The Conservative Court Has Spoken, Donald E. Wilkes Jr. May 2013

The Conservative Court Has Spoken, Donald E. Wilkes Jr.

Popular Media

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.—Second Amendment to U.S. Constitution.

Americans participated in a lively debate about whether Congress should enact the President’s gun control legislation that came before the Senate. The proposed legislation would prohibit sale of military-style assault rifles and high-capacity magazines. It would also close loopholes in the current federal background check statutes, which prohibit sales of firearms unless the purchaser first undergoes a background check which shows that he is not a convicted felon or …

The Painted City: Public Art, Placemaking, And Communities In The Twin Cities, Lora Marie P. Hlavsa

Geography Honors Projects

Over the last century, mural painting has become an increasingly prominent fixture within the urban landscape. Decorating the walls of urban streets throughout American cities, mural paintings can be considered powerful tools within urban communities because of their ability to create place through inspiring meaningful relationships between populations and space, represent marginalized populations and provide a means for expression for communities. Using the case studies of Northeast Minneapolis, the West Side of Saint Paul, and Lake Street, this paper examines the purpose of mural artwork within urban communities, focusing on spatial and contextual analysis to determine the impact of this …

County Level Wetland Protection In The Southwest Florida Water Management District, Dana L. Parkinson

USF St. Petersburg campus Honors Program Theses (Undergraduate)

Wetlands are regulated at the federal, state, and county levels (see Appendix A). This thesis focuses on the wetland regulations of the sixteen counties that comprise the Southwest Florida Water Management District. In this thesis, public policies are compiled and inventoried to allow a general understanding of the methods …

Economic Evidence On The Effects Of The Indian Gaming Regulatory Act On Indians And Non-Indians, Katherine Spilde Ph.D., Jonathan B. Taylor May 2013

Economic Evidence On The Effects Of The Indian Gaming Regulatory Act On Indians And Non-Indians, Katherine Spilde Ph.D., Jonathan B. Taylor

UNLV Gaming Research & Review Journal

When Congress passed the Indian Gaming Regulatory Act (IGRA) in 1988, some tribal leaders perceived the state compacting provision required for casino-style gaming on tribal lands as an erosion of tribal sovereignty that could undermine their early economic development successes and disrupt a precariously successful federal-tribal relationship with regard to tribal self-determination.

In hindsight, however, the substantial growth and myriad positive impacts of the first twenty years of tribal gaming under IGRA reveal the ways that the federal regulatory framework laid out in the law resolved numerous legal dilemmas that had plagued tribal gaming expansion. It is now clear that …
