Minimal Success: The Consequences Of Mandatory Minimums In Youth Sentencing, Maya Chrobot
Fordham Law Review
In New York State, children as young as thirteen can be processed as adults and sentenced to mandatory minimum sentences. Mandatory minimum sentences require judges to sentence the defendant to a statutorily set minimum term of imprisonment. Practitioners, judges, and researchers question the efficacy of mandatory minimum sentences, finding that they are ineffective at deterring crime, decreasing bias in sentencing, and increasing community safety. Additionally, there is clear evidence about the damaging effects of incarceration on young adults. Instead of functioning as rehabilitative punishment, incarceration leads young adults to experience poor mental and physical health outcomes upon release, and they …

Arbitrary and capricious review under the Administrative Procedure Act (APA) operates as an important agency-accountability tool when invoked as intended. But the recent U.S. Supreme Court case Department of Homeland Security v. Regents of the University of California and subsequent lower federal court cases have opened the floodgates to a more searching and potentially activist review. In Regents, the Court held that the administration of President Donald J. ‘They’Re Squeezing Us Like An Accordion’:Assessing The Information Environment Of Working-Class Residents Of Dublin’S North Inner City, Stephanie Costello

This article assesses the communication environment of the north inner city of Dublin, an area characterised by entrenched disadvantage, rapid demographic change, and neoliberal urban renewal. Findings were produced from a ten-week engagement journalism project involving the Dublin Inquirer, various community groups, and working-class residents. Using Communication Infrastructure Theory (CIT), the study draws on focus groups, participant observation, and interviews to assess local storytelling networks in the context of the project. The findings reveal a fractured communication action context (CAC), where safety concerns, transient populations, litter, lack of public space, and negative national media portrayals constrain residents' ability to connect …

This paper examines the issue of gun control in the United States by analyzing the relationship between firearm accessibility and gun‑related crime, including homicide, suicide, and accidental deaths. Drawing on historical examples, scholarly research, legal cases, and public opinion data, the paper argues that restricting access to firearms can significantly reduce gun‑related violence. It explores how firearms often fall into unauthorized hands, the role of mental health and impulsivity in violent outcomes, and the disproportionate risks firearms pose in racially charged environments. This article highlights a recent trend towards claimants seeking, and courts awarding, punitive damages in contract cases predicated on a breach of contract in conjunction with an “independent actionable wrong”—a requirement since the Supreme Court’s decision in Whiten v. Pilot Insurance—in the form of a breach of the duty of honest performance (DHP) or the duty to exercise contractual discretion in good faith (DCDGF). Executive Summary
Florida's emergency medical services system depends on a reliable pipeline of well- trained EMTs and paramedics. National Registry of Emergency Medical Technicians (NREMT) first-attempt pass rates serve as a critical benchmark for program quality and workforce readiness. Florida has consistently underperformed relative to national averages, particularly at the paramedic level, raising concerns about the quality and consistency of EMS education statewide and its implications for workforce readiness and public safety.
In 2024, Florida's paramedic programs achieved a 59.9% first-attempt pass rate, nearly 18 percentage points below the national average of 77.9%. This gap represents more than a testing …

Missouri has approached abortion policy in a post-Dobbs world, in an interesting way. As one of the states with a trigger law in effect, following the overturning of Roe v. Wade (1973), abortions were banned in Missouri except in very few cases. Just two years later, a constitutional amendment, Amendment 3, was added to the 2024 general election ballot to restore the right to abortion. This paper explores the results of two exit polls administered on Election Day 2022 and 2024, asking voters in Maryville, Missouri, their opinions about abortion. Landslides are a widespread and complex geologic hazard that affects people and infrastructure. The Kentucky River Area Development District, Kentucky, sustains relatively high landslide activity that impacts several municipalities in eastern Kentucky. This hazard mitigation planning project outlines landslide hazard and risk assessments for the Kentucky River Area Development District, with information needed for each community in the region to develop mitigation strategies that will support infrastructure and development needs, land-use planning, situational awareness, and response and recovery actions for the communities.

The purpose of this study was to see if bystanders reacting (versus not reacting) and the presence (versus no presence) of a public crime post, on a college campus, affected student participants' intent to report a crime. We hypothesized that if bystanders responded to the crime, and if there is a public post about crime reporting, then participants would be more likely to intend to report the crime. The White House recently announced its vision of artificial intelligence (AI) policy: AI development is a race and America must win it. To that end, a new America's AI Action Plan directs federal agencies and states to remove regulatory barriers to AI development and accelerate innovation. This approach leaves limited room for regulatory measures that would address the safety risks of powerful AI systems: their behavior in novel domains remains unpredictable, their decision-making opaqueness, and their alignment with human values is uncertain. This Article explores the growing yet underexamined role of the commercial cyber insurance market in shaping the United States' approach to cybersecurity readiness. It argues that, as cyber threats against U.S. critical infrastructure and essential services increase, commercial cyber insurance has quietly come to function as a de facto governance tool in national cybersecurity. In hospitals, water and energy systems, and other public-facing sectors, policy language, underwriting questionnaires, and post-breach claims practices help define what counts as "reasonable" security, influence how organizations plan for and respond to incidents, and affect the pace and scope of recovery after an attack. Common-mode current is a critical diagnostic parameter for predicting radiated electromagnetic emissions in variable-frequency drives (VFDs). At Danfoss, these measurements have traditionally been performed manually by sliding a current transformer along a mains cable—an approach that is slow, operator-dependent, and prone to inconsistent sensor positioning. Media portrayals of Venezuelan immigrants1 in the United States have been studied extensively. However, less scholarly attention has addressed how countries—particularly Trinidad & Tobago and Mexico—frame and portray Venezuelan migrants in news coverage. Arguably, narratives of migrants significantly shape public understanding and influence political rhetoric and policy outcomes, as such a significant research gap exists. This Note examines structural weaknesses in the Privacy Act of 1974 and argues that the statute no longer provides meaningful safeguards for personal information held by federal agencies. Enacted in the aftermath of the Watergate scandal, the Act was designed to ensure transparency, accountability, and individual control over government recordkeeping systems. However, two core features—the routine-use exception and the Act’s narrow remedial structure—have undermined these protections. The routine-use provision permits agencies to disclose personal records without individualized consent so long as the disclosure is deemed “compatible” with the purpose of collection and published in the Federal Register, a form of …

Artificial intelligence, a new phenomena embedding itself in every aspect of public life, is advancing at unprecedented rates with potentially catastrophic consequences. While fragmented and reaction regulation frameworks are currently in place, based primarily on tort cases, this paper calls for a hybrid regulatory solution that combines federal administrative law and streamlined international policy. This paper assesses proposed regulatory solutions - tort law, an industry-drafted “AI Constitution,” a Communications Decency Act-style immunity framework, a domestic federal agency, and an international regulatory body. This Note examines geofence warrants and their ongoing threat to constitutionally protected rights such as privacy, speech, and assembly. Part I will provide background information on geofence warrants and examine the prominent justifications for the use of the warrants. Part II will examine how law enforcement’s use of geofence warrants threatens citizens’ constitutionally protected fundamental rights like privacy and reproductive rights. In Georgia, a thirteen-year-old child convicted of homicide can be sentenced to die in prison. While most states have retreated from juvenile life without parole, abolishing it through legislation or judicial decision, Georgia has moved in the opposite direction, becoming the nation’s leader in imposing the sentence. A sequence of Supreme Court decisions—four expanding protections and one dismantling them—has produced a volatile legal landscape in which the possibility of relief has been extended and withdrawn.
