Construction projects are inherently complex and subject to significant uncertainty, making effective risk management essential for successful delivery. Risk identification is a critical first step, enabling proactive planning and informed decision-making throughout the project lifecycle. While risk management is widely practiced by transportation agencies, limited research has focused on risks encountered during the construction execution phase. This dissertation examines risk factors and management practices across public sector construction projects, with a primary focus on transportation infrastructure and the impacts of the COVID-19 pandemic. This study examined the predictors of pretrial detention, its effects on case outcomes, and the determinants of pretrial failure in the federal criminal justice system, with particular attention given to changes associated with the COVID-19 pandemic. Using administrative data from a federal district court in Connecticut, the study leveraged the pandemic as a natural experiment to assess shifts in pretrial practices and their consequences. The study addressed four primary research areas: (1) factors predicting pretrial detention, (2) factors predicting case outcomes, (3) the effect of pretrial detention (measured as release at any time, immediate release, and detention length) on case …

Avoiding White Elephants: An Empirical Assessment On The Failure Of Airport Capacity To Drive Tourism Receipts, Somanithel Kheang

This study investigates the relationship between airport infrastructure capacity and international tourism receipts across 12 major Asian and European economies from 2000 to 2019. Using a Panel Fixed Effects framework, the analysis tests the "Supply-Led Growth" hypothesis to determine if physical infrastructure expansion independently drives tourism revenue. To address potential endogeneity and reverse causality, the study employs specification where all independent variables are lagged by one year.The empirical results yield a robust null finding: airport capacity does not exhibit a statistically significant impact on tourism receipts. A Multiple Case Study Of Place-Based Promise Programs, Chad Edward Inabinet

This qualitative multiple case study examines three place-based Promise Programs situated in Midwestern community colleges to understand how they are designed, implemented, and experienced by staff and students. Guided by General Systems Theory, data are collected from program documents, archival sources, and 13 interviews with staff and students across three sites. Within- and cross-case analyses explore program origins, design features, partnerships, student supports, financial sustainability efforts, and outcome tracking. Findings show that: funding models shape eligibility and long-term stability; partnerships with K–12 districts, colleges, funders, and community organizations are essential for implementation; proactive supports, such as advising and mentoring, improve …

Perfectionism refers to the inclination to set very high expectations for oneself, which can at times encourage personal development and at other times lead to stress and a sense of pressure. Perfectionism is widely observed among engineering students; however, instruments that distinguish adaptive striving from concern-driven tendencies in the engineering context remain limited. Encountering the justice system can have harmful impacts on a child’s well-being and can lead to negative outcomes in the future, such as missing school and reoffending. This paper proposes a program to combat these impacts by creating infrastructure for schools to handle low level offenses within schools through a mentoring program. In recent years there has been an increasing number of cyberattacks on public water generation and distribution systems. Advanced persistent attackers could usurp sensors and control systems to contaminate public drinking water. In order to conceal their malicious activity, they can manipulate sensor data flows to give the appearance of normal activity. The compromised sensors would report normal chemical levels even though unsafe water is entering the distribution system. In response, this research proposes a multi-sensor, cross-comparison approach to anomaly detection. This research brief assesses a changing U.S. military force structure in an era of waning trust in public institutions and new security pressures, both domestic and global. While many U.S. public institutions are facing declining trust, one key aspect in the case of the military is lack of understanding between U.S. veterans and nonveterans—often termed the civil-military gap. Understanding this gap is necessary to forge connections across military-connected communities and those without service experience. Bridging this gap is a timely model to restore baseline confidence in many institutions that serve all members of the public.

BACKGROUND: Assessment of triage procedures is crucial for improving patient care. Most programs evaluate under- and over-triage using the ISS-based Cribari Matrix Method (CMM), but tools such as the critical-intervention-based Need for Trauma Intervention (NFTI) and its time-critical modified version (mNFTI) focus on identifying patients who need immediate resources. The mNFTI has seen limited empirical inquiry in assessing triage procedures.
OBJECTIVE: To assess accuracy and agreement rates between mNFTI and CMM.

