Synthesis And Biological Evaluation Of Fluorescein-Tagged Carborane For Boron Neutron Capture Therapy (Bnct), Lucas A. Kuzmanic Dec 2016

Synthesis And Biological Evaluation Of Fluorescein-Tagged Carborane For Boron Neutron Capture Therapy (Bnct), Lucas A. Kuzmanic

Honors Capstones

Boron Neutron Capture Therapy (BNCT) is a bimodal cancer treatment that involves killing cancer cells through a nuclear reaction of two nontoxic species, boron-10 (10B) and thermal neutrons. There are currently only two FDA-approved drugs for this promising area of cancer therapy, so present research focuses on the synthesis of novel compounds with high boron content as well as methods for their delivery into the tumor cell. A fluorescent tag can allow the observation of the delivery vehicle’s uptake during biodistribution studies. Accordingly, fluorescein was conjugated with iodinated 1-methyl-o-carborane and characterized using Fourier-transform infrared spectroscopy (FTIR), nuclear magnetic resonance spectroscopy …

Free Speech Matters: The Roberts Court And The First Amendment, Joel M. Gora Dec 2016

Free Speech Matters: The Roberts Court And The First Amendment, Joel M. Gora

Journal of Law and Policy

This article contends that the Roberts Court, in the period from 2006 to 2016, arguably became the most speech-protective Supreme Court in memory. In a series of wide-ranging First Amendment decisions, the Court sounded and strengthened classic free speech themes and principles. Taken together, the Roberts Court’s decisions have left free speech rights much stronger than they were found.

Those themes and principles include a strong libertarian distrust of government regulation of speech and presumption in favor of letting people control speech, a consistent refusal to fashion new “non-speech” categories, a reluctance to “balance” free speech away against governmental interests, …

Cellphones And The Fourth Amendment: Why Cellphone Users Have A Reasonable Expectation Of Privacy In Their Location Information, Paul Cividanes Dec 2016

Cellphones And The Fourth Amendment: Why Cellphone Users Have A Reasonable Expectation Of Privacy In Their Location Information, Paul Cividanes

Journal of Law and Policy

The Fourth Amendment, which affords individuals protection from unreasonable searches and seizures, was ratified over two hundred years ago. As such, it was impossible for the Amendment’s framers to conceive the technologies that exist today. As technology progresses, courts are often faced with the task of deciding how the Fourth Amendment should apply in the modern world. As Fourth Amendment jurisprudence has developed, the Supreme Court has originated tests and doctrines for courts to use when hearing Fourth Amendment challenges to government action. One such test, the ‘reasonable expectation of privacy’ test, looks to see whether an individual has a …

Closing The Training Feedback Loop In A Research Environment, Graham Scott Holt Dec 2016

Closing The Training Feedback Loop In A Research Environment, Graham Scott Holt

Instructional Design Capstones Collection

Due to predictable and expected staff turnover, the Nelson lab is in a state of constant training. In order to detect areas in which training improvement efforts would be best spent, a needs assessment consisting of stakeholder interviews and digitally administered lab member surveys was conducted. Analysis of the interview and survey data revealed a number of problems, including a difficult to navigate documentation system and a failure to iteratively improve upon training materials.

The following goal was set forth: Lab members should be able to make incremental improvements to training materials through the capture and integration of feedback into …

Implementation Of The Array-Based Approach For The Evaluation Of Randomness Of The Advanced Encryption Standard (Aes), Hanadi Yahia Alomari Dec 2016

Implementation Of The Array-Based Approach For The Evaluation Of Randomness Of The Advanced Encryption Standard (Aes), Hanadi Yahia Alomari

Theses

Randomness is critical when it comes to cryptography. When a cryptographic system has randomness in it, it is impossible to decrypt the codes and break the system. To evaluate a cryptographic function’s randomness, many statistical tests were developed such as: Diehard and ENT, but these tests are not well suited for block ciphers. CryptoStat is the best statistical test suite to test the randomness of the Advanced Encryption Standard or AES, which is a block cipher established by NIST, the National Institute of Standard and Technology. An array based approach is also used to apply the CryptoStat test suite on …

Co-Developing Drugs With Indigenous Communities: Lessons From Peruvian Law And The Ayahuasca Patent Dispute, Daniel S. Sem

Richmond Journal of Law & Technology

This paper will examine the issues surrounding the codevelopment of drugs derived from traditional medicines used by indigenous peoples in Amazonia, with a focus on Peru. In particular, this paper will explore what national, regional and international legal structures are in place to protect the interests of indigenous peoples, while at the same time providing medical benefit to the world. This issue is explored in the context of Peruvian, U.S., and international treaties – especially the TRIPS agreement, the Andean Community, sui generis protections, and the US-Peru Trade Promotion Agreement.

