For over a decade, drone delivery has been heralded as the next frontier of commercial transportation and logistics. However, drone delivery companies have been unable to scale their operations. Part of the problem, from the perspective of the companies invested in drone delivery, were federal regulations that in effect prohibited drones from making deliveries. In 2025, following years of effort by industry and allies in Congress to create new rules governing drones, the second Trump Administration proposed a new set of drone regulations pursuant to the FAA Reauthorization Act of 2024. Maritime trade has long constituted a central pillar of economic development, supporting global commerce and cultural exchange. Nevertheless, the maritime environment is inherently hazardous and therefore the protection of human life has consistently constituted and will continue to remain a central priority (Casson, 1995). An instrumental turning point in maritime safety occurred after the sinking of Titanic in 1912, which prompted in 1914 an International Conference dedicated to the protection of human life at sea; which ultimately led to the adoption of the International Convention on Safety of Life at Sea (SOLAS) (Dalaklis, 2017). ในปัจจุบัน สถานการณ์อาชญากรรมรุนแรงที่กระทำโดยเด็กและเยาวชนมีแนวโน้มทวีความรุนแรงและเพิ่มสูงขึ้นอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งในเขตกรุงเทพมหานคร ซึ่งนับเป็นพื้นที่ที่มีอัตราการก่ออาชญากรรมในระดับสูง การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทและหน้าที่ของเจ้าหน้าที่ตำรวจในกระบวนการบังคับใช้กฎหมาย รวมถึงปัญหาและอุปสรรคที่เกิดขึ้นในการปฏิบัติงาน ตลอดจนแนวทางการเพิ่มประสิทธิภาพการบังคับใช้กฎหมายต่อกลุ่มเด็กและเยาวชนผู้กระทำความผิดในคดีอาชญากรรมรุนแรง การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative research) โดยมีเครื่องมือหลักในการเก็บรวบรวมข้อมูล ได้แก่ การสัมภาษณ์เชิงลึก (In-depth interview) กับผู้ให้ข้อมูลสำคัญ (Key informants) จำนวนทั้งสิ้น 13 คน ประกอบด้วย เจ้าหน้าที่ตำรวจ นักจิตวิทยา นักสังคมสงเคราะห์ และพนักงานอัยการ
ผลการวิจัยพบว่า เจ้าหน้าที่ตำรวจมีบทบาทครอบคลุมกระบวนการทุกขั้นตอน ได้แก่ การป้องกันการกระทำความผิดผ่านโครงการและกิจกรรมเชิงรุก การจับกุมโดยใช้มาตรการที่เหมาะสมกับสภาพจิตใจและพัฒนาการของเด็ก การควบคุมตัวในสถานที่แยกจากผู้กระทำความผิดที่เป็นผู้ใหญ่ และการสอบสวนแบบสหวิชาชีพร่วมกับนักจิตวิทยา นักสังคมสงเคราะห์ และพนักงานอัยการ อย่างไรก็ตาม การวิจัยพบปัญหาสำคัญหลายประการ อาทิ ช่องว่างของบทบัญญัติทางกฎหมายที่เปิดโอกาสให้ผู้ใหญ่แสวงหาประโยชน์จากเด็กและเยาวชน ความซับซ้อนของกระบวนการและข้อจำกัดด้านระยะเวลา การขาดสมรรถนะและความเชี่ยวชาญของบุคลากร ภาวะการขาดแคลนกำลังพลเฉพาะทาง เป็นต้น

Dammed If You Do: Should The Government Be Liable For Hurricane Flooding And Other Natural Disasters?, Lior Jacob Strahilevitz

When hurricanes, wildfires, and other natural disasters strike, government officials must make difficult decisions under time pressure and amidst uncertainty over how best to save lives and mitigate the resulting damage to private property. Sometimes landowners who do not second-guess the appropriateness of those decisions made in exigent circumstances nonetheless insist that the government should foot the bill for the resulting destruction. In a 2025 opinion (Ablan) and a 2022 decision (Milton), both involving flooding damage resulting from Hurricane Harvey, the Federal Circuit articulated an expansive vision of government liability under the Takings Clause that can be squared with neither …

