Subsidizing Non-Polluting Goods Vs. Taxing Polluting Goods For Pollution Reduction, Robert S. Main
Scholarship and Professional Work - Business
Pigovian taxes on polluters are politically unpopular, but subsidies for non-polluting sources are politically attractive. This paper presents a linear demand and supply model and numerical example to explore the trade-offs between taxing polluting sources of a good versus subsidizing non-polluting sources of the same good. While the model (along with the associated numerical example) shows the optimality of Pigovian taxes, it also shows how much welfare is reduced if subsidies for nonpolluters are employed instead. Further, it shows the optimal tax, given any level of subsidy and the optimal subsidy, given any level of tax.

Interpreting Near Infrared Hydrogen Line Ratios In T Tauri Stars, Suzan Edwards

In accreting young stars, one of the prominent spectral features in the near-infrared is the Paschen and Brackett series in emission. We examine hydrogen line ratios for 16 classical T Tauri stars from SpeX spectra and assess the trends with veiling and accretion. The observed line ratios are compared with two theoretical models for line formation: (1) Baker & Menzel’s Case B for radiative ionization and recombination and (2) a set of local line excitation calculations designed to replicate the conditions in T Tauri winds and magnetic accretion columns (KF). This Dissertation examines both Central Statistics Office (CSO) published and unpublished demographic evidence from the 2011 and previous censuses, so as to evaluate the 2002 National Spatial Strategy’s (NSS) selection of Gateways and Hub settlements. On its own, population is an incomplete measure of size. However, when used with emerging employment data, a robust methodological time-dynamic centrality model may be constructed based on population and Daytime Working Population (DWP) behaviour and other related and relevant investigations. Neutral No More: Secondary Effects Analysis And The Quiet Demise Of The Content-Neutrality Test, Mark Rienzi, Stuart Buck

When the Supreme Court introduced the “secondary effects” doctrine to allow for zoning of adult businesses, critics fell into two camps. Some, like Justice William Brennan, predicted dire consequences for the First Amendment, particularly if the doctrine was used in political speech cases. Others, like Professor Laurence Tribe, predicted secondary effects analysis would be limited to sexually explicit speech and would not threaten the First Amendment. The modern consensus is that the doctrine has, in fact, been limited to cases about sex.

In the spring of 2012, JPMorgan Chase and Co. (JP Morgan), one of the largest and most profitable banks in the United States, made a $6 billion mistake. The issues all began in London, with a division of JP Morgan known as the Chief Investment Office (CIO). While the CIO’s stated purpose was to use excess deposits to hedge against interest rate risk, it had in fact been responsible for earning approximately $4 billion in profits for JP Morgan over the three previous years. The Massachusetts Bays Program (MBP) contracted with the Urban Harbors Institute (UHI) of the University of Massachusetts Boston to conduct a review of papers, presentations, reports, and other relevant material produced from 1996 (the last CCMP) to present, that might inform the MBP’s update of their Comprehensive Conservation and Management Plan (CCMP). The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The report, FHWA-536, asks agencies to report on four areas of local highway finance: 1) disposition of highway-user revenues; 2) revenues used for roads and streets identified by source and funding type; 3) road …

Although there is no obvious doctrinal connection between the Supreme Court’s Miranda jurisprudence and its Eighth Amendment excessive punishments jurisprudence, the two are deeply connected at the level of methodology. In both areas, the Supreme Court has been criticized for creating “prophylactic” rules that invalidate government actions because they create a mere risk of constitutional violation. In reality, however, both sets of rules deny constitutional protection to a far greater number of individuals with plausible claims of unconstitutional treatment than they protect.

