This project fills a wicked problem gap with policy assessments relative to child begging—a condition that keeps children in a vulnerable state within the confines of the urban setting—and the literature gap exists because while prior researchers aimed to review child begging policy assessments, none have done so from an dialectic, multidisciplinary, moral and social intersectional perspective. This syllabus guided our exploration of the ways in which the musical cultures of those who arrived on our shores from Europe and Africa shaped the emergence of a distinctly American musical tradition. Links to relevant readings were provided on our LMS (Brightspace) page. Since this was an asynchronous online section, engagement was mainly through videos and slide presentations. Discussion assignments reinforced learning and encouraged critical thinking. In addition, students were required to submit a report on a live American music experience.

The purpose of this qualitative study was to explore factors influencing the implementation of effective succession planning (SP) in nonprofit organizations within a specific traditional industry—the electric utility industry. This study adopted the concept of SP as a process or system, and systems theory was selected to examine the SP process. Rothwell’s (2016) seven- pointed star model for systematic SP and management provided the conceptual framework for this study. This study used an inductive, qualitative approach to collect information from participants, with semi-structured, open-ended interviews. The United States owns a substantial amount of radioactive waste as a result of decades of research, weapons manufacturing, and nuclear energy production. As nuclear energy and research continue to add to our stockpiles of waste, the issue of remediating this waste becomes more pressing. Many of the radioactive constituents of this waste, such as the transuranic (Z > 92) elements, will give off radioactivity at harmful levels for millennia. Thus, a robust method of storing this waste is paramount to ensuring public safety. Currently, nuclear waste is being processed by vitrifying it in borosilicate glass. The Gender Pay Gap: An Occupational Analysis (2012-2023), Curtis Long

This thesis examines the gender wage gap across thirty major U.S. occupations from 2014 to 2023 using data from the Current Population Survey (CPS), more specifically, the U.S. Bureau of Labor Statistics (BLS). The analysis measures the difference in median weekly earnings between women and men in each occupation and applies two statistical tests: a yearly z-test to evaluate whether the average wage gap is significant, and a ten-year t-test to identify persistent occupational gaps. Results show significant wage differences in every year, with the largest disparities in finance, management, and law, and smaller gaps in education and healthcare. Consistent …

Public order offenses—public intoxication, sleeping outside, etc.—seem trivial, but they have enormous consequences for marginalized populations. These are the offenses that justify coercive police interactions, as well as entry into the procedural morass of the criminal legal system. Accordingly, these offenses have received extensive scholarly attention, with decades of research addressing their vagueness and their impact on urban communities of color. But no work has been done to survey how much of this conduct is criminalized and at what jurisdictional level—city or state.

This article overviews the issue of drone threats to stadiums and public venues. It provides emergency managers and those defending this critical infrastructure with an overview, operational considerations, and a discussion of the technical implementation for defending these sites from drone threats through detection. It provides a discussion of the current limitations of countermeasures and legal frameworks relevant to drones. Throughout, this article uses real drone detection data from the Astroworld concert incident (November 2021) as a notional case study to illustrate the type of drone detection data emergency managers will contend with and what can be gleaned from it. …

Rapid global development has led to increased security challenges, particularly regarding drug-related crimes. This study examines the role of strategic leadership in security media to enhance community security, focusing on drug abuse in Oman. Despite ongoing efforts to combat drug-related offenses, these crimes remain a significant threat to societal stability. The qualitative research involved in-depth interviews with 14 decision-makers, including 7 experts from Oman’s security media, police, and related institutions. It explores the effectiveness of security media campaigns in raising awareness and reducing drug use. This paper analyzes the unequal nature of urban development projects associated with international megaevents in Rio de Janeiro, Brazil, through the lenses of race and social class. By doing this, I seek to demonstrate how spatial struggles associated with such urban development projects are part of a longstanding pattern of socio-cultural conflict between the Brazilian elite and the urban poor. This paper specifically examines the spatial struggles embodied by the destruction of Morro do Castelo during the early 1920s, and the removal of favelas, including Vila Autódromo, between 2009 and 2016. Criminal Records As Political Capital: Renegotiating Ex-Convict Labels To Acquire Village Head Positions In East Java, Indonesia, Mochamad Iqbal Jatmiko, Muhamad Supraja

Unlike other new democracies, the political system in post-authoritarian Indonesia has recently allowed ex-convicts to run for election. This qualitative case study examines how ex-prisoners serving as village heads in Probolinggo Regency, East Java, discursively reframed their criminal past as informal symbolic capital to win rural political contestations and effectively execute village bureaucratic functions. Contrary to previous analyses highlighting collateral consequences that disqualify ex-criminals’ political prospects, we report that interactive dialogue has successfully turned negative reputations into collectively consented territorial patronage, specifically within crime-prone village contexts. Through persuasive discursive means, this can then be leveraged to mobilize voters’ political support …