Social justice is widely recognized as a foundational value of the social work profession, yet research indicates inconsistencies in how social justice is defined, taught, and experienced within social work education. This study examines how undergraduate social work students make meaning of social justice learning in relation to their own lived experiences. Using a critical narrative inquiry approach grounded in constructivist qualitative methodology, this study explores how students narrate their experiences of social justice education and how those narratives reveal tensions between professional ideals and classroom realities. Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

Every year, students are pushed away from educational opportunities due to punitive practices. A system of policies and practices that increase the student's likelihood of formal social control, including the juvenile justice system, is often referred to as the school-to-prison nexus (STPN). Existing research suggests a disproportional number of students of color, as well as queer students, are harmed by disciplinary policies. The literature, however, does not fully address students' experiences, particularly queer Chicanxs. This study attempts to narrow that gap by highlighting the disciplinary experiences of queer Chicanxs. Major seismic events along the Wasatch Fault represent a serious threat to Utah's residents and built environment. Engineers currently rely on a statistical approach that calculates earthquake ground shaking based on probabilities of various events occurring over extended time periods. This method informs how strong new buildings must be constructed. However, many structural engineering professionals in Utah worry that this probability-based approach may significantly underestimate the actual ground shaking compared to an alternative method that examines the largest possible earthquake a fault can generate. While prior studies have investigated the impact of religion on terrorism, our study specifically aims to inform the literature of religious affiliation's effect on a defendant's propensity to plead guilty. Our study uses data from the American Terrorism Studies (ATS) database from the University of Arkansas’s Terrorism Research Center. The study focuses on twelve variables in relation to pleading guilty, gender, categories of terrorism, race, and ethnicity. Crosstabulation and Binary Logistic Regression were used to analyze the subset “Offender” within the ATS. Amid a growing housing crisis in Fayetteville, local media serves as an influential force in shaping public understanding of homelessness. This study examines how homelessness is framed in local news coverage through a reflexive thematic analysis of ten randomly selected articles published between May 2022 and November 2025. Guided by media framing and attribution theory, this analysis explores how causes, consequences, and solutions to homelessness are constructed within a rapidly growing Southern city.
Three central themes emerged. First, local reporting centers empathy through lived experiences and community testimonies, emphasizing dignity, vulnerability, and structural precarity rather than individual failure. Second, coverage …

This thesis explores how architecture can strengthen community engagement through the design of civic infrastructure. Focusing on a proposed Fire Station Three in Moorhead, Minnesota, the project investigates how a fire station can function as both an emergency response facility and a community gathering space. As Moorhead continues to expand southward, increasing demands on emergency services reveal the need for additional infrastructure while also presenting an opportunity to rethink the civic role of fire stations within growing suburban communities. A lack of walkable environments and well-supported public spaces has created a crisis of social disconnection across the United States. Historically, dating back to the public squares of ancient Greece, the public realm was a place of communal ritual from which citizens drew their primary identity. Today, however, modern cities are driven by commerce and technology, rapidly losing the genuine spaces that create face-to-face human interaction. In the desert, water has always shaped how people dwell, build, gather, and survive. In Phoenix, Arizona, this relationship has become increasingly hidden behind canals, infrastructure, policy, and control. The river that once supported settlement is now often dry, and water is understood more as a managed resource than a visible presence in daily life. A reimagining is needed, as the future of desert cities depends not only on conserving water, but on changing how people experience and value it. This thesis is an exploration into how stadium design can foster community engagement, cultural identity, and urban vibrancy in the United States. While many American stadiums often remain isolated from the urban fabric, located on city outskirts or suburbs and used solely for events, European models demonstrate the value of walkable, accessible, and integrated stadiums within mixed-use neighborhoods. Through a multidisciplinary review of urban design theory, economic factors, and programming needs, this research highlights the limitations of current U.S. stadium developments, such as issues of accessibility and underutilized public investment. While traditional design approaches often emphasize public engagement and community visibility, this project centers on the needs of law enforcement personnel, recognizing the high-stress, high-stakes nature of their work. By integrating architectural strategies that reduce stress, foster relaxation, and support daily workflows, the design aims to improve officer morale, enhance focus, and increase job retention. Key features include dedicated decompression zones, wellness and fitness facilities, natural lighting and biophilic elements, and spatial layouts that support efficient operations while promoting a sense of safety and comfort.
