The Social Media Spectrum, Laurie J. Van Leuven Jul 2012

The Social Media Spectrum, Laurie J. Van Leuven

CUP Faculty Research

When it comes to social media practices within the realm of homeland security and emergency management, one thing is clear: There is no “one size fits all.” Every organization could be charted to fall on a different point along a diverse spectrum of possible goals, strategies, and tactics. But it may likely be an organization’s attitude, culture, and structure (not the complexity of their approach) that best determines the success rate of their efforts.

Responding To Natural Hazards: The Effects Of Disaster On Residential Location Decisions And Health Outcomes, James Ian Price Jul 2012

Responding To Natural Hazards: The Effects Of Disaster On Residential Location Decisions And Health Outcomes, James Ian Price

Economics ETDs

Exposure to natural hazards is rapidly increasing due to growing populations within floodplains and along hazard-prone coastlines. This trend, coupled with potential increases in the frequency and intensity of extreme weather events from climate change, underscores the importance of disaster research and continued advancements in hazard risk mitigation. This dissertation conducts analyses regarding the effects of natural hazards on residential location choice, county migration rates, mental health status, and displacement. The results have practical implications for disaster risk management. Chapter 2 estimates household willingness-to-pay to live in lower hazard-risk areas. A model of residential location choice is developed in which …

Families Of Color In Crisis: Bearing The Weight Of The Financial Market Meltdown, André Douglas Pond Cummings Jul 2012

Families Of Color In Crisis: Bearing The Weight Of The Financial Market Meltdown, André Douglas Pond Cummings

Law Faculty Scholarship

The financial market crisis of 2008 landed heaviest and hardest upon communities of color. In the minority communities that continue to bear the crushing weight of this crisis—which continues unrequited—women of color, and by extension, their families, are by far the group most devastated by the global market meltdown. In an ultimate irony, most economists, scholars, and commentators now agree that the collapse, which continues to ravage Main Street, was caused primarily by a select group of privileged white men–i.e., Wall Street executives, bankers, and the politicians purchased by Wall Street largess. The impact of Wall Street’s fascination with securitizing …

The Walls Are Closing In: Comparing Property Crime Victimization Risk In Gated And Non-Gated Communities, Nicholas Branic Jul 2012

The Walls Are Closing In: Comparing Property Crime Victimization Risk In Gated And Non-Gated Communities, Nicholas Branic

USF Tampa Graduate Theses and Dissertations

In recent years, a growing proportion of the population has moved into gated communities in response to an increasingly pandemic fear of crime. While a sizable body of research has addressed fear of crime and perceived safety in gated communities, few studies have investigated actual rates of victimization. The studies that do compare victimization in gated and non-gated communities tend to be localized assessments and present mixed findings on the effectiveness of community gating as a form of protection from crime.

The present study utilizes a cross-section of National Crime Victimization Survey data to investigate the micro-level effects of living …

Interpretive And Critical Phenomenological Crime Studies: A Model Design, Karen Miner-Romanoff Jul 2012

Interpretive And Critical Phenomenological Crime Studies: A Model Design, Karen Miner-Romanoff

The Qualitative Report

The critical and interpretive phenomenological approach is underutilized in the study of crime. This commentary describes this approach, guided by the question, “Why are interpretive phenomenological methods appropriate for qualitative research in criminology?” Therefore, the purpose of this paper is to describe a model of the interpretive phenomenological approach, illustrating its effectiveness in qualitative studies of criminology. The discussion illustrates the components of interpretive phenomenology approach and procedures of data analysis. These methods provide experiential data that highlight the effects of incarceration of juveniles as adults. Data can influence policymakers to reconsider criminal penalties for juveniles and toward enactment of …

Protectionism Indices For Non-Tariff Measures: An Application To Maximum Residue Levels, Yuan Li, John C. Beghin Jul 2012

Protectionism Indices For Non-Tariff Measures: An Application To Maximum Residue Levels, Yuan Li, John C. Beghin

