Purdue Road School
During this presentation members of IN-TIME will highlight the need for coordinated response among all first responders at incident scenes. Through the use of statistics, videos, and real life events, we will reinforce the importance of quickly clearing roadways to restore normal traffic flow and prevent secondary crashes, which often result in serious injuries and deaths.
The use of roundabouts near at-grade railroad crossings has traditionally been shied away from due to the inability to ensure that the tracks can be cleared in advance of a railroad event. The Ohio River Bridges Project incorporated a roundabout interchange near an at-grade …

The “Regulatory Fog” Of Opioid Treatment, Mary E. Wickersham, Stephanie Basey
The “Regulatory Fog” Of Opioid Treatment, Mary E. Wickersham, Stephanie Basey
Journal of Public Management & Social Policy
Over 300,000 Americans depend on opioid treatment programs (OTPs), commonly known as methadone clinics, as the sole source of substances used to reduce their addictive cravings for prescription opioid and heroin. Though considered creatures of the federal regulatory process, OTPs are also regulated by state and local authorities and are required to maintain accreditation. The result of this complex and multi-layered regulation is a focus on rule and process, not on client outcomes or program performance. This research explores the effectiveness of state regulation within the context of “regulatory fog” in which the very regulations intended to standardize provision of …

Out Of Sight, Out Of Mind: A Content Analysis On Media Framing Of Incarceration, Shannon Elise Ardamica-Hall
Communication & Leadership Dissertations and Theses
This thesis uses a content analysis in order to answer the question of how incarceration is framed by popular reality and fictional dramas focused on prisons. Employing a coding system to analyze the episodes of two popular televisions show about incarceration, this study is concerned with how and what content is being presented to the audience and how it is framed. Using Oz and Lock-up as text, the study used Entman’s (1993) four processes of framing communication. It was determined that the information and themes of incarceration in the television programs were unrealistic representations of prisoners, rehabilitation programs within the …

Montana Environmental Information Center V. Montana Department Of Environmental Quality, Hannah R. Seifert
Montana Environmental Information Center V. Montana Department Of Environmental Quality, Hannah R. Seifert
Public Land & Resources Law Review
In MEIC II, the Montana Supreme Court held MEIC’s claims regarding the extent of reclamation required under the MMRA were procedurally barred. In affirming application of issue preclusion to two of MEIC’s three claims, the Court relied on a 2011 district court decision resolving, arguably, identical claims against MEIC. The Court found that, even though MEIC had not raised its statutory argument before, the claim was barred because its consideration would require the court to revisit the previously litigated constitutional issue. Ultimately, the Court upheld the reclamation plan adopted by the DEQ in conjunction with the expansion of an …
