Characteristics Of Newly-Hired Members Of The New York City Police Department As Predictors Of Subsequent Job Performance, Francis E. Spangenberg
Dissertations, Theses, and Capstone Projects
It would be advantageous for law enforcement agencies if it could be determined which applicants for employment were most likely to provide superior performance over the course of their careers. In order to do this, it is necessary to determine a) what constitutes superior performance by police officers, b) what measurements can be used to record such performance, and c) if there are characteristics known about newly-hired police recruits that can serve as predictors of superior performance over an extended career. This study looked at the career histories of the 1,707 members of the New York City Police Department class …
The Bankruptcy Of Refusing To Hire Persons Who Have Filed Bankruptcy, Terrence Cain
The Bankruptcy Of Refusing To Hire Persons Who Have Filed Bankruptcy, Terrence Cain
Alabama Civil Rights & Civil Liberties Law Review
In 1978, Congress made it illegal for government employers to deny employment to, terminate the employment of, or discriminate with respect to employment against a person who has filed bankruptcy. In 1984, Congress extended this prohibition to private employers by making it illegal for such employers to terminate the employment of, or discriminate with respect to employment against a person who has filed bankruptcy. Under the prevailing view of the law, private employers can refuse to hire a person who has filed bankruptcy solely because that person has filed bankruptcy. Meanwhile, employers have substantially increased their use of credit history …

A “typical” sedan vehicle was instrumented with pressure, inertial (IMU), video, and GPS sensors to fully categorize the on-road conditions during an extended, multi-hour tests at the Allan Hancock EVOC track. The static pressure data sampled over the trunk lid of the test vehicle was processed along with all other pressure and IMU data gathered at the front and center of the test vehicle to build categorical and continuous models of the data using techniques borrowed from computer science and machine learning. These techniques highlighted both expected and unexpected trends in the aerodynamic data as well as indicating it is …

Global Changes, Local Impacts: California's Adaptation Tools Help Its Cities Address Climate Change, Michael R. Boswell, Christopher Read
Focus
The State of California has been changing state-level policies and legislation to prepare for and minimize the impacts of climate change. But how can local governments integrate climate adaptation planning into local policy and practice? Through three-case studies, Boswell and Read discuss how state agencies and the robust set of tools and guidance in the California Adaptation Planning Guide have been helping California communities in climate action planning.

This study outlines work completed as a part of the CRP 463 senior capstone class outlining a new, comprehensive approach to active transportation on the Cal Poly campus. Led by Dr. William Riggs the project assessed the current conditions, identified opportunities and constraints and then developed conceptual options for a campus active transportation plan. In addition to this process the plan involved completion of a draft Bicycle Friendly University application for the Cal Poly campus (included as a supplemental file) and envisioned conceptual design options for various locations on the campus. Key locations evaluated included the Perimeter Road / University …

The Invisibility Of Code Enforcement In Planning Praxis: The Case Of Informal Housing In Southern California, Jake Wegmann, Jonathan P. Bell
The Invisibility Of Code Enforcement In Planning Praxis: The Case Of Informal Housing In Southern California, Jake Wegmann, Jonathan P. Bell
Focus
In this article, Jake Wegmann and Jonathan Pacheco Bell argue that more and better engagement with working class neighborhoods and communities of color are urgent imperatives for the planning profession. Drawing on a survey, interviews, and their professional experiences with the informal housing market in Southern California, they show that, although much of this work is managed by code enforcement officers, the planning profession largely holds code enforcement at arms’ length. Wegmann and Bell show that ending the estrangement between code enforcement and planning would offer numerous benefits including inculcating cultural competence in planners, addressing vexing issues such as housing …

Nebraska Rural Poll
Most rural Nebraskans use their cell phone to access the Internet. Certain groups are more likely than others to use mobile/cellular Internet service: rural Nebraskans with the highest household incomes, who are younger, married, with higher education levels and with management or professional occupations.
Overall, most rural Nebraskans using mobile/cellular Internet service are satisfied with their service. Furthermore, most rural Nebraskans are satisfied with the reliability, speed, customer service, and coverage of their mobile Internet service. However, most rural Nebraskans using mobile Internet service are dissatisfied with the price of their service.
Certain groups have issues with various aspects of …

