Improvised Explosive Devices (IEDs) continue to be a main weapon used by terrorists against coalition forces overseas. This thesis intends to provide methods that can give coalition forces a new perspective on fighting IEDs. We begin by first developing a model of the supply chain terrorists use to develop, emplace and detonate IEDs. Our model contains four states in which IEDs can exist in: construction (C), emplaced (E), detonated (D) and found by coalition forces (F). We also have rate parameters representing the flow rates of IEDs. Over a given period of time, coalition forces can collect data on the …

As space-based imagery-intelligence systems become increasingly complex, processing units are needed that can process the extra data these systems seek to collect. However, the space environment presents a number of threats, such as ambient or malicious radiation, that can damage and otherwise interfere with electronic systems. There is a need, then, for processors that can tolerate radiation-induced faults, and that also have sufficient computational power to handle the large flow of data they encounter. This research investigates one potential solution: a multi-core processor that is radiation-hardened and designed to provide highly parallelized MIMD execution of applicable workloads. A variety of …

According to Presidential Policy Directive 21, increasing resilience of critical infrastructures is not only desired, but United States policy. Communications infrastructures are one such critical infrastructure. The purpose of this research is to develop a methodology for measuring resilience in satellite communication systems for use as a key criterion in the selection and acquisition of new satellite architectures, in accordance with the National Security Space Strategy. The base methodology utilized in this thesis is Extreme Event Modeling implemented through the use of Bi-Level Programming with monotonically nonlinear continuous and mixed integer variables. In the cyber domain, network defenders have traditionally been placed in a reactionary role. Before a defender can act they must wait for an attack to occur and identify the attack. This places the defender at a disadvantage in a cyber attack situation and it is certainly desirable that the defender out maneuver the attacker before the network has been compromised. The ubiquitous nature of economic uncertainty that has plagued the Department of Defense has necessitated the relentless pursuit of cost savings and efficiency improvements. Under the auspices of force development, drawing on resource-based theory, this research analyzed the impact of Logistics Readiness Officer (LRO) human capital, learning culture, and knowledge management on organizational performance as a means to increase competitive advantage. Survey methodology was utilized to garner data with both theoretical and practical implications on LRO force development practices. Towards Reengineering The United States Department Of Defense: A Financial Case For A Functionally-Aligned, Unified Military Structure, Luke R. Stover

This research examined the potential financial and non-financial benefits of working towards reengineering the Department of Defense (DoD) through the adaptation of a functionally-aligned, unified organizational structure. Based on historical analysis of the DoD's current structure, a proposed DoD structure is presented that aligns operational functions under functional corps and support functions under existing defense-wide agencies and field activities. An analysis of overlapping functionality between services provided the basis for quantitative analysis of size-of-force and budget request data for Fiscal Year 2013 (FY2013). Previous work to develop biosensors that can be used to detect organophosphorus compounds (OPCs) has successfully demonstrated the potential application of enzymes encapsulated in peptide-nanotubes (PNTs) enhanced with horseradish peroxidase (HRP) to detect the presence of OPCs in the aqueous and gas phases. In this research, a standardized test method that was applied to evaluate a biosensor fabricated with a single-use electrode, was refined to accommodate a reusable screen printed electrode. Also in this study, butyrylcholinesterase (BChE) enzyme was used in lieu of the acetylcholinesterase (AChE) enzyme applied in earlier studies in an effort to enhance biosensor performance. The Chief of Naval Operations’ (CNO’s) annual Title 10 War Game (also known as Global) conducted at the Naval War College (NWC) has become a primary venue for exploring emerging concepts. This year’s effort is a continuation of the NWC War Gaming Department’s examination of the Air-Sea Battle (ASB) concept. The 2012 Global War Game concluded that current command and control (C2) structures at the operational level of war may be inadequate to effectively execute cross-domain operations as envisioned by the concept. My research project consists of delving through over nine hundred pension records from the files of fifteen African American soldiers who participated in the Civil War. These documents are comprised of general affidavits, witness statements, physicians’ certificates, military enlistment records, marriage certificates, military roll/attendance records, certificates for discharge, and documentation of receipt of or rejection of pension requests. Using these documents I investigated the cases of these soldiers in order to discover why they did or did not receive their military pensions, the length of time the process of attaining their pensions required, and explore the stories of the soldiers …

Women are expanding their numbers and roles in the United States military. This new generation of military women is exposed to unique factors related to their gender that contribute to challenges for psychosocial well-being and optimal performance. In support of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF), researchers have identified unique factors for military women, including increased combat exposure, continued military sexual trauma and harassment, and conflicting dual roles. These factors may create obstacles that inhibit help-seeking behaviors and support for military women, and remain an under-researched topic of study. Vincentian Footprints In China: The Lives, Deaths, And Legacies Of François-Regis Clét, C.M., And Jean-Gabriel Perboyre, C.M., Anthony E. Clark Ph.D.
Vincentian Studies
Francois-Regis Clet and Jean-Gabriel Perboyre were martyred in China in 1820 and 1840 respectively. They were later canonized. Their lives and deaths are recounted and the context of their persecution is provided. They were in violation of Chinese law when they arrived because Western missionaries and Christianity had already been forbidden. Anthony Clark explains why. He also briefly describes Vincentian efforts and influence in China from Jean-Gabriel’s death to today. Thanks to local Chinese in Wuchang, Clark found the saints’ execution site, which had been largely lost to history. He also confirmed the whereabouts of their commemorative gravestones. Red Guards …

As the most dynamic characters within a plot, villains have the ability to initiate change. To demonstrate the effect a villain can have, I have chosen two very different villains of popular culture—Theodora of Oz the Great and Powerful and the Joker of The Dark Knight—because these characters have a wide reach among the American audience. Theodora is a onedimensional villain whose lack of depth fails to prompt the audience to think critically and perpetuates the patriarchal issues portrayed in the film. Local law enforcement is a critical community service, and the expense of maintaining a modern and effective police force can be substantial in relation to local resources. At the same time, military equipment, SWAT teams, and aggressive search and seizure tactics have been called into question by the recurring loss of innocent life and Fourth Amendment concerns attendant to the use of overwhelming force. This work traces the influence that a strand of Protestant Christianity had upon the idea of American Exceptionalism and its effect on the treatment of Native Americans. From Puritans to the Founding Fathers, to expansion into the west, this paper investigates instances where Indians have been forced to assimilate, removed from their homelands or exterminated outright in massacres. It specifically looks at the removal of the Cherokees, the Navajo Long Walk, the Pequot War, the Gnadenhutten Massacre, The Battle at Blue Water Creek and the Sand Creek Massacre

The Future Of The Law Of Armed Conflict: Ostriches, Butterflies, And Nanobots , Eric Talbot Jensen
Michigan Journal of International Law
The historical fact that the law of armed conflict (LOAC) has always lagged behind current methods of warfare does not mean that it always must. This Article will argue that the underlying assumption that law must be reactive is not an intrinsic reality inherent in effective armed conflict governance. Rather, just as military practitioners work steadily to predict new threats and defend against them, LOAC practitioners need to focus on the future of armed conflict and attempt to be proactive in evolving the law to meet future needs.
