Stopping Police In Their Tracks: Protecting Cellular Location Information Privacy In The Twenty-First Century, Stephen Wagner Nov 2014

Stopping Police In Their Tracks: Protecting Cellular Location Information Privacy In The Twenty-First Century, Stephen Wagner

Duke Law & Technology Review

Only a small fraction of law enforcement agencies in the United States obtain a warrant before tracking the cell phones of suspects and persons of interest. This is due, in part, to the fact that courts have struggled to keep pace with a changing technological landscape. Indeed, courts around the country have issued a disparate array of holdings on the issue of warrantless cell phone tracking. This lack of judicial uniformity has led to confusion for both law enforcement agencies and the public alike. In order to protect reasonable expectations of privacy in the twenty-first century, Congress should pass legislation …

It’S Not Easy Going Green: Obstacles To Tree-Planting Programs In East Baltimore, Michael Battaglia, Geoffrey L. Buckley, Michael Galvin, Morgan Grove Nov 2014

It’S Not Easy Going Green: Obstacles To Tree-Planting Programs In East Baltimore, Michael Battaglia, Geoffrey L. Buckley, Michael Galvin, Morgan Grove

Cities and the Environment (CATE)

In 2006, government officials in Baltimore announced plans to double the city’s tree canopy over the next thirty years. While the effort has already produced positive results, many parts of the city still lack trees. In this paper we consider whether two neighborhoods in East Baltimore – Berea and Madison-Eastend – are suitable locations for tree planting. We begin by calculating how much plantable space exists in each neighborhood. We then use interview data to cast light on how residents value the urban forest and whether or not they would support efforts to increase tree canopy in East Baltimore. The …

Patch Or Rebuild: A Comparative Analysis Of Multi-Agency Regime Vs. Single-Agency Regime Within Us Domestic Space Traffic Management Regulation, Susan L. Willshire

Space Traffic Management Conference

It has been suggested that expansion and modification of the current US regulatory regime is sufficient to regulate space traffic. It has also been suggested that a consolidation of the existing fragmented structure into a single agency would be superior. This article provides a detailed pro vs. con comparative analysis of the two approaches as they relate to civil space traffic and commerce. Expanding commercial needs place specific demands on the regulatory next steps and require thoughtful prioritization and coordination of efforts to ensure a successful future regulatory regime that addresses the competing needs of agencies and industry. The proper …
