Private Prisons And The New Marketplace For Crime, André Douglas Pond Cummings, Adam Lamparello Jun 2016

Private Prisons And The New Marketplace For Crime, André Douglas Pond Cummings, Adam Lamparello

Law Faculty Scholarship

A saner and safer prison policy in the United States begins by ending the scourge of the private prison corporation and returning crime and punishment to public function. We continue by radically reimagining our sentencing policies and reducing them significantly for non-violent crimes. We end the War on Drugs, once and for all, and completely reconfigure our drug and prison policy by legalizing and regulating marijuana use and providing health services to addicts of harder drugs and using prison for only violent drug kingpins and cartel bosses. We stop the current criminalization of immigration in its tracks and block the …

Policy Analysis: Minimum Wage In The Portland Metropolitan Area, Aaron Kaufman Jun 2016

Policy Analysis: Minimum Wage In The Portland Metropolitan Area, Aaron Kaufman

Hatfield Graduate Journal of Public Affairs

Oregon’s current minimum wage of $9.25 per hour is unsustainable as it does not provide adequate nutritional resources or housing for full time employees. Additionally, employers of minimum wage workers often rely on social safety net benefits for their workers which effectively subsidize wages. This creates an unnecessary burden on the taxpayer. Oregon Senate Bill 1532 increases the minimum wage incrementally within Portland’s Metropolitan Area to $14.75 in 2022. This wage provides full time minimum wage workers enough income for adequate nutrition and reasonable housing while reducing reliance on social safety net programs.

Fpga Implementation Of A Realtime Cyclostationary Feature Detector For Ofdm Signals, Sean Hamlin Jun 2016

Fpga Implementation Of A Realtime Cyclostationary Feature Detector For Ofdm Signals, Sean Hamlin

Electrical and Computer Engineering ETDs

The demand for wireless connectivity has prompted regulatory authorities in the United States to investigate spectrum sharing of the DSRC band with U-NII operators. However, DSRC operation has public safety implications, and moreover, time-critical requirements due to the vehicular nature of its application. The field of cognitive radio has identified several sensing techniques for the identification of licensed operators in a given band. This thesis explores cyclostationary detection techniques for primary users. A method will be identified for the detection of the 802.11p OFDM modulation used for DSRC communications. A test statistic will be given that is invariant to the …

Proactive Natural Disaster Recovery And Resilience In The Northeast: Should Governments Exercise Buyout Programs And, If Necessary, Eminent Domain, To Prevent Disaster?, Stellina Napolitano Jun 2016

Proactive Natural Disaster Recovery And Resilience In The Northeast: Should Governments Exercise Buyout Programs And, If Necessary, Eminent Domain, To Prevent Disaster?, Stellina Napolitano

Pace Environmental Law Review

In light of the devastation left behind by the three most recent natural disasters in the northeast region—Hurricane Irene, Tropical Storm Lee, and Superstorm Sandy—local and state governments are now implementing “buyout programs” in order to protect the future of beachfront and flood-prone communities. These programs may not be a perfect solution, so, while positions differ on whether to pursue taking private properties by use of eminent domain, it may be a favorable option in order to attain the ultimate goal of safety and resilience against future disaster. Section II of this paper will analyze the background and impacts that …

Reevaluating Wilderness Classification And Management In The Face Of Climate Change: A Reconsideration Of Values And Ecology, Katherine Fiedler Jun 2016

Reevaluating Wilderness Classification And Management In The Face Of Climate Change: A Reconsideration Of Values And Ecology, Katherine Fiedler

Pace Environmental Law Review

In recognizing that the very nature of wilderness is a human construct, the values sought to be preserved can and should be reevaluated, considering the importance of wilderness in light of climate change and global ecosystem resilience, as well as how wilderness is designated and managed. Furthermore, the values that wilderness provides us will dramatically increase as climate change proceeds. Section II of this article describes the basics of wilderness protection, including the evolution of our relationship with wilderness, the history of the Wilderness Act, and what, how, and why wilderness is protected under the Act. Section III explores how …

Establishment Of Trust And Integrity In Modern Supply Chain From Design To Resign, Ujjwal Guin Jun 2016

Establishment Of Trust And Integrity In Modern Supply Chain From Design To Resign, Ujjwal Guin

Doctoral Dissertations

With the advent of globalization and the resulting horizontal integration, present-day electronic component supply chain has become extremely complex and called for immediate solutions to eliminate counterfeit integrated circuits (ICs). Such counterfeit ICs have raised serious concerns regarding the safety and security of military systems, financial infrastructures, transportation, communication, household appliances, and many more applications. Various types of counterfeit ICs - recycled, remarked, overproduced, out-of-spec/defective, cloned, forged documentation, and tampered - have made the supply chain vulnerable to various attacks. However, due to the lack of efficient detection and avoidance techniques, many more instances of counterfeit ICs evade detection than …

The Relationship Between Religious Tourism And Individual’S Perceptions (A Case Study Of Hazrat Data Ghanj Bakhsh’S Shrine), Ummara Fatima, Sundas Naeem, Farhat Rasool

International Journal of Religious Tourism and Pilgrimage

Tourism as an industry has become one of the rapidly flourishing sectors in the world economy. It has experienced a continual evolution, and expanding ‎diversification over the last few decades. Religious tourism is one of the ancient types of tourism, i.e. travel entirely and intensely motivated for religious reasons. Specifically talking about Pakistan in business and research circles, religious tourism has recently been accepted as a thriving segment. This paper investigates the relationship between religious tourism and individuals’ perceptions at Hazrat Data Ganj Bakhsh's (HDGB) Shrine. For this empirical study, a survey method, primarily of Likert Scales is used. The …