The Samaritans are a group of some 750 indigenous Middle Eastern people, about half of whom live in Holon, a suburb of Tel Aviv, and the other half near Nablus. The Samaritan population is believed to have numbered more than a million in late Roman times, but less than 150 in 1917. The ancestry of the Samaritans has been subject to controversy from late Biblical times to the present. BACKGROUND: In recent years, patient-focused interventions have been introduced aimed at increasing patient involvement in safety-related behaviours. However, patients' attitudes towards these interventions and comfort in participating in the recommended behaviours remain largely unexplored. OBJECTIVE: To evaluate patients' attitudes towards a video and leaflet aimed at encouraging patient involvement in safety-related behaviours. DESIGN: Two exploratory studies employing a within-subjects mixed-methods design. SETTING: Six hospital wards on an inner-city London teaching hospital. PARTICIPANTS: Medical and surgical inpatients: 80 patients in study 1 (mean age 55; 69% men) and 80 patients in study 2 (mean age 52; 60% men). INTERVENTION: Patients watched …

Criminal price fixing cartels are a serious problem for consumers. Cartels are hard both to find and punish. Research into other kinds of corporate wrongdoing suggests that enforcers should pay increased attention to incentives within the firm to deter wrongdoing. Thus far, antitrust scholarship and policy have ignored this insight in the cartel context. This Article suggests how to improve antitrust enforcement by focusing enforcement efforts on changing the incentives of internal firm compliance.

The rotor and magnet loss in single-sided axial ux permanent magnet (AFPM) machines with non-overlapped windings is studied in this dissertation. Finite element analysis (FEA) estimations of the loss are carried out using both 2D and 3D modeling. The rotor and magnet losses are determined separately for stator slot passing and MMF space harmonics from currents in the stator. The segregation of loss between the solid rotor plate and the magnet is addressed. The eddy current loss reduction by magnet segmentation is discussed as well. The aim of"An Understanding of Deep Rivers" is to analyze some of the iconographic uses in the novel from the point of view of the Andean Cosmovision. Though many inroads have already been made in this direction, when the novel first appeared much of this cosmovision was not understood at all or considered part of Andean " folklore". In the present work, the use of the Quechua term " ilia" and and that of the Southern Cross (the Chakana in Quechua) are analyzed with respect to the symbolic role they play in the novel.

During the 1980s and early 1990s, Peru lived difficult times with the escalation of terrorism. People living in the Andean rural areas were caught between two fires- the terrorists and the military sent to control the latter- and many innocent people were killed or disappeared. Based on these events, Julio Ortega wrote the novella Ayacucho, Goodbye. This essay is an overview of the thematic and stylistic tendencies in Peruvian cinema starting with the work of Armando Robles Godoy. It also focuses on the effect of the Law 19327 of 1973 , which was responsible for the formation of a group of influential filmmakers led by Francisco Lombardi. At the beginning of the 21st century, female directors like Claudia Llosa and Rosario Garcia Montero achieved recognition for their cinematic visions of a traumatic Peruvian past. There are striking contrasts between a productive and an extractive economy. South Korea and Peru are used as examples. Korea is not a resource-rich country but has developed remarkably fast. Pem, on the other hand, is a resource-rich country but has shown uneven rates of growth and has had a lackluster development performance because it has relied on extractive industries that have brought boom and bust. Korea is a high performing economy that achieved high rates of growth implementing policies that emphasized productivity and promoted industrialization and free trade. Political stability, macro-economic caution, and the aggressive pursuit of free trade have enabled Peru to emerge as one of the fastest growing economies in Latin America. This economic expansion has created heightened interest in the evolution of corporate culture and its influence on firm performance. This paper examines organizational performance in relation to the influence of cultural values on innovation by means of a survey of upper level managers. Analysis of the survey results indicates that there was a positive relation between innovation and power distance and uncertainty. At this point, the majority of computer mediated communication (CMC) studies have employed a variation analysis approach, quantitatively describing language on the Internet and comparing CMC to speech and writing. While these studies have provided valuable information about CMC, they have also left many gaps, especially related to social and ideological issues such as language use.

Numeral incorporation is a moderately productive process in ASL which combines a numeral and a base to form a compounded fully formed sign. Numeral-incorporated signs involve some sort of simultaneity of the base and the numeral. I interviewed six individuals who use ASL as their primary language in order to gather examples of numeral-incorporated signs in ASL, thus getting a sampling of variation in the American deaf community.
