Health Management and Policy Reports
The Institute of Medicine’s 2012 report on public health financing recommended the convening of expert panels to identify the components and costs of a “minimum package of public health services” that should be available in every U.S. community. The report recommended that this minimum package include a core set of public health programs that target specific, high-priority preventable health problems and risks, along with a set of “foundational public health capabilities” that are deemed necessary to support the successful implementation of public health programs and policies. In response to this recommendation, the Robert Wood Johnson Foundation, in collaboration with the …

This link goes to the Professor Terry’s Lichtenstein lecture, which was on the topic of her recent article about regulatory objectives for the legal profession. For Professor Terry’s scholarship on this topic, see her long article here, a short article here, and the “regulatory objectives” research area section on her personal webpage. As Professor Terry noted in her lecture, t “regulatory objectives movement” can be traced to the adoption of the 2007 UK Legal Services Act. Section 1 of that Act, which was hotly debated, set forth the regulatory objectives that the Act—and its implementation—should achieve. The UK Act was …

Seventy years ago, in West Virginia State Board of Education v. Barnette, the United States Supreme Court eloquently held that the state could not compel public schoolchildren to salute the flag while reciting the Pledge of Allegiance. The decision has been heralded as one of the Court’s most significant free speech cases because it acknowledged expansive protection for freedom of conscience. But recently, the United States Court of Appeals for the Eleventh Circuit held that Barnette’s protection does not extend to college students who challenge their public institution’s curriculum because university enrollment is “voluntary.” The impact of this …

Safely Into The Unknown? A Review Of The Proposals For The Future Of English Heritage, Jamie Larkin
Art Faculty Articles and Research
On the 26th June 2013, plans were announced to split English Heritage - the public body responsible for the protection of England’s historic environment—into two separate organisations. In December 2013, the Department of Culture, Media, and Sport released a consultation document outlining the proposed changed and the justifications for them in greater detail. Under the plans the statutory duties toward heritage that English Heritage currently fulfils will remain under government auspices, while the management of its 400+ properties will be spun off into a self-funded charitable company by 2023. This paper lays out these proposed changes as clearly as possible, …
