Migration Status, Work Conditions And Health Utilization Of Female Sex Workers In Three South African Cities, Marlise Richter, Matthew F. Chersich, Jo Vearey, Benn Sartorius, Marleen Temmerman, Stanley Luchters
Obstetrics and Gynaecology, East Africa
Intersections between migration and sex work are underexplored in southern Africa, a region with high internal and cross-border population mobility, and HIV prevalence. Sex work often constitutes an important livelihood activity for migrant women. In 2010, sex workers trained as interviewers conducted cross-sectional surveys with 1,653 female sex workers in Johannesburg (Hillbrow and Sandton), Rustenburg and Cape Town. Most (85.3 %) sex workers were migrants (1396/1636): 39.0 % (638/1636) internal and 46.3 % (758/1636) cross-border. Cross-border migrants had higher education levels, predominately worked part-time, mainly at indoor venues, and earned more per client than other groups. They, however, had 41 …

Libertarian Separation Of Powers, Aziz Huq
Public Law and Legal Theory Working Papers
The Constitution’s distribution of power among three branches of the federal government is valued because it aims to produce some bundle of valuable social or public goods such as democracy, rights, or welfare. This essay examines the interaction between constitutional structure and those goods a libertarian might pursue. Analyzing the options for both a constitutional designer and a constitutional interpreter, it suggests that first-order preferences over liberty fail to translate into structural design maxims in any mechanical or predictable way.

Faculty White Papers
This report addresses the U.S. Immigration and Customs Enforcement’s (ICE) September 2013 directive concerning the use of segregation and why it does not provide sufficient protection to detainees. It specifically addresses the changes the directive makes in the use of segregation, the identification of individuals with special vulnerabilities, the review process of detainees in segregation, and the reporting procedures required of detention facilities. This report examines previous attempts to implement immigrant detention standards and sheds light on current practices by detention facilities throughout the United States in relation to their use of solitary confinement. It recommends that ICE should strictly …

Physical And Financial Injuries: The Common Fund Doctrine And Its Application Under The Illinois Health Care Services Lien Act, Ayla Ellison
Physical And Financial Injuries: The Common Fund Doctrine And Its Application Under The Illinois Health Care Services Lien Act, Ayla Ellison
Northern Illinois University Law Review
Under the Illinois Health Care Services Lien Act, hospitals and healthcare providers do not directly contribute to plaintiff attorneys' fees in cases where they will benefit from a judgment or settlement. Medical liens allow healthcare providers and healthcare professionals to recoup payment for services they have rendered to an injured patient, and under the current scheme in Illinois, healthcare providers are being unjustly enriched by receiving benefits from settlements and litigation that they did not financially contribute to. The use of the Common Fund Doctrine, with healthcare professional and healthcare provider contribution, will prevent this unjust enrichment from occurring.

The Hour Of The Regions: An Analysis Of The State Of Governance In The European Union, Shaniqua L. Singleton
The Hour Of The Regions: An Analysis Of The State Of Governance In The European Union, Shaniqua L. Singleton
Claremont-UC Undergraduate Research Conference on the European Union
As the European Union (EU) has expanded and delved into new policy areas, the need for cooperation among local, national, and supranational actors has become evident. Scholars have characterized this new wave of EU and regional cooperation as multilevel governance. However, the exact role of regional entities remains a hotly contested issue. This paper analyzes the current state of regional government participation in the EU. I argue that despite its initial fame in the late nineties, multilevel governance is not a viable description of the type of governance seen in today’s EU. Instead, I show that governance in the EU …