In January 2023, the Supreme Court of the United States heard oral arguments in In re Grand Jury regarding the proper and applicable test to determine whether attorney-client privilege can be invoked in dual-purpose communications between a business and its legal counsel. Attorneys across the country were hoping the Court would provide an answer, ending the three-way circuit split concerning the appropriate test. Unfortunately, the Court ultimately dismissed certiorari as “improvidently granted” without an explanation. This Note addresses the systemic barrier to societal reintegration faced by juvenile offenders applying to enroll in higher education. Specifically, this Note will examine whether, in light of the Fifth Circuit’s recent Hopkins v. Hosemann decision, Eighth Amendment protections against cruel and unusual punishments should be extended to college applicants with juvenile criminal records who have completed their sentences. This Note argues that the Eighth Amendment reasoning in the Hopkins decision should be applied to higher education institutions who consider an applicant’s juvenile criminal record where the applicant has already completed their sentence. วิธีการทางกฎหมายอันเหมาะสมและบทบัญญัติของกฎหมายที่เพียงพอต่อการลงโทษนิติบุคลคลซึ่งละเลยหน้าที่อันต้องกระทำการหลังการขุดเหมืองแร่นั้นถือเป็นประเด็นในทางกฎหมายที่หลายประเทศทั่วโลกไม่ได้ให้ความสนใจเท่าไรนัก นอกจากการละเว้นหน้าที่ดังกล่าวโดยประมาทจะส่งผลร้ายทั้งทางตรงและทางอ้อมต่อสิ่งแวดล้อมและชุมชน บริเวณรอบพื้นที่แล้ว การกระทำดังกล่าวยังส่งผลเสียต่อตัวนิติบุคคลด้วย ในอินโดนีเซียมีผู้เห็นว่าการบังคับใช้มาตรการบังคับทางปกครองเพียงอย่างเดียวก็สามารถป้องปรามการกระทำดังกล่าวได้อย่างเพียงพอ แต่อย่างไรก็ตาม เมื่อได้ศึกษาเปรียบเทียบกฎหมายของอินโดนีเซียกับประเทศไทยและแอฟริกาใต้แล้ว พบว่ามีการใช้มาตรการทางอาญาควบคู่ไปกับมาตรการบังคับทางปกครอง ดังนั้น กรณีดังกล่าวจึงนำมาสู่ปัญหาของงานวิจัยฉบับนี้ว่า การบังคับใช้มาตรการทางอาญาควบคู่ไปกับมาตรการบังคับทางปกครองต่อความผิดฐานละเลยหน้าที่ที่พึงต้องกระทำหลังการขุดเหมืองแร่โดยประมาทจะมีผลสัมฤทธิ์มากกว่าการใช้มาตรการบังคับทางปกครองเพียงอย่างเดียวหรือไม่ และการใช้โทษทางอาญาในความผิดฐานดังกล่าวนั้นขัดต่อหลักความได้สัดส่วนและหลักการกำหนดความผิดในทางอาญาหรือไม่ บทความวิจัยนี้จึงมุ่งศึกษาปัญหาดังกล่าวโดยเน้นการวิเคราะห์หลักเกณฑ์ทางทฤษฎีที่เกี่ยวข้อง และเปรียบเทียบกฎหมายของประเทศไทยและแอฟริกาใต้

In February 2024, in LePage v. Center for Reproductive Medicine, the Alabama Supreme Court held that embryos created through in-vitro fertilization (IVF) were legal persons. The national conversation about this ruling focused on the implications for IVF treatment. The impact of fetal personhood on the realm of vital records law has, to date, gone unnoticed. Vital records laws in the United States mandate the registration and collection of data for legislatively determined vital events. The Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA) has contributed to long-standing complexities in our understanding of habeas corpus and its function as a device for judicial inquiry into the constitutionality of imprisonment. Since its passage and subsequent interpretations by Congress and the courts, criminal defendants have faced heightened challenges in seeking federal review of their state convictions. The United States Supreme Court has yet to recognize a concrete right to counsel for post-conviction proceedings--during which most criminal defendants file their habeas petitions claiming, for example, ineffective assistance of trial counsel-meaning that a large number of defendants file …

While satellite communication enables smartphone users to reach emergency services even from areas without cellular connectivity, such options can fail when satellites are not visible (e.g., underground usage). Additionally, devices that have WiFi connectivity, but no cellular modems are unable to use satellite communication for emergency purposes. This disclosure describes techniques that enable emergency communications for users that have WiFi connectivity, but no access to cellular or satellite communication via their smartphone or any other device. The techniques leverage existing infrastructure supported by the device manufacturer (and/or other providers) to enable users to reach emergency service providers over satellite networks. …

This paper examines how citizens in India perceive and prioritise fundamental rights, with particular attention to the six freedoms under Article 19(1) and the property right. While the freedoms of Article 19(1) remain central to democratic citizenship, the Forty-Fourth Constitutional Amendment of 1978 reclassified the right to property as a constitutional right under Article 300A. This shift prompts an important question: Does the diminished constitutional rank of property correspond to its place in popular hierarchies of rights? Our in-depth interviews with 26 respondents, whose livelihoods make them especially sensitive to changes in both categories of rights, reveal that citizens continue …

In the western United States, decades of wildfire suppression and grazing have led to changes in the amount and type of wildland fuels. In many lower montane forests, fuels such as logs, dead trees, and fallen leaves have accumulated. In many sagebrush-dominated rangelands, annual grasses have invaded, and pinyon pine and juniper woodlands have encroached. These areas now threaten to burn at uncharacteristically high fire severity, a metric based on how much vegetation is killed. Climate change and rapid population growth have exacerbated this issue in Utah, increasing the threat wildfire poses to the state’s communities, infrastructure, and ecosystems. Fuel …
