Pegasus is an autonomous electric vertical takeoff and landing aircraft developed for the Vertical Flight Society Design-Build-Vertical Flight competition and designed around the operational needs of early-stage wildfire response. The system was developed to provide rapid aerial situational awareness, stable hover capability, modular payload deployment, and autonomous mission execution in environments where conventional reconnaissance methods may be limited by terrain, visibility, response time, or personnel risk. The final aircraft uses a hexacopter configuration with six electric propulsion units, a modular aluminum airframe, independent propulsion and avionics power systems, a Cube Orange+ flight controller, adaptive landing gear, and a bottom-mounted payload …

Introduction: Bioterrorism and biosecurity preparedness are critical pillars of global public health protection and resilience of health systems worldwide. Although this field has grown over the past few decades, there remains limited clarity on how research efforts have evolved and where critical gaps persist, particularly regarding global collaboration and emerging biological threats. To address this, we conducted a bibliometric analysis to map publication trends, influential contributors, and collaboration networks in bioterrorism and biosecurity from 1997 to 2025. Background: Police officers are routinely exposed to occupational stress and trauma, contributing to an increased risk of anxiety, depression, substance misuse, and post-traumatic stress disorder (PTSD). Targeted mental health interventions are needed to proactively address their mental health. Purpose: This Doctor of Nursing Practice (DNP) project implemented and evaluated a mental health education and mindfulness program designed to reduce operational stress and increase knowledge and use of departmental mental health resources and mindfulness techniques among police officers. Abstract
First responders (law enforcement officers, firefighters, paramedics, and emergency medical technicians) often face occupational stressors and may have exposure to traumatic events. As a result, they are at risk for developing mental health conditions. Although there is substantial research on first responder mental health, potential gender differences within this population have received limited attention. The existing evidence suggests that first responders who are women encounter an even higher risk for adverse mental health outcomes than first responders who are men. Prosecutors and the police regularly pay informants and other witnesses in criminal cases. These payments can be in the form of rewards, relocation expenses, crime victims funds, and even simple cash. Although witness payments are legal, prosecutors are supposed to disclose them under the Brady doctrine because they are favorable evidence that the defense could use to impeach the witness. Yet prosecutors often fail to disclose witness payments because of communication failures with the police, poor training, excessive caseloads, and occasional ethical lapses.

01. Introduction: Rangers Policed & Profited in Slavery The Underground Railroad did not lead only north. It also led south into Mexico, where slavery had been abolished since 1829. Enslaved Texans risked the perilous journey, hundreds of miles, across unforgiving terrain. Even more dangerous than the harsh elements were the slavecatchers. Enslavers offered generous bounties, advertised in newspapers, for the recapture of their human “property.” Among the slavecatchers profiting from and policing slavery were many members of the infamous Texas Rangers. Despite the potentially devastating consequences of pretrial incarceration and the complexity of modern bail applications, many individuals charged with crimes across the country are not appointed counsel to guide them through their bail hearings. Traditionally, application of the Sixth Amendment’s right to counsel in various pretrial proceedings has been evaluated under the “critical stage” framework, finding defense counsel necessary when a proceeding puts one’s trial rights at risk or is sufficiently trial-like—i.e., adversarial and requiring complex legal arguments. Citizen advisory boards (CABs) are widely used in local government as institutional mechanisms for participatory governance and public input. While these bodies are intended to promote inclusive and deliberative decision-making, persistent socioeconomic inequalities raise concerns about whether CABs mitigate or reproduce disparities in participation and influence. This dissertation examines how socioeconomic status (SES) shapes deliberative decision-making within CABs and whether this relationship operates indirectly through board-level social capital.
Integrating perspectives from participatory governance, deliberative democracy, and social capital theory, the study conceptualizes deliberative decision-making as a collective, board-level process shaped by relational and institutional dynamics rather than individual attributes alone. …

United States citizens rely on state government employees to provide essential public services. During the COVID-19 pandemic, these employees responded by administering both routine and novel procedures to protect public health, often placing them on the frontlines and at increased risk of contagion. Concurrently, the pandemic-driven economic downturn created budget shortfalls that threatened the job and financial security of the state workforce. Together, these conditions substantially increased job demands for state government employees.