Department of Agricultural Economics: Faculty Publications

We propose aggregation indices of Non-Tariff Measures (NTMs) to quantify their protectionism relative to international standards. We apply the indices to national Maximum Residue Limit (MRL) regulations affecting agricultural and food trade and using a science-based criteria embodied in Codex Alimentarius international standards. The approach links two streams of the NTM literature, one concerned with the aggregation of various NTMs into operational indices for econometric and modeling purposes, and the other attempting to evaluate the protectionism of NTMs. The data used in the application come from a large international dataset on veterinary and pesticide MRLs and CODEX MRL standards for …

Pnr In 2011: Recalling Ten Years Of Transatlantic Cooperation In Pnr Information, Valentin M. Pfisterer

University of Miami National Security & Armed Conflict Law Review

In Fall 2011, U.S. and EU negotiators agreed on new parameters for the collection, processing, use, storage and crossborder transfer of Passenger Name Record (PNR) data. 2011 also marks the tenth anniversary of the September 11, 2001 terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington D.C., which provides the historic reason for the cooperation in this area. These two events thus provide a timely basis and background against which to review the ten year history of the cooperation between the U.S. and the EU in PNR information management.

This article maps the …

Habeas Corpus Outside U.S. Territory: Omar V. Geren And Its Effects On Americans Abroad, John Wright Jul 2012

Habeas Corpus Outside U.S. Territory: Omar V. Geren And Its Effects On Americans Abroad, John Wright

University of Miami National Security & Armed Conflict Law Review

The contention between habeas corpus rights and national security interests has been ongoing since the ratification of the U.S. Constitution. History proves that this relationship becomes especially precarious during times of conflict, from the U.S. Civil War and continuing through the War on Terrorism, which began in 2001.

This paper focuses on one of the most recent limitations placed on the right of habeas corpus as determined by the federal judiciary: that a writ of habeas corpus will not stay the transfer of a U.S. citizen to a foreign sovereign’’s authorities to face charges for alleged crimes committed within that …

The Earned Release Revolution: Early Assessments And State-Level Strategies, Jesse J. Norris Jul 2012

The Earned Release Revolution: Early Assessments And State-Level Strategies, Jesse J. Norris

Marquette Law Review

Reacting to widespread budget crises, many states are experimenting with earned release (also known as “early release”) legislation to help cut correctional costs. This earned release revolution is a stark reversal of earlier trends toward determinate sentencing. Implementing earned release policies appropriately could help bring about a new sentencing era characterized by lower rates of incarceration and higher levels of public safety. However, earned release is potentially vulnerable to abuse and prone to backlash, and must be planned and implemented carefully to avoid endangering the public, fostering injustice, or failing to realize hoped-for budgetary savings.

This Article outlines a set …

The Taming Of The "2": Milner V. Department Of The Navy Signals The Curtain Call On Debates Surrounding The Scope Of Foia's Exemption 2, Ashley E. Short Jul 2012

The Taming Of The "2": Milner V. Department Of The Navy Signals The Curtain Call On Debates Surrounding The Scope Of Foia's Exemption 2, Ashley E. Short

Mercer Law Review

For more than three decades, federal courts have grappled with the intended scope of Exemption 2 of the Freedom of Information Act (FOIA), which protects material "related solely to the internal personnel rules and practices of an agency" from mandatory public disclosure. However, in Milner v. Department of the Navy, the United States Supreme Court put an end to all conflicting postulations regarding the precise boundaries of Exemption 2 by holding that military explosive distance data does not qualify for agency withholding under the exemption. In its opinion, the Court declared that Exemption 2 encompasses records relating to employee …

Publications from the Center for Applied Rural Innovation (CARI)

Nebraska’s unemployment rate has been one of the lowest in the nation in recent years. The agricultural economy has also been strong with record levels of farm income in 2011. Given the challenges and uncertainties of recent years, how do rural Nebraskans believe they are doing and how do they view their future? Have these views changed over the past seventeen years? How satisfied are they with various items that influence their well-being? Most rural Nebraskans have also reported high satisfaction levels with their religion/spirituality in previous polls. How often do they attend church? How do they view their church? …