Judicial Lobbying, J. Jonas Anderson
Judicial Lobbying, J. Jonas Anderson
Washington Law Review
Judges who lobby Congress for legal reform tread into an ethical gray area: lobbying is legally permissible, but generally frowned upon. Currently, there are no legal or ethical constraints on judges speaking publicly regarding proposed legislative changes, only an ill-defined norm against the practice. Scholars have largely dismissed judicial lobbying efforts as the result of haphazard, one-off events, driven by the unique interests, expertise, or ideology of the individual judge involved. According to scholars, there is nothing that should be done—not to mention little that could be done—to restrict judges from lobbying. Judicial lobbying occurs, in large part, when Congress …

Raspberry Pi Radio Scanner Control Web Application, Jackson Marshall Strand
Raspberry Pi Radio Scanner Control Web Application, Jackson Marshall Strand
Computer Science and Software Engineering
In this senior project I design and develop software for the Raspberry Pi which allows the user to listen to and control a scanner radio anywhere in their home. The solution involves utilizing a Raspberry Pi 2 interfaced with the radio, a software package to communicate directly with the radio, and a web app hosting a web client providing the interface for user control. Audio streaming is achieved through the use of FFmpeg. Listening on the client is achieved by using an external software such as Video Lan (VLC) to open the audio stream. We provide an operable proof-of-concept with …
Integration Of Sel Relays To Provide Motor, Transmission Line, And Transformer Protection, Christopher Ewing, Bryce Keefer
Integration Of Sel Relays To Provide Motor, Transmission Line, And Transformer Protection, Christopher Ewing, Bryce Keefer
Electrical Engineering
The objective of this project is to familiarize the performers with the principles of operation of the Schweitzer Engineering Laboratories (SEL) protective relays in both normal and fault conditions. The SEL-587, SEL-311L and SEL-710 microprocessor-based relays are used to provide protection for a system composed of transformers, simulated transmission lines and a 3-phase induction motor. Each of these relays provides protection by sending a trip signal to local breakers upon sensing a fault condition. The SEL-587 provides overcurrent and differential protection for a 3-phase transformer, while the SEL-311L provides differential and distance protection for a transmission line, and negative sequence. …
Exertion Control, Travis Taylor
Exertion Control, Travis Taylor
Electrical Engineering
Current wearable fitness devices give the user after-the-fact fitness data, but little real-time feedback. Exertion Control, a new wearable device, continuously measures the user’s heart rate, creates a heart rate target, and helps the user reach it. This project completes the senior design and master’s thesis requirements and contains two milestones. The senior design product continuously measures the wearer’s heart rate and logs it with a user-friendly interface. This data models the heart’s exertion response and recovery response. The master’s thesis device refines the closed control loop with the user to give them a workout optimized to fit their needs.
Public Assistance Of Police During Criminal Investigations: Russian Experience, Olga B. Semukhina
Public Assistance Of Police During Criminal Investigations: Russian Experience, Olga B. Semukhina
Social and Cultural Sciences Faculty Research and Publications
This study examines the high levels of public unwillingness to assist police in criminal investigations in Russia. Variables of public trust of police, fear of crime, victimization, and prior contact with police are used to explain this phenomenon. Also included in the study are variables of police fear and avoidance of police. The findings suggest that higher levels of distrust in, as well as fear and avoidance of police are strong predictors of citizens’ unwillingness to assist police in Russia. The paper discusses potential implications of these findings for the 2011 police reform in Russia.

A recent Pew Research Center survey revealed that home broadband adoption has plateaued in the United States. In addition, there has been an increase in adults who use a smartphone to access the Internet but do not have traditional broadband service in their home. Given these national trends, how do rural Nebraskans access the Internet? Are they accessing the Internet from their cell phones? Are they subscribing to high-speed Internet services at home? How satisfied are they with their Internet services? How important do they feel Internet access is for various items? This paper provides a detailed analysis of these …

Center for Social and Demographic Research on Aging Publications
Boston’s population of residents age 60 and older is rapidly growing in size as well as racial and ethnic diversity. In response to these demographic features and as a means of assuring Boston’s commitment to current and future older residents, Mayor Martin J. Walsh announced in 2014 that the City of Boston would join the World Health Organization’s Age-Friendly Cities Network, in cooperation with the Massachusetts AARP. Boston’s Age-Friendly Initiative promotes eight domains of age-friendliness: outdoor spaces and buildings, transportation, housing, social participation, respect and social inclusion, civic participation and employment, communication and information, and community supports and health services. …