The epidemic of gun violence is no secret in the United States. Many empirical studies have focused on gun violence, trauma, and race, and have even offered solutions to the phenomenon. However, limited research has called forward the voice of those most impacted (Black boys) and the counters they believe are feasible to their own experience. This work was grounded in critical race theory (CRT). At the same time, it attempted to supplement CRT with careful reflection on what helped me avoid the very kinds of historical and structural exclusions facing Black boys in the hood that CRT helps reveal. …

The 'lone wolf' figure has long been central to counterterrorism analysis, representing the trajectory from non-participant to self-directed actor aligned with extremist causes. Traditional frameworks emphasizing in-person networks or online exposure, however, fail to capture the transformation of radicalization in the algorithmic age. The Arab Spring demonstrated the mobilizing power of digital platforms, yet movements like ISIS later weaponized these networks to provide ideology, belonging, and identity to dislocated populations. The US designation of six Mexican cartels as Foreign Terrorist Organizations (FTOs) marks a pivotal shift in bilateral security relations, compelling Mexico to navigate a complex strategic landscape. This study uses game-theoretic modeling, scenario analysis, and Nash equilibria to evaluate three possible responses by the administration of Claudia Sheinbaum: (1) Total Subordination—fully aligning with US counter-cartel efforts, (2) Covert Subordination—secretly integrating US support while maintaining a public stance of sovereignty, and (3) Strategic Resistance—rejecting US intervention in favor of an independent security approach.

As the global transition towards renewable energy accelerates, the integration of solar photovoltaic (PV) systems with Battery Energy Storage Systems (BESS) has become increasingly critical for maintaining grid stability and reliability. This thesis presents a physics-preserving machine learning framework designed for the detection and mitigation of cyberattacks in grid-integrated BESS-PV systems. The research addresses the growing concern surrounding cybersecurity threats that can compromise the functionality and safety of energy systems. Social media platforms have become powerful tools for terrorist organizations, allowing them to recruit and radicalize actors who incite violence. Yet victims of terrorist attacks have been unsuccessful in holding these platforms legally accountable. The Antiterrorism Act imposes a demanding proximate-cause standard, and Section 230 of the Communications Decency Act broadly shields platforms from liability as publishers of third-party content. Together, these doctrines create a nearly impenetrable barrier for plaintiffs seeking redress from companies that profit while their algorithms amplify terrorist propaganda and promote violence. This research paper is the first detailed examination of the quasi-constitutional status of the Canadian Victims Bill of Rights ("CVBR") and the implications for its interpretation and application. It aims to provide a doctrinal account of this extraordinary legal recognition and to serve as a resource for scholars, judges, lawyers, and other justice system participants to ensure that the CVBR is interpreted and applied consistently with its aim of serving as a catalyst for transformative change to how the criminal justice system has historically treated victims.

Modern fraud prevention is often limited by a reactive approach that inadvertently provides training data to adversaries, allowing them to refine tactics whenever a detection signal or account block occurs. To address this feedback loop, a framework is disclosed for the proactive disruption of fraudulent operations by systematically corrupting internal adversarial learning processes. The method involves mapping entry vectors, identifying behavioral heuristics used by operators, and injecting inconsistent success signals, such as decoy enthusiasm and variable response compliance, into the interaction flow. A hurricane’s intentions are unknown until you look it in the eye. Dragoon’s Coriolis Small Uncrewed Aircraft System (sUAS) has been engineered to collect atmospheric sounding data at low altitude regimes within these severe weather events. During 2025 operations, Coriolis has been classified as a mature prototype capable of operating more than 15 continuous hours and Beyond Visual Line of Sight (BVLOS). Launching from land, it travels under a Federal Aviation Administration (FAA) Certificate of Waiver that grants it immunity from 14 CFR § 107.31 and § 107.33. This article considers the many obstacles in place to challenging private prison operation. Given decades of meaningful scholarship and legal activism on the “private prison problem”, it is puzzling that successful challenges to privatized incarceration remain elusive. This article seeks to introduce the lengthy and tragic history of Hawaiʻi’s use of out of state private prisons, stretching from 1995 to the present. For 30 years, people have been sent thousands of miles from home, effectively banished. Worse, Hawaiʻi has failed to take appropriate action to implement oversight or to bring individuals back home.