A Grand Unified Model For Liganded Gold Clusters, Wen Wu Xu, Beien Zhu, Xiao Cheng Zeng, Yi Gao Dec 2016

A Grand Unified Model For Liganded Gold Clusters, Wen Wu Xu, Beien Zhu, Xiao Cheng Zeng, Yi Gao

Xiao Cheng Zeng Publications

A grand unified model (GUM) is developed to achieve fundamental understanding of rich structures of all 71 liganded gold clusters reported to date. Inspired by the quark model by which composite particles (for example, protons and neutrons) are formed by combining three quarks (or flavours), here gold atoms are assigned three ‘flavours’ (namely, bottom, middle and top) to represent three possible valence states. The ‘composite particles’ in GUM are categorized into two groups: variants of triangular elementary block Au3(2e) and tetrahedral elementary block Au4(2e), all satisfying the duet rule (2e) of the valence shell, akin to …

Development Of 3d Accelerometer Testing System, Mohammed Abbas Soudai Alsaedi Dec 2016

Development Of 3d Accelerometer Testing System, Mohammed Abbas Soudai Alsaedi

Dissertations and Theses

Accelerometers are used in numerous industries including aircrafts and missile navigations systems, rotary machines, and electronic devices such as tablets, cell phones, and cameras. Accelerometers of different purposes and specifications are being produced in large quantities. The large demand for accelerometers forces the need for accelerometer testing methodology that is more convenient and accurate. Inertial Micro-Electromechanical Systems Accelerometer (MEMS) require a series of tests that include physical stimuli. One of the key challenges is the cost associated with testing. Therefore, the accurate prediction of the sensor functions not only reduces the testing time but also more importantly contributes to reducing …

A Novel Tree Structure For Pattern Matching In Biological Sequences, Anas Al-Okaily Dec 2016

A Novel Tree Structure For Pattern Matching In Biological Sequences, Anas Al-Okaily

Doctoral Dissertations

This dissertation proposes a novel tree structure, Error Tree (ET), to more efficiently solve the Approximate Pattern Matching problem, a fundamental problem in bioinformatics and information retrieval. The problem involves different matching measures such as the Hamming distance, edit distance, and wildcard matching. The input is usually a text of length n over a fixed alphabet of size Σ, a pattern P of length m, and an integer k. The output is those subsequences in the text that are at a distance ≤ k from P by Hamming distance, edit distance, or wildcard matching.

An immediate application …

Introduction; The Past, Present And Future Of Free Speech, Joel M. Gora Dec 2016

Introduction; The Past, Present And Future Of Free Speech, Joel M. Gora

Journal of Law and Policy

This short paper introduces the papers and commentary produced at two significant First Amendment occasions. First was a 40th anniversary celebration of the Supreme Court’s landmark 1976 decision in Buckley v. Valeo, the fountainhead ruling on the intersection between campaign finance restrictions and First Amendment rights. The questions were discussed provocatively by two of the leading players in that decision, James Buckley himself, now a retired United States Circuit Judge, and Ira Glasser, former head of the ACLU who helped organize a strange bedfellows, left-right coalition to challenge the new federal election campaign laws on First Amendment grounds. …

A Landmark Decision Turns Forty: A Conversation On Buckley V. Valeo, Ira Glasser, Nicholas W. Allard, James L. Buckley

Journal of Law and Policy

James Buckley gives a behind the scenes description as to why he thought the Campaign Reform Act of 1974 was suspect, how the case effected his career and how the holding of the Supreme Court has since effected campaign finance law. Remarks first given regarding the Buckley V. Valeo Panel where Dean Nichola`s Allard provided commentary. Included in this commentary, Mr. Glasser explains that similar to other problems that have plagued the United States, campaign finance is a unique issue that requires not only an analysis of what the problem is, but also whether the proposed remedy will solve the …

Where's The Fire?, Burt Neuborne Dec 2016

Where's The Fire?, Burt Neuborne

Journal of Law and Policy

Freedom of speech is priceless, but distressingly fragile. Life, and law, would be much simpler if we could react to free speech's importance and fragility by granting it absolute legal protection. Since, however, absolute protection of speech is not—and should not be—a serious option, we face the legal realist challenge of erecting a First Amendment legal structure capable of providing real-world protection to highly controversial speech, often by weak speakers, without closing the door to government regulation. Given the uncertainty inherent in applying fact-dependent complex rules in protean factual settings, many potential speakers would avoid being drawn into unpredictable and …

Protecting Hatred Preserves Freedom: Why Offensive Expressions Command Constitutional Protection, Andrew P. Napolitano Dec 2016

Protecting Hatred Preserves Freedom: Why Offensive Expressions Command Constitutional Protection, Andrew P. Napolitano

Journal of Law and Policy

The First Amendment is not the guardian of taste. Instead, the U.S. Constitution wholeheartedly protects freedom of thought and expression, even if generated and defined by hatred, as long as that expression does not produce immediate lawless violence. Although free speech may lead to tenuous relationships or uncomfortable debates, it must be defended unconditionally. Too many politicians and lawmakers believe that the freedom of speech protected by the First Amendment attaches only to those ideas and expressions that they approve of; this is not so. This article argues that the Founders intended the First Amendment's free speech principle as a …

Freedom Of Speech And Equality: Do We Have To Choose?, Nadine Strossen Dec 2016

Freedom Of Speech And Equality: Do We Have To Choose?, Nadine Strossen

Journal of Law and Policy

As a lifelong activist on behalf of both equality and free speech, I am convinced, based on actual experience, that these core values are mutually reinforcing, and not, as some have argued, in tension with each other. Moreover, I am convinced that this is true even for offensive or hateful speech that affronts our most cherished beliefs. However, defining hateful or offensive speech is inherently arbitrary and subjective, which raises concerns about what speech should be restricted, and how. Empowering government to punish hateful or offensive expresson necessarily vests officials with enormous discretionary power, which will inevitably lead to arbitrary …