Low-light image enhancement is a major challenge in digital imaging, especially in medical imaging, surveillance, and autonomous vision systems. Images captured under poor illumination often appear dark, noisy, and low in contrast, which makes it hard to observe important details. Traditional enhancement methods can improve brightness but usually introduce artifacts or increase noise. Although deep learning methods have shown strong performance, they usually require large datasets, and high computational resources. This creates a need for simpler and more efficient enhancement techniques. This dissertation explores the transformation of police officers into community peace officers by examining the mental and moral conflicts inherent in community engagement and law enforcement. Using scholarly personal narrative (SPN) as my methodology, the study integrates my lived experience as a Black law enforcement officer with broader discussions on race, power, leadership, and institutional culture. Grounded in critical race theory, social justice leadership, and trauma theory, the research investigates how systemic inequities, organizational resistance, and historical trauma influence policing practices and officer identity. The criminal legal system in the United States is plagued by serious and systemic problems. There have been countless efforts at reform over the last many decades that have included changes in what is a crime, how crimes are punished, how prosecutors do their job, and changes in policing. Yet, despite these efforts, problems such as mass incarceration remain deeply embedded. It is easy to be swept up in pessimism when discussing the criminal legal system. Information-intensive activities are reshaping political, social, and economic institutions. As they respond to these shifts, legislators and regulators are embracing information as a regulatory device for tech. Far from limiting themselves to public disclosure, consumer notice, and other traditional mechanisms of fostering transparency and information flows, however, legislators are using other, more nuanced tools to incentivize regulated entities to obtain, generate, and share information.
This Article maps the landscape of the emerging information-based regimes for regulating tech and assesses their conceptual and practical implications. It canvasses an extensive set of recently enacted laws regulating the information economy and shows that, …

Over half a century ago, Hannah Arendt cautioned us to “think what we are doing” when we build new technologies. Engaging with her counsel and a set of historical case studies, this Article frames what it calls exploit machina problems. Exploit machina refers to situations where broken technologies and broken governance combine to irreparably harm the public. In other words, exploit machina involves organizational choices to knowingly leverage technology as part of legally problematic conduct, including various forms of fraud. Desperately Seeking Non-Judgmental Supports: Young People’S Perceptions Of Adult Responses To Technology-Facilitated Harms, Alexa Dodge, Kaitlynn Mendes, Christopher Dietzel, Suzie Dunn

Young people around the world are increasingly impacted by technologyfacilitated harms, yet research shows that teens often do not seek help from adults in their lives to deal with these harms. This article draws data from 25 focus groups with 146 young Canadians (aged 13–18) as they explain why they are reluctant to seek adult help when experiencing technologyfacilitated harms. Young Canadians consistently said that adults speak to them in ways that are judgmental, emotionally reactive, and disempowering. To make them more likely to seek help from adults, young people want adults to avoid scare tactic approaches, listen to their …

In December 2025, Alberta became the second Canadian province to grant its Attorney General statutory immunity from law society discipline. This comment analyzes this amendment to the Legal Profession Act and the rationales and critiques that emerged during the legislative process. It argues that, while some of the critiques were misplaced, the rationales given by the government are problematic in themselves and insufficient to justify the tension between the immunity of the Attorney General to law society discipline and the constitutional principle of the rule of law. True Threats, Public Safety, And Free Speech: An Empirical Analysis Of Counterman's Consequences, Jordan Birnholtz, Matthew B. Kugler
Journal of Criminal Law and Criminology
Many scholars expected the Supreme Court’s Counterman decision to significantly reshape true threat law, undermining public safety while expanding protections for caustic political speech. Counterman required that a speaker consciously disregard a substantial risk that their communications would be viewed as threatening violence to give rise to liability. This created a concern that it would be difficult to convict harassers and stalkers who were, or claimed to be, delusional, and thus unaware of their speech’s likely impact. Scholars also feared the invalidation of some stalking and harassment statutes and increased difficulty in obtaining protective orders, which play a major role …

