burden Juvenile Offenders, Spencer Klein Jun 2017

The New Unconstitutionality Of Juvenile Sex Offender Registration: Suspending The Presumption Of Constitutionality For Laws That Burden Juvenile Offenders, Spencer Klein

Michigan Law Review

In Smith v. Doe, the Supreme Court held that Alaska’s sex offender registration and notification statute did not constitute punishment and was therefore not susceptible to challenge under the Ex Post Facto Clause. In reaching that conclusion, the Court looked to the seven factors articulated in Kennedy v. Mendoza-Martinez. To evaluate those factors, the Court applied a presumption of constitutionality, conducting the sort of narrow factual inquiry characteristic of rational basis review. Since Smith, courts have disagreed as to whether sex offender laws are punitive when applied to juveniles, and the Supreme Court has not yet addressed …

Excessive Lethal Force, Melissa Hamilton Jun 2017

Excessive Lethal Force, Melissa Hamilton

Northwestern University Law Review

This Essay considers the use by Dallas police officers of a robot armed with plastic explosives to kill a suspected gunman on a shooting rampage in 2016. In the wake of Dallas, many legal experts in the news maintained that the police action was constitutional. The commentators' consensus was that as long as the police had the right to use lethal force, then the means of that force is irrelevant. This Essay argues the contrary. Under the current state of the constitutional law on the police use of force on a suspected felon, excessive lethal force is a valid consideration. …
