The Sheathed Sword: Union Efficacy In Nonbargaining States, Ann C. Hodges

Section I of this article briefly reviews the law in Virginia and North Carolina. Section II examines, in detail, many of the strategies and tactics unions have utilized, both successfully and unsuccessfully, in Virginia and North Carolina. Section III discusses the overwhelming challenges that public-sector unions, despite their success, still face under the laws and political climate in hostile states. Finally, section IV offers a brief analysis of how unions in other states that prohibit or severely limit collective bargaining can emulate their successes and learn from their failures.

Even before the nuclear core meltdowns at the Fukushima Daiichi nuclear reactors in Japan re-stoked public anxiety about nuclear energy, Vermont’s Senate, under the auspices of Vermont Act No. 160, voted to block continued operation of Vermont Yankee Nuclear Power Plant after the expiration of its forty-year operating license. This article examines whether a state can legislatively override a permit issued by the Nuclear Regulatory Commission extending the license of a power plant. The author places this question within a broader federalism context, in which states assert their sovereign rights to regulate the environment in the shadow of federal mandates. …

ABSTRACT Nearly 30 years have elapsed since the National Assessment of Educational Progress reported that America's public education system is failing African American male students. These widely used statistics state that compared to their White and African American female counterparts, African American male students underperform in nearly all educational measures (i.e. GPA, standardized test scores, graduation and dropout rates, etc.). This thesis examines how military members and veterans with Operational Stress Injuries are treated by Canadian justice systems. It suggests a correlation between mental injuries sustained on operations by military personnel and propensities for military and societal misconduct. By comparing civilian and military processes with American justice counterparts, a plan to improve the existing Canadian legal landscape is proposed. Using an analysis of the underlying philosophy and purpose of military justice, a problem solving diversionary court is recommended, along with legislative and policy amendments. Reversing the tough-on-crime policies that have defined American criminal justice for the past two decades, cash-strapped states across the nation have begun reducing the number of people they confine in prisons and jails. In their efforts to reduce correctional populations, numerous states have passed laws that allow parole boards, prison officials, or judges to shorten the sentences of people already serving time in custody. An emerging trend among voice specialists is the use of quantitative protocols for the diagnosis and treatment of voice disorders. Vocal fold vibrations are directly related to voice quality. This research is devoted to providing an objective means of characterizing these vibrations. Our goal is to develop a dynamic model of vocal fold vibration, and map the parameter space of the model to a class of voice disorders; thus, furthering the assessment and diagnosis of voice disorder in clinical settings.

Regional economists and policy makers are interested in forecasting economic changes that are likely to take place at local and state levels after exogenous shocks to an economy; that is, create disequilibrium conditions in terms of supply and demand. Impacts of such shocks could be observed at the level of employment, unemployment, commuting patterns, assessed property values, property and sales taxes and local level of expenditures in several categories. All around the world, hundreds of individuals are constantly subjected to administrative detentions designed to prevent them from committing future atrocities. Generally, the main protection against arbitrary and unjustified administrative detentions is judicial review. Nonetheless, judicial review of administrative detention proceedings suffers from inherent difficulties and is typically based on ex parte proceedings and secret evidence. In spite of these difficulties and based on a few renowned cases, it is widely accepted in the scholarly debates that the Israeli judicial review model is robust and effective. This Note discusses analogous themes in two religious public display cases, Lautsi v. Italy, recently decided by the Grand Chamber of the European Court of Human Rights (ECHR), and Salazar v. Buono, recently handed down by the U.S. Supreme Court. Broader critiques of ECHR religious jurisprudence are addressed in the context of the interpretation and application of the principle of neutrality and the argument that secularism is not a necessary postulate of this demand. The purpose of this study is to identify the major determinants of job satisfaction among Royal Malaysia Police (RMP) officers, by emphasizing on the environmental and demographic factors and also adding new constructs, which is implementation Community Policing (COP)/NKRA programs. Wireless Sensor Networks are becoming popular as a means of collecting data by military organisations, public utilities, motor vehicle manufacturers and security firms. Unfortunately, the devices on such networks are often insecure by default, which creates problems in terms of the confidentiality and integrity of data transmitted across such networks. Research indicates that individuals who perpetuate abuse may also have a history of experiencing abuse (Ford & Linney, 1995; Worling, 1995). Yet, not all abused children will engage in offending behavior (Becker & Hunter, 1997). This study investigated posttraumatic stress disorder (PTSD), caregiver instability, and low social support, and how these factors relate to offending behavior. Participants were 32 juveniles with sexual offenses (SO), 40 juveniles with violent nonsexual offenses (VO), and 18 juveniles with nonsexual nonviolent offenses (NSVO) detained at the West Virginia Home for Youth in Salem, WV.