This qualitative explanatory case study examined how school-based mental health services (SBMHS) are implemented within an elementary school’s Multi-Tiered System of Supports (MTSS). Guided by the Consolidated Framework for Implementation Research (CFIR) and sensemaking theory, the study examined how educators and school-based professionals interpret and enact their roles in supporting student mental health within educational contexts. Data were collected through interviews with five MTSS team members and analyzed using a combination of deductive and inductive coding. Results showed that mental health implementation is not a fully integrated system of supports but rather a process shaped by roles and relationships influenced …

Chicago, Illinois, is home to over 2.7 million individuals living under the supervision of a vast network of over forty thousand cameras integrated into a network of advanced technology run by the Chicago Office of Emergency Management. With little transparency, the City of Chicago has spent hundreds of millions of dollars in the past two decades rapidly expanding the network throughout the city while incorporating new technologies each year, posing substantial privacy risks for the millions of residents unaware of the ever-present eyes on them. Digital twin technology has emerged as a foundational paradigm for enabling real-time monitoring, analysis, and control in Internet of Things (IoT) systems by maintaining virtual representations of physical processes. Its effectiveness, however, critically depends on timely and accurate synchronization between distributed sensing devices and their corresponding digital counterparts. Frequent synchronization improves reconstruction fidelity and system responsiveness but incurs significant communication energy consumption and network latency. In contrast, infrequent synchronization conserves communication resources but can lead to stale or inaccurate digital twin states, particularly in environments with rapidly changing dynamics. This Article examines an underappreciated bias that has long pervaded U.S. legal culture: an exceedingly enthusiastic view of technology and technological progress. It adopts the term “techno-optimism” to describe an asymmetrically positive view of innovation that extols its benefits, minimizes its harms, and elides much of its complexity. The recent rise of more skeptical attitudes toward technology only casts into sharper relief the techno-optimism that has subtly dominated policy debates for decades. As a case study of techno-optimism, this Article scrutinizes patent law, particularly its constitutionally defined objective of promoting technological progress. This White Paper aims to examine the authority of local agencies and institutions in Nevada to enter into cooperative 287(g) agreements with ICE without state approval. Part I provides an overview of the history and structure of 287(g) agreements, including the recent adoption of this cooperative model by four Nevada jurisdictions. The article examines the legislative framework of Ukraine's religious policy under the conditions of martial law caused by the full-scale armed aggression of the Russian Federation. The constitutional foundations of state-confessional relations are analyzed, particularly the provisions of Article 35 of the Constitution of Ukraine on freedom of conscience and religion, as well as Article 64, which provides for the possibility of temporary restrictions on religious rights under martial law. Childhood maltreatment is prevalent in the United States with around 558,899 children being victims of abuse in 2022 (U.S Department of Health & Human Services, 2024). Neglect is the most common form of abuse with around 74 percent of abused children being neglected; however, neglect tends to be the least researched form of abuse. Childhood maltreatment has long-term effects on a person’s mental, physical, and cognitive health. This study examined the spatial distribution of socio-economic vulnerability and accessibility to essential services in Detroit, Michigan, using a Geographic Information Systems (GIS)-based approach. The research aimed to identify areas of greatest concern by integrating socio-economic indicators, including poverty, housing vacancy, income, unemployment, and crime, with spatial measures of access to critical infrastructure such as hospitals, fire stations, police stations, and grocery stores. Both feature-based and raster-based analyses were employed, including buffer and overlay analysis, service area evaluation, Euclidean distance modeling, and multi-criteria suitability analysis.
