Early Behavior Problems In School, Juvenile Delinquency, And Adult Incarceration: A Longitudinal Examination Of Pathways To Crime Among A Ten-Year Birth Cohort In Louisiana, Xian Guan

This study utilizes data resources from three state-level departments in Louisiana, Department of Education (DOE), Office of Juvenile Justice (OJJ), and Department of Public Safety and Corrections (DOC), during the period 1996-2008. The sample involves 7th- 12th graders in DOE who were born between 1980 and 1989, with a sample size of N = 408,700 in total. There are two major parts in this study: (1) examining the school-level risk factors among four different offending patterns and making two comparisons among them: the early starters of crime (n = 14,346) vs. late starters (n = 17,107), and the adolescent-limiteds (n …

American public sector unions and collective bargaining have been subjected to a vicious attack under the auspices of balancing government budgets, promoting "equity" between private and public employees and limiting the impact of "special interests" on government policy. The American and world financial crisis of 2007 resulted in the Great Recession of 2008 and substantial budget shortfalls for local and national governments world-wide. This financial crisis and the resulting disintegration of aggregate demand and employment are eerily similar to the financial crisis and collapse that led to the Great Depression of the 1930’s. Shadow Citizens: Felony Disenfranchisement And The Criminalization Of Debt, Ann Cammett

The disenfranchisement of felons has long been challenged as anti-democratic and disproportionately harmful to communities of color. Critiques of this practice have led to the gradual liberalization of state laws that expand voting rights for those who have served their sentences. Despite these legal developments, ex-felons face an increasingly difficult path to regaining the franchise. This article argues that, for ex-felons in particular, criminal justice debt can serve as an insurmountable obstacle to the resumption of voting rights and broader participation in society. This dissertation examines the influence of love and other emotions on sexual and drug-related HIV risk among female sex workers who inject drugs and their intimate, non-commercial partners in Tijuana, Mexico. My work on a public health study along the Mexico-U.S. border and independent ethnographic research in Tijuana suggests the importance of emotions in shaping sex workers' relationships and health risks.

Love is a universal human emotional experience embodied within broader cultural, social, and economic contexts. A growing body of cross-cultural research suggests that modern relationships have transformed to emphasize love and emotional intimacy over moral or kinship obligations. Particularly …

Assessment of human exposure to environmental chemicals is inherently subject to uncertainty and variability. There are data gaps concerning the inventory, source, duration, and intensity of exposure

as well as knowledge gaps regarding pharmacokinetics in general. These gaps result in uncertainties in exposure assessment.

With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. In this thought piece, I attempt to contextualize New York City’s inaugural participatory budgeting (PB) process in the larger landscape of American political participation. I discuss how the bottom-up way in which stakeholders wrote the process’s rules in the first place, alongside the core role played by the two lead organizations, helped to broaden notions of stakeholdership among constituents. Myths And Measures: The Cultural Performance Of Portland’S Strip Club Identity, Wayne Coffey

Identities of place develop through a multitude of perceptions. Place myths guide much of this perception. Portland, Oregon’s identity has evolved in particular around a much quoted but unchallenged statistic regarding the volume of nude dancing venues. This paper focuses on the literature specific to both nude dance venues and place identity; Portland’s legal history that contributed to this phenomenon; and some of the cultural and spatial variables pertinent to this issue. Two initiatives, aimed at restructuring the state constitution specifically to deal with nude dance venues and other adult entertainment, are analyzed.

In the State of Louisiana, one of the major problems surrounding youth is juvenile delinquency. Several studies have been conducted regarding juvenile delinquency, however, actual research pertaining to recidivism among youth offenders who were later incarcerated as an adult vs. those who were not incarcerated as an adult are limited. For this study, chi-square analyses were conducted to analyze the association between six variables and recidivism. The age of first OJJ contact was the only variable that was not statistically significant. Follow The Leader: The Advisability And Propriety Of Considering Cost And Recidivism Data At Sentencing, Lynn S. Branham

The Missouri Sentencing Advisory Commission has begun to provide judges with information that enables them, before imposing a sentence, to compare the financial costs of several different sentencing options and the recidivism risks they pose. Although this initiative has sparked controversy, I, for one, favor taking steps like this one to help extricate us from the “same ole, same ole” sentencing box in which uninformed, and sometimes misinformed, sentencing decision making is the norm.
